A game-theoretic model is analyzed for discussing the determination of looting and fighting activity during a civil war between two ethnoregional groups. The Nash equilibrium of this game emphasizes population size, production capacity and productivity, and access to external funding as the main determinants of the size of the armies and the intensity of looting activity. The Nash equilibrium of the game between the two warlords involves an excessive level of looting. Some lessons are drawn from this framework to bring out the minimum redistribution of resources between groups that must take place in a peaceful equilibrium.

Am Beispiel des Russischen Bürgerkriegs untersucht der Aufsatz kollektive Gewalthandlungen in staatsfernen Räumen. Gewalt war dort nicht nur Mittel zum Zweck, sondern auch sinnstiftendes Medium. Die Aufzeichnungen des ehemaligen zarischen Offiziers Govoruchin bieten ungewöhnlich detaillierte Einblicke in die Geschehnisse in der ukrainischen Kleinstadt Gajsin. Bei mehreren Pogromwellen des Jahres 1919 ermordete die Truppe des Atamanen (Warlords) Volynec fast die gesamte jüdische Bevölkerung des Ortes. Antisemitismus war dafür nur ein Faktor neben anderen - die neuartige Pogromgewalt hatte vor allem Sinn und Bedeutung für die Kämpfergemeinschaft selbst, die eine Kultur der Gewalt ausbildete. Gewalthandlungen können als Kommunikationsformen verstanden werden, die Gemeinschaft, Autorität und Identität konstituieren. In der historischen Situation des Russischen Bürgerkriegs reproduzierte sich die Gewalt selbst und tendierte zur Entgrenzung. Der 25-jährige Volynec verdankte seine Führungsrolle einem gewissen Organisationsgeschick, vor allem aber einer schrankenlosen Gewaltbereitschaft. ; This article examines acts of collective violence in non-state spaces. Violence is not only a means to achieve certain ends, but also a medium of cultural meaning. The memoirs of the former tsarist officer Govoruchin offer insight into the events that took place in the little Ukrainian town of Gajsin during the Russian civil war. In a series of pogroms the troops of the ataman (warlord) Volynec almost completely annihilated the Jewish population of Gajsin. Antisemitism, however, was only one motivation for this mass killing, for the violence itself also lent meaning to the soldiers' sense of community, allowing a culture of violence to evolve within a non-state space. Violent actions can be interpreted as forms of communication which produce group cohesion, authority and identity. In the context of the Russian civil war, violence was therefore self-perpetuating and tended towards excess - a process in which the twenty-five-year old Volynec played a leading role on account of his organisational skills and his tendency to indulge in unrestrained violence.

Der Beitrag beschäftigt sich mit dem Auslandseinsatz der Bundeswehr in Afghanistan. Da die Taliban der Anordnung der Vereinten Nationen nicht Folge leisteten, Osama bin Laden auszuliefern, wurde ein UN- Sicherheitsratsbeschluss erlassen, aufgrund dessen auch die Bundeswehr in Afghanistan aktiv ist. Afghanistan soll nicht noch einmal zum Rückzugsraum für Terroristen werden, das Land soll beim Aufbau eines modernen Staates unterstützt werden. Der Beitrag schildert die überaus komplexe gesellschaftspolitische Situation in dem bergigen Land am Hindukusch: Es ist von archaischen Clan-Strukturen und Wertvorstellungen durchdrungen und wird von "Warlords" beherrscht. Es gibt quasi keine funktionierende Zentralgewalt. Der Beitrag erwähnt die immensen finanziellen Mittel, die die internationale Gemeinschaft mittlerweile für Afghanistan aufgewendet hat. Der Artikel hebt dann hervor, dass die "Sicherheitslage" das vorherrschende Problem darstellt. Das Anwachsen des Terrorismus ist zum einen auf die Enttäuschung der Bevölkerung zurückzuführen, da der Aufbau nur in Schritten vorankommt und zudem immer wieder von Extremisten behindert und zerstört wird. Es gibt aber auch "zivile Opfer" bei Angriffen des Militärs auf Terroristen, was zu Verbitterung und Hass bei manchen Afghanen führt und den Extremisten Unterstützung bringt. Der Beitrag schildert dann die "Sprachlosigkeit" der deutschen Politik und wendet sich schließlich den Zielen und avisierten "Zeithorizonten" sowie der "politischen Akzeptanz" des Einsatzes in der deutschen Bevölkerung zu. Aus militärischer Sicht leidet der Afghanistan-Einsatz unter Kapazitätsgrenzen, das heißt, zu geringer Truppenbereitstellung. Während gegenwärtig rund 48.000 Soldaten in Afghanistan stationiert sind, wäre eine Militärpräsenz zwischen 200.000 und 800.000 Soldaten erforderlich, je nach Ansatz. Andere Zahlen sprechen von 365.000 Soldaten. Die Personalknappheit hängt mit der Widerständigkeit der NATO-Partner und internationalen Verbündeten zusammen, mehr Truppen zu schicken, sowie mit der Bindung großer amerikanischer Kontingente im Irak. Ein weiteres Problem sind Anzahl, Motivation und Ausbildung der afghanischen Polizei. Es gibt landesweit nur rund 16.000 Polizisten, die zudem oft nur rudimentär ausgebildet sind. Hinzu kommt ein "Loyalitätsproblem" in der multiethnischen afghanischen Gesellschaft, da die Polizisten dem sozialen Gefüge unterworfen sind, in dem sie und ihre Familien leben. Die Polizisten passen sich daher oft den Machtverhältnissen und Bedingungen ihrer Heimatregion an, sind extrem korrupt und gehen nicht gegen die lokalen "Warlords" vor. Auf der Ausrüstungsebene der Bundeswehr schließlich gibt es das Problem, dass zu wenige Hubschrauber und gepanzerte Fahrzeuge zur Verfügung stehen. Die Stützpunkte im Norden Afghanistans (wo es noch relativ ruhig ist), sind ebenfalls verbesserungswürdig, was den militärischen Schutz gegen Terroristenüberfälle angeht. Der Afghanistan-Einsatz kann aber noch gut 10-15 Jahre weitergehen. Der Artikel fordert daher eine öffentliche Debatte ein, um zu klären, was erreicht werden kann und was erreicht werden soll. Dies umso mehr, als zwei Drittel der deutschen Bevölkerung dem Einsatz kritisch gegenüber stehen. (ICB)
