Bu makale, sosyal güvenin devletin kurumsal yapısı üzerine etkisini analiz etmektedir. Sosyal güven, bir insanın kişisel olarak tanımadığı insanlara karşı duyduğu güven duygusu olarak tanımlanabilir. Güven, işlem maliyetlerini azaltarak ve bedavacılık sorununu iyileştirerek devletin kurumsal yapısını birçok açıdan etkileyebilmektedir. Bu makale, devletin kurumsal yapısı ile ilgili üç farklı alan üzerine durmaktadır: aşırı bürokrasi, yolsuzluk ve refah devleti. Güvenin yüksek olduğu bir toplumda vatandaşlar gereksiz bürokratik prosedürlere ve yolsuzluklara daha az maruz kalırlar, vergilerini gönül rahatlığıyla öderler ve yüksek vergi gelirleri sayesinde kalkınma dostu kamu harcamalarından daha fazla faydalanırlar. Bu makale, yüksek güvenin devletin kurumsal yapısını toplumun bütününe fayda sağlayacak şekilde çalışır hale getirdiğini göstermektedir. ; This paper analyses the effect of social trust on the institutional structure of the state. Social trust can be defined as the level of trust that a given person has toward people whom he or she does not know personally. Trust can affect many aspects of the state's institutional structure by reducing transaction costs and ameliorating the free-rider problem. This article focuses on three dimensions related to the state's institutional structure: red tape, corruption, and the welfare state. In a society with a high level of trust, individuals are less subject to unnecessary bureaucratic procedures, pay their taxes with peace of mind, and, thanks to high tax revenues, benefit more from the development-friendly public expenditures. This article indicates that a high level of trust makes the state's institutional structure function in a way that benefits society as a whole.

20. yüzyılın son çeyreği devlette değişimin yaşandığı, kamu yönetimini daha etkin ve verimli hale getirebilmek amacıyla kamu yönetimi reformlarının gerçekleştiği bir dönemdir. Aynı dönemde yönetim alanında yeni bir yaklaşım olarak ilk defa Dünya Bankası tarafından kullanılan iyi yönetişim/yönetişim kavramı ortaya çıkmıştır. Bir ülkenin sahip olduğu iyi yönetişim/yönetişim kalitesi, devletin ve kamu kurumlarının yönetilmesini pozitif yönde etkilediği gibi, ekonomik alanı da olumlu etkilemektedir. Bu çalışmada Dünya Bankası tarafından geliştirilen "Yönetişim göstergeleri" ile toplumsal refah arasındaki ilişki, Birleşmiş Milletler Kalkınma Programı (UNDP)'nın İnsani Gelişme Endeksi ile Sosyal Gelişme Endeksi esas alınarak Türkiye ve diğer 5 gelişmekte olan ülke (Çin, Hindistan, Meksika, Brezilya, Yunanistan ve Rusya) açısından incelenecek ve analiz edilecektir. Analizlerde bir taraftan Yeni Kurumsal İktisat yaklaşımı diğer taraftan da kamu yönetimi teorisinden yararlanılacaktır. Çalışma sonucunda genel anlamda Yönetişim ilkelerini oluşturmak ve sürdürmek hem ekonomik hem de kalkınma anlamında toplumsal refahı artırdığı sonucuna ulaşılmıştır. ; The last quarter of the 20th century is a time when public administration reforms have been implemented to make public administration more efficient and productive.In the same period, the concept of good governance / governance, which was used for the first time by the World Bank as a new approach in the field of management, emerged. The good governance / governance quality that an individual country possesses affects the management of the state and public institutions positively as well as positively affects the economic sphere. In this study, developed by the World Bank "governance indicators" with the relationship between social welfare, the United Nations Development Program (UNDP) 's based on the Social Development Index and Human Development Index Turkey and the other five developing countries (China, India, Mexico, Brazil, Greece and Russia) will be analyzed and analyzed. On the one hand, the New Institutional Economics approach will be exploited from public administration theory on the other hand. The result of the study is that in general the creation and maintenance of Governance principles has increased social welfare both in economic and development terms.

