This research analyzes international refugees' presence in Indonesia, which gives local challenges for the Indonesian subnational Government as a transit location. This research uses a paradiplomacy perspective to analyze the West Jakarta Government's response to the foreign refugees in its territory. West Jakarta is one of the Administrative Cities in the Special Capital Region of Jakarta. This research uses a qualitative research method. The research data sources were collected and analyzed from literature studies, current news, and socio-political theories. This research found that West Jakarta Government's paradiplomacy occurs due to differences in regulations applies. Moreover, this process can be parallel alongside the Central Government (Indonesian Government) in handling refugees in their territory following a local-regional wisdom approach. The West Jakarta Government's paradiplomacy carried out by coordinating the distribution of aid to refugees, working with stakeholders in handling international and national refugee issues, and managing refugee handling policies in transit locations where refugees live, especially in Kalideres, West Jakarta, Indonesia. These handling efforts aim to prevent horizontal conflicts between refugees and local people and achieve subnational interests in the form of support materially, financially, and politically. ; Penelitian ini menganalisis keberadaan pengungsi internasional di Indonesia yang memberikan tantangan lokal bagi Pemerintah subnasional Indonesia sebagai lokasi transit. Penelitian ini menggunakan perspektif paradiplomasi untuk menganalisis respon Pemerintah Jakarta Barat terhadap pengungsi asing di wilayahnya. Jakarta Barat merupakan salah satu Kota Administratif di Daerah Khusus Ibukota (DKI) Jakarta. Penelitian ini menggunakan metode penelitian kualitatif. Sumber data penelitian dikumpulkan dan dianalisis dari studi literatur, berita terkini, dan teori-teori sosial politik. Hasil penelitian menemukan bahwa paradiplomasi Pemerintah Jakarta Barat terjadi karena adanya perbedaan regulasi yang berlaku. Apalagi, proses ini bisa paralel dengan Pemerintah Pusat (Pemerintah Indonesia) dalam menangani pengungsi di wilayahnya dengan pendekatan kearifan lokal-regional. Paradiplomasi Pemerintah Jakarta Barat dilakukan dengan mengkoordinasikan penyaluran bantuan kepada pengungsi, bekerja sama dengan pemangku kepentingan (stakeholders) dalam penanganan permasalahan pengungsi internasional dan nasional, serta mengelola kebijakan penanganan pengungsi di lokasi transit tempat tinggal pengungsi, khususnya di Kalideres, Jakarta Barat. Upaya penanganan ini bertujuan untuk mencegah konflik horizontal antara pengungsi dan masyarakat lokal serta mencapai kepentingan subnasional dalam bentuk dukungan material, finansial, dan politik.

This research aims to identify the prospects and challenges for implementing smart villages using a case study of Genteng Village in West Java, Indonesia, according to the sustainable development perspective and the enabler factors of socio-economic factors, village's technology, and environmental aspects. This research uses a qualitative approach to assess the potencies and challenges from social, economic, environmental, and infrastructure perspectives. This research conducts a field survey with in-depth interviews and observation in Genteng Village, Sukasari Sub-district, Sumedang Regency, West Java Province to tap the information needed. Interviews with stakeholders were conducted with informants representing the rural stakeholders consisted of village official government, village local champion/leader, and farmer group representatives. Researcher involvement in nearly two years in regular visits and observations before this research has enriched and validated the information obtained. This research found prospective local social capital components and economic potencies to develop using the smart village framework. Environment and infrastructure are relatively still the challenges to be overcome towards the smart village. This research concludes that Genteng Village is on the right track, though early-stage to develop as a smart village. External factors, mainly information and communication technology, will be one of the main driving factors for optimism in implementing a smart village in Genteng Village. ; Penelitian ini bertujuan untuk mengidentifikasi prospek dan tantangan penerapan desa cerdas menggunakan studi kasus Desa Genteng di Jawa Barat, Indonesia, menurut perspektif pembangunan berkelanjutan dan faktor pendorong dari faktor sosial ekonomi, teknologi desa, dan aspek lingkungan. Studi ini menggunakan pendekatan kualitatif untuk menilai potensi dan tantangan dari perspektif sosial, ekonomi, lingkungan, dan infrastruktur. Penelitian ini melakukan survei lapangan dengan wawancara mendalam dan observasi di desa Genteng, Kecamatan Sukasari, Kabupaten Sumedang, Provinsi Jawa Barat untuk menggali informasi yang dibutuhkan. Wawancara dengan pemangku kepentingan dilakukan dengan informan yang mewakili pemangku kepentingan desa yang terdiri dari perangkat desa, tokoh masyarakat desa, dan perwakilan kelompok tani. Keterlibatan peneliti selama hampir dua tahun dalam kunjungan rutin dan observasi sebelum penelitian ini telah memperkaya dan memvalidasi informasi yang diperoleh. Studi ini menemukan potensi komponen modal sosial lokal dan potensi ekonomi untuk dikembangkan dengan kerangka kerja desa cerdas. Lingkungan dan infrastruktur relatif masih menjadi tantangan yang harus diatasi menuju desa cerdas. Studi ini menyimpulkan bahwa desa Genteng berada pada jalur yang benar meskipun masih dalam tahap awal untuk berkembang menjadi desa cerdas. Faktor eksternal, terutama teknologi informasi dan komunikasi, akan menjadi salah satu pendorong utama optimisme penerapan desa cerdas di Desa Genteng.

