Resumo Este artigo apresenta alguns resultados de pesquisa realizada no Estado do Rio de Janeiro, entre os anos de 2013 e 2014, a qual investigou a compatibilização da vida familiar com o trabalho pago e as mediações de gênero nesse processo. Através da seleção de parte dos dados, o trabalho sugere que além dos impactos em esferas públicas sobre as oportunidades e as carreiras no mercado de trabalho, e/ou sobre a presença em espaços políticos, bastante discutida nas últimas décadas, a distribuição desigual de trabalho doméstico tem efeitos sobre as percepções de bem-estar dos indivíduos sobre o seu bem-estar. Tais percepções são aqui enfocadas em termos de efeitos na subjetividade sobre esse balanceamento, e não das condições materiais de consumo ou bens. O artigo mostra que, em se tratando de relações de gênero, isso não ocorre de maneira indiferenciada. Atividades e práticas de sociabilidade, assim como níveis de "satisfação" apresentam respostas diferenciadas para homens e mulheres, evidenciando, mais uma vez, que padrões desiguais de responsabilidades e envolvimentos domésticos e familiares são problemáticas sociais, e não problemas de escolhas individuais.
Qual o papel que a política social desempenha no desenvolvimento? Que ferramentas teóricas e conceptuais podemos usar para compreender melhor esse papel - considerando que as de que dispomos actualmente são, na maioria, as associadas aos modelos socioeconómicos e políticos dos países mais industrializados? Neste trabalho procuramos analisar estas questões, com base na reflexão sobre os modelos de regimes de bem-estar aplicados à realidade dos países em desenvolvimento. Nesta discussão recorremos a um conceito de política social abrangente e, nesse sentido, procurámos identificar a multi-dimensionalidade de funções que aquela pode desempenhar no desenvolvimento, designadamente em sociedades caracterizadas pela instabilidade e pela fragilidade institucional. Por outro lado, considerando a dependência que grande parte dos PED vive em relação à ajuda pública ao desenvolvimento, procurámos perceber também, de que modo a política social é entendida pelos actores-chave da cooperação – qual a posição que ocupa na agenda actual, dominada pelos objectivos da luta contra a pobreza, da melhoria dos níveis de saúde e de educação? Este articulado de questões está vertido na análise do caso da Guiné-Bissau numa perspectiva de regime de bem-estar, cuja evolução recente tem sido marcada pela instabilidade política, conflito, e degradação dos níveis de bem-estar. Which theoretical and conceptual instruments can we use to better understand that role – considering that the ones we usually have are, mostly, associated with the socioeconomic and political contexts of industrialized counties. In this work, we aim to discuss those questions, using the welfare regimes theoretical framework, as it has been applied to the reality of developing countries. In this discussion we have used a broader concept of social policy and, in that sense, we've tried to identify the multi-dimensionality of roles that it can perform in development, particularly, in societies characterized by instability and institutional fragility. On the other hand, considering the great dependency on foreign aid that many developing countries face, we've tried to understand the approaches of the main development cooperation actors' towards social policy – what's the position of social policy in the present agenda, characterized by the importance given to poverty, health and education? This set of questions is integrated in the analysis of the Guinea-Bissau case in a wellbeing regime perspective, considering that it recent history has been characterized by political instability, conflict and the falling of wellbeing levels. Análisis documental objetivando discutir aspectos legales del desarrollo de políticas de atención al anciano en Brasil, en el contexto socio-histórico-político, apuntando a los aspectos que delinean el bienestar de una persona anciana. Datos recolectados de junio a setiembre de 2010, en webs gubernamentales. Fueron incluidos documentos con vinculación al objetivo propuesto; los que contenían articulación con políticas de atención al anciano insertas en las políticas para la ancianidad en 2006 y la ley Elói Chaves de 1923. Este análisis indicó que el bienestar de los ancianos depende significativamente de destinar recursos a sectores que van más allá de lo estrictamente sanitario, destacando al anciano en el mercado laboral y la feminización de la vejez. Se espera de la población y gobernantes la discusión sobre necesidades de esta población la integración de redes de atención para la persona anciana que aún expresa escasez de conocimientos para la heterogeneidad de esta población. ; The objective of this documental analysis is to discuss the legal aspects involved in the development of elderly care policies in Brazil, considering the socio-historical-political context, and in view of the aspects that outline the wellbeing of an aged individual. Data collection was performed between June and September of 2010 via governmental websites. Documents were included if they complied with the proposed objective; were connected with elderly care policies, and lay within the legal accomplishments regarding elderly care policies in 2006 and the Elói Chaves Law of 1923. This analysis indicated that elderly wellbeing depends significantly on resource allocation in sectors other than the healthcare area, with emphasis on the elderly in the labor market and the feminization of old age. It is expected that the community and administrators will discuss the needs of the elderly population and the integration of care networks that remain necessary for the heterogeneity of this population. ; O presente estudo trata-se de análise documental que objetivou discutir aspectos legais do desenvolvimento de políticas de atenção ao idoso no Brasil no contexto sociopolítico e histórico, com vistas aos aspectos que delineiam o bem-estar para pessoa idosa. A coleta de dados ocorreu de junho a setembro/2010 em sites governamentais. Foram incluídos os documentos que tiveram aderência ao objetivo proposto; os que continham articulação com as políticas de atenção ao idoso situadas entre os marcos legais de políticas para a população idosa de 2006 e a Lei Elói Chaves de 1923. Esta análise indicou que o bem-estar dos idosos depende significativamente da alocação de recursos em setores além do setor de saúde, destacando o idoso no mercado de trabalho e a feminização da velhice. Espera-se da população e dos gestores a discussão de necessidades dessa população de idosos e a integração das redes de atenção para a pessoa idosa que ainda se mostram insipientes para a heterogeneidade.