Necmettin Erbakan, supported in Turkey by those who considered themselves as more conservative and religious, had the opportunity to serve the people of Turkey in the capacity of Deputy Prime Minister before 1980. Erbakan's new discourse had won him the favor of the public; however, in the wake of the 1980 military coup, his party was closed down and he, along with most of his close colleagues, was banned from politics. After his party, which was a party with a cause rather than an ordinary one, was closed down, he tried to keep his sympathizers united and active by developing various arguments in order to preserve his electorate in the newly developing conditions. In conjunction with the transition from martial law to democracy, the National Vision Movement continued its course in the political arena with the Welfare Party. Necmettin Erbakan cultivated a new discourse in politics with the motto of "Fair Order" by successfully analyzing the economic developments in the world after 1980. His promise to make Turkey a strong and prominent country, his ideals of Islamic unity, his discourse of nationalism, anti-imperialism and anti-Zionism were accepted by the public. Additionally, his more comprehensive and Pan-Islamist stance compared to the religious jamaats and sects, and the fact that he undertook to be the voice of the people who suffered in the slums following rural-to-urban migration, strengthened the movement. The Motherland Party, founded by Turgut Ozal, who had been the National Salvation Party's Izmir candidate for the parliament before 1980, faced some difficulties while coming into power after 1980, following the military administration. Erbakan surpassed those difficulties, acquired a position in the government as the prime minister of the coalition in 1996 and served the nation. This study explores the establishment and structuring of the Welfare Party, a continuation of the National Vision Movement, in Giresun, as well as the process of its coming to power and later being removed from it. The first elections the Welfare Party took part in were the local elections of 1984, and although the votes it received were below the country average that year, the party increased its vote rates in all subsequent elections and received more votes than the Turkey average in Giresun. The reasons behind this success are that women, who had not been active in politics before 1980, began to participate more, the media was used more effectively, and Giresun was not affected by the conflict between religious sects and politics. This study will examine the efforts of the National Youth Foundation, established as the youth organization of the movement, and other non-governmental organizations during and after the February 28, 1997 post-modern coup process in the context of Giresun.

Yeni muhafazakârlık değişime direnç göstermeyen, teknolojik ve ekonomik gelişmeleri kamu politikalarına uyarlayan bir ideolojidir. Yeni muhafazakârlık, Yeni Sağ ideolojiyle güçlü bağlar kurarken, kamu politikalarında farklı muhafazakârlık uygulamalarına rastlamak mümkündür. Sosyal refah muhafazakârlığı da kamu politikaları içinde ele alınan önemli bir sosyal politika aracı olarak karşımıza çıkmaktadır. Türkiye'de siyasal olarak milliyetçilikle bütünleşme eğilimi gösteren yeni muhafazakârlık, sosyal politika açısından da sosyal refah muhafazakârlıkla bütünleşir. Türkiye'de aile politikaları ise özellikle sosyal refah muhafazakârlığını gözlemleyebileceğimiz alanlardan biridir.
Bu çalışmada muhafazakârlık, yeni muhafazakârlık ve sosyal refah muhafazakârlığı kuramsal açıdan ele alınacaktır. Aile politikalarında sosyal refah muhafazakârlığı tipolojisini gözlemleyebildiğimiz Almanya, Avusturya, Fransa, Belçika, İtalya ve Türkiye'nin çeşitli açılardan karşılaştırılması çalışmanın bilimselliği açısından önemli görülmektedir. Aile politikaları ekseninde aile refahı, çalışma yaşamı, aile politikaları ve politika uygulama alanlarının ayrı ayrı ele alındığı makalede söz konusu ülkelerle karşılaştırma yapılmıştır. Türkiye'nin aile politikalarında sosyal refah muhafazakârlığını tercih ettiği makalenin temel iddialarından biridir. Bu iddia ise ülkemizdeki, çeşitli siyasal ve sosyal göstergeler üzerinden temellendirilmekte ve 6 ülkenin karşılaştırılması ile bu iddia güçlendirilmektedir.

İmparatorlukların hızla çözülmeye başladığı ve ulus devlet formunun hızla yayıldığı Fransız İhtilali sonrası dönemde, modernizmin argümanları pek çok alanda uygulanma fırsatını yakalamıştır. Bu devlet formu içerisinde "ulus" kimliğinin yaratılması ile birlikte ilerleyen ve demokrasinin "temsil"e sıkıştırıldığı anlayış, özellikle modernizme yönelik dirençlerin artması ile gün yüzüne çıkmıştır. "Postmodern durum" adlandırması içerisinde modernizmin farklılıklara kapalılık, evrensellik ve rasyonalite üzerinden kurgulanan düşün yapısının idealizmi, sorgulanır duruma gelmiştir. Küreselleşme ve postmodern dünya içerisinde "yerellik" bir direnç alanı olarak karşımıza çıkmış ve bu, ulus devlet içerisindeki unsurlar için bir çıkış fırsatı sunarken aynı zamanda liberal demokrasinin krizini aşmaya yönelik yaklaşımları gündeme getirmiştir. Bu bağlam içerisinde agonistik yaklaşım olarak radikal demokrasi bünyesinde önemli çıkışları barındırmaktadır. Yukarıda ele aldığımız tüm bu ilişkiselliklerden hareketle, postmodernizm, farklılık ve radikal demokrasi tartışmalardan yola çıkarak, 1990'ların konjonktürü içerisinde, Türkiye'de radikal demokrasi "anlayışı"nı, Siyasal İslam üzerinden Refah Partisi özelinde değerlendireceğim. ; In the post-French Revolution era, when empires started to disintegrate and the nation state formula began spreading rapidly, arguments of modernism emerged as applicable practices in many different areas. The understanding of this state form, which advanced through the conception of "national" identity and was confined in "representation" by democracy, came to surface due to increasing resistance against modernism. In the postmodern approach, modernism's negligence of diversity, universality, rationality and structural idealism became dubious. Globalisation and the postmodern world set up "locality" as a new ground of resistance and this brought forth new approaches in tackling the crisis of liberal democracy, while also serving as an outlet to the components of the nation state. Radical democracy, which is an agnostic approach within this framework, contains important commentary. In the light of the relationality discussed above, I will evaluate the radical democracy "understanding" of Turkey, based on the debates of postmodernism, diversity and radical democracy within the conjuncture of 1990s.

Over the past three decades, the world has witnessed the reconstruction of the models and practices of 'welfare state' or 'developmentalist state' in accordance with the neo-liberal principles. This has been resulted in an increasing trust in the micro tools and interventions such as 'non-governmental organizations' (NGOs) or '(development) projects' instead of traditional macro institutions and policies for welfare and development or against poverty. Throughout this period of time, projects and projectization have become the modus operandi not only of national or international development and credit institutions but also of their preferred 'partners' that is the NGOs. Drawing upon the project and projectization approach, this article focuses on the comprehensive transformations that this new era and approach have emerged in the face of the donor-NGO relationship and NGOs in terms of their organizational form, culture and functions, and claims that all these transformations have dragged NGOs into 'existential crisis'.

Geçmişten günümüze sosyal harcamalar, toplumların sosyal refah seviyelerini yakalamalarında devletlere yardımcı olmaktadır. Ancak sosyal devletler tarafından yapılan harcamaların hangilerinin sosyal harcamalar olduğu hususunda literatürde ortak görüş bulunmamaktadır. Sosyal politikaların gelişimi, ülkelerin kendi içlerinde farklı sosyal harcama uygulamalarına sebebiyet vermektedir. Sosyal devlet düzeninin aile, piyasalar ve devlet arasında bir döngüye sahip olduğu görülmektedir. Sosyal refah bu döngüde dağılarak bölüşülmektedir. Bu çalışmada, AB üye ülkelerinin ve Türkiye'nin sosyal politikaları ve sosyal harcamaları arasındaki ilişki araştırılmıştır. Ülkelerin sosyal politika faktörlerinin sosyal politika göstergesi üzerindeki etkileri incelenerek ülkeler arası karşılaştırmalı analiz yapılmıştır. Sosyal harcamalar ile sosyal politika göstergeleri arasındaki ilişki korelasyon analizi, sosyal politika göstergesini belirleyen faktörlerin etkisi de çoklu regresyon analizi ile incelenmiştir. Çalışmamızda sosyal politika başarısının sosyal harcama ile doğrudan ilişkili olmadığı, aralarındaki pozitif yönlü orta seviyeli ilişkiye bakarak söylenmektedir. Devlet tarafından yapılan sosyal harcamaların sosyal refah düzeyinde yüksek seviyeye ulaşmada doğrudan etkili olmadığı, sosyal politika başarısı yüksek olan ülkelerin daha az harcama ile sosyal politika göstergelerinde iyileşme sağladığı ve bu ülkelerin de sanayileşmesini tamamlayan ülkeler olduğu görülmektedir. Bununla birlikte, sosyal harcamaların doğru alanlara yapıldığında gelişmesini sürdüren ülkeler tarafından da sosyal politika gösterge puanlarına olumlu yansıyacağı düşünülmektedir. ; From past to present, social expenditure has helped guide the societies in achieving their welfare levels. However, there is no consensus in the literature about the expenditures made by the social welfare states. The development of social policies leads to different social expenditure practices within countries. The social state system seems to have a cycle between the family, markets and the state. Social welfare is dispersed and divided in this cycle.In this study, the relationship between EU member states and Turkey's social policies and social spending were investigated. The effects of the social policy factors of the countries on the social policy indicator were examined and a comparative analysis was conducted between the countries. The relationship between social expenditures and social policy indicators was analyzed by correlation analysis and the effect of factors determining social policy indicator was examined by multiple regression analysis. In our study, it can be said that the success of social policy is not directly related to social expenditure by looking at the positive middle level relationship between them. It is observed that the social expenditures made by the state do not have a direct effect on reaching the high level of social welfare, the countries with high social policy success have improved their social policy indicators with less spending and these countries have completed the industrialization. On the other hand, it is considered that the countries that continue to develop when social expenditures are made in the right areas have positive reflections on the social policy indicator scores.