The IV International Workshop on Oil and Gas Depletion, that is held at Gulbenkian Foundation in Lisbon on the 19th and 20th May, 2005, is the fourth annual meeting promoted by ASPO, the Association for the Study of Peak Oil and Gas, with the organizing support of Geophysics Centre of Évora. Previous meetings were held at the University of Uppsala in 2002, Institut Français du Pétrole, Paris in 2003, and Bundesanstatt fur Geowissenschaften und Roshtoffe, Berlin in 2004. In this fourth annual edition, the core topics chosen for our works are: • Reality in Oil Exporting Countries: The Supply Limits • Impacts of Depletion in Oil Importing Countries: The Demand Pressure • How-Much Regular Oil and Non-Conventional Oil: Utopia versus Reality • The Case for Political Action: The Depletion Protocol • The World Past Peak Oil Age From Uppsala to Lisbon, the public perception of the serious threat impending on humankind as a result of the growing scarcity of fossil fuels has increased. And national and international authorities have slowly but perceptibly admitted and changed their discourse on the problematic availability of the energy required to run the world economy. But political consequences have not yet been addressed straightforwardly – when political action is ever increasingly urgent for putting in place the economical and social changes and technological infrastructure required for preserving wellbeing if not survival itself. For this reason, in this fourth edition of ASPO's annual meetings we called upon members of the political community to share their views on how political action might be taken at the required international level. As the starting point of this debate we have the Depletion Protocol - first proposed by Colin Campbell 10 years ago at a conference in London. It has surfaced in various guises since, named the Uppsala Protocol in 2002, on the occasion of the First International ASPO's Workshop, later also referred to as the Rimini Protocol. The organizers of this Workshop welcome all participants and thank all speakers who kindly accepted to contribute to this event and those participants who also offered their contributions. The environment and the health of mankind are subject to strong pressures from pollutants. The ambition of a better quality of life is often frustrated by the increase in emissions as a result of the increasing consumption of resources and energy to satisfy the growth of the world's population and its expectations for socioeconomic development. At times, problems take on a planetary dimension, the best known example being greenhouse gas emission, with the resulting effects of climate change. Pollution highlights our failure to provide adequate education, which is essential if we are to become fully aware of problems and actively seek sustainable solutions. To this end, it is essential to set up an extended environmental and health education program in all communities that will accompany younger generations from the beginning of their education in order to make them conscious players in protecting the environment and their own health. The size of the problems requires that a joint effort be made at an international level in the political realm and in the scientific-cultural realm in order to share experiences and sensitivity and to seek joint solutions. It is necessary to assign an increasingly important role to scientific and technological innovation which, in the last century, from Marconi to Einstein to Fleming, to the most recent innovations in the fields of genomics and microchips, has allowed humanity to achieve a rate of growth of wellbeing never previously seen in its thousands of years of history. This innovation must rationally be entrusted with our expectations to provide a practical solution to the problems of pollution that threaten our everyday lives and the survival of the planet. This text discusses the types of progress most eagerly awaited in the fields of water supply, wastewater treatment, atmospheric pollution and waste disposal. ; O meio ambiente e a saúde humana estão sob forte pressão de poluentes. A ambição de uma qualidade de vida melhor é muitas vezes frustrada pelo crescimento das emissões, devido ao aumento do consumo de recursos e energia para atender à crescente população mundial e às expectativas de desenvolvimento socioeconômico. Às vezes os problemas assumem uma dimensão global, da qual o exemplo mais conhecido é constituído pela emissão de gases de efeito estufa e os consequentes efeitos nas alterações climáticas. Poluição tem as suas raízes na falta de educação adequada, como base imprescindível para uma tomada de consciência das questões e participação na busca de soluções sustentáveis. Neste sentido, é essencial começar, em todas as comunidades, um extenso programa de educação ambiental e de saúde que possa acompanhar a geração mais jovem desde as fases iniciais do estudo, para torná-los protagonistas conscientes do meio ambiente e da sua própria saúde. A dimensão do problema exige um esforço conjunto a nível internacional pela política e pela ordem científico-cultural para transferir experiências e sentimentos e também buscar soluções compartilhadas.