28 Şubat post-modern darbe, şüphesiz ki Türk demokrasi tarihinin en kara lekelerinden biridir. Türkiye'nin yakın tarihinde yaşanan bu anti demokratik süreç Türk siyasetinin eksen değişikliği yaşamasında son derece etkili olmuştur. "Post-modern darbe" olarak tarihteki yerini alan askeri müdahale, olaydan çok bir sürecin ürünüdür. Bir süreci kavramanın en etkili yöntemi, süreçte rol oynayan aktörleri detaylı olarak incelemekten geçmektedir. Sürecin başat aktörü şüphesiz ki ordu olmuştur. Ordu, irtica ile mücadele etmek maksadıyla demokrasiye balans ayarı vermiştir. Orduya göre birinci iç tehdit "irtica" olup derhal bertaraf edilmeliydi. Bu süreçte "irtica" ve "terör" aynı kefeye konulmuş, hatta zaman zaman irticanın terörden (PKK) daha tehlikeli olduğu yönünde bir dizi söylemler ortaya atılmıştır. 28 Şubat post-modern darbesi, adından da anlaşılacağı üzere, alışılagelenden farklı metotlarla gerçekleştirilmiştir. Asker, sürece doğrudan müdahalede bulunmak yerine medya, sivil toplum kuruluşları, muhalefet partileri, üniversiteler, bürokrasi ve yargı organlarının desteğini alarak darbeyi meşrulaştırmaya çalışmıştır. 28 Şubat sürecinin ne zaman başlayıp ne zaman sona erdiği konusunda uzlaşma sağlanamamıştır. Süreci açıklığa kavuşturmak için iktidar ortağı Refah Partisi'nin faaliyet ve politikalarını gözden geçirmek gerekmektedir. Çalışmada 28 Şubat sürecindeki demokrasi, laiklik ve siyasal İslam tartışmalarına da ayrıca yer verilecektir. Dahası, sürecin öncesi ve sonrasında yaşanan gelişmelere kapsamlı bir şekilde değinilecektir. Güneydoğu Anadolu Projesi (GAP), Adıyaman, Gaziantep, Şanlıurfa, Diyarbakır, Batman, Siirt, Şırnak ve Mardin olmak üzere 8 ili kapsayan bölgenin, sosyo-ekonomik kalkınmasında, öncelikle sulama ve hidroelektrik üretimine dönük, sanayi, ulaşım ve sosyal sektörleri içeren, 13 büyük projenin toplamından ibarettir. GAP'ın gerçekleştirilmesi ile bölgeye yetişmiş insan gücü gelişinin hızlanması sonucu, tanrısal kalkınma, ulaştırma ve destek hizmetleri de gelişecektir. Societies around the world determine various policies for welfare and order, and population policies are one of them. Population policies affect the quality of life of individuals and the welfare level of countries. Population policies can also be shaped according to the income levels of the countries. In this study, literature review method was used in order to reveal the income tax practices as a population policy tool in our country. Within the scope of the study, first of all, the concept of population was discussed and the connections of income tax applications with the population were examined. In addition, the historical process in population policy and income tax, population policy approaches, factors affecting population and population policies, the relationship of population policies with income tax, the effects of economic approaches on population policies are examined within the scope of the research. In our country, in the historical process, the application of income tension may differ according to the population. From time to time, income practices have also mediated population policies from time to time. In the first half of the twentieth century, the numerical size of the population was accepted as a power for both Turkey and other countries. Especially in recent years, Turkey has been trying to keep the population growth at the current level as well as increasing the quality of the population. Population policies are created in terms of demographic variables such as population growth rate, size, spatial distribution and characteristics. Population policies prepared for the increase or decrease of the population in a country are formed according to the results of the economic needs in that country. It should be kept in mind that with population policies, social needs can be met and economic quality of life standards can be achieved.