DPRD as an institution that oversees local regulations and bupati decisions meant that the DPRD oversees local regulations and regent regulations. The purpose of this study is to find out how the implementation of DPRD supervision as a supervisory body against the implementation of Regional Regulations and Regents Regulations in the District of West Sumba and to find out the obstacles faced by the DPRD in conducting supervision on the implementation of Local Regulations and Regulations of the Regent. To answer the problems mentioned above, in this study the authors decided this paper concentrated on the supervision of the DPRD on the implementation of Regional Regulations. The research location of the Secretariat of West Sumba Regency DPRD with a sample of 24 members from 6 Political Parties located in West Sumba. Methods of data collection using Interview method. From the results of the analysis that has been done can be concluded that the DPRD officials have performed its function and position in overseeing local government in West Sumba Regency respondent answer 83.3%. The local regulations issued by the West Sumba Regency DPRD have not been properly monitored (83.3%). The regional regulations made by the West Sumba Regency DPRD are based on Board committee meetings (66.7%). The obstacles in implementing DPRD oversight are the level of education of House members and the different backgrounds of each member of the council.

Since reform was introduced in the governmental administration system in Indonesia, lots of progress have been reached up to the present day but problems are however still found in some cities and district government in West Sumatra. Based on the evaluation by The Ministry of Home Affairs of The Republic of Indonesia in 2011 and 2012 against all level of provincial, districts and city governments through out Indonesia, there is only one regional government namely the City of Sawahlunto of the 12 districts and 7 cities in West Sumatra that comes into the national big 10 having best achievement in the government administration (2011). In order districts and city government can give best performance and increase numbers of the regional Governments the Province of West Sumatra to be able to enter the big 10 of government administration with best performance in the national record ahead, it is highly emphasized that Governor as the representative central government in West Sumatra needs to increase its intensive management on the administration of ditricts and City governments. This study aims to finding out and analyzing management implementation, constraints, obstacles, and endeavours that have been made to overcome the said circumstances encountered by the governor as the government representative in carrying out management on government administration of district and city governments in the province of West Sumatra. In writing this thesis, the wtriter uses the method of yudicial social approach. The Implementation fostering regional government administration of district and city government levels by the governor as the representative government in the Province of West Sumatra is not well-executed because the implementative and technical guidance on the implementation mechanism of management are not yet available but however the Governor with his regional secretary and head of related sectors of development remains to take initiative to carry out the management through the activities of coordinative meetings, socialization and on-going implementation programs and other activities attended by the whole existing district and city Governments in West Sumatra.Keywords: Fostering, regional government administration, of districts and city.

After the Soviet break-up and the Marxist regime collapsed, many of alternative notions emerged in the academic community in Russia, including alternative ideas in the field of International Relations (IR). A number of Russian IR scholars attempted to reconstruct the theories of IR, not just the IR theories that developed in Russia during the era of Marxism, but also against Western IR theories. Although the post-Cold War aspirations to create a distinct national school of International Relations in Russia, but these efforts are not free from the ideology and political goal that directing and guiding Russian foreign policy. Even, IR scholars in Russia have come to shared with the Russian government in terms of building the IR theories with the Russian characteristics, especially in challenging Western hegemony in the social sciences and international relations. This article tries to elaborate three intellectual traditions of international relations that developed in Russia, namely Westernism, Statism, and Civilizationism. Westernizer IR heavily influenced by Western liberalism, Statism more inspired by the realism, while Civilizationism is more of a hybrid between the constructivism and Russian essentialism.

However, there are still many complaints from citizens where are showed up through social media and other conventional medias. This study aims to elaborate problems on the electronic identity cards services by public officials in the City of West Jakarta. This study finds that hardware and software problems are the main problems on this case which are not solve by the authority of the Population and Civil Registration Agency in West Jakarta. However, it can be resolved with the above authority in provincial and national levels. Another problems arise that the front offices of authority are not orderly able to control and make the queue line setting comfort for costumers; there is not sufficient information about procedural and mechanism for having electronic identity cards services in that office. Another relevant problems that have been resolved by Provincial Government of Jakarta are lacking of human resources such as civil officers in each agency. The City provides individual outsourcing and contract based employers with educational requirement minimum from graduated high school and certified on computer training. Therefore, the Agency provides a qualified of human resources and implements of electronic identity card services for 56 villages in West Jakarta with good and smooth activities. The research aims to examine the effect of funds balance (the General Alocation Fund, the Special Allocation Fund, the Revenue Sharing Fund) and the effect of financial ratios (Local Financial Dependency Ratio, Regional Financial Independence Ratio, Ratio Effectiveness of Locally Generated Revenue and Ratio Effectiveness of Local Tax) to Human Development Index. Human development Index is one of the measure that can be used in assessing the success of local government performance in providing good service to the society.The population in this research is the regencies/municipalities in West Sumatera.The data used is the secondary data of the Regional Revenues and Expenditures Budget of regional government of regencies/municipalities in West Sumatera in 2010-2014. Data were obtained from financial management services of West Sumatera. The results of the research shows that the General Allocation Fund (DAU), the Special Allocation Fund (DAK), Regional Financial Independence Ratio, Ratio Effectiveness of Locally Generated Revenue and Effectiveness of Local Tax, effect on the Human Development Index (HDI). The indigenous society of Lampung is divided into two large groups; Saibatin and Pepadun. Both societies has many diversities in origins, so the local government arrangements is stimulated in the consultative mechanism represented by punyimbang at each level within the representative agency called Perwatin ( Proatin ). With anthropologic analysis , this paper would like to emphasize the meaning , role and function of institutional of Perwatin and Kepunyimbangan for indigenous peoples of West Lampung, its relevance to contemporary of democratic values, and the opportunities and the existence of the traditional institutions in the implementation of the reform of Regional Autonomy Law . According to the findings of the research, prowatin and punyimbangan are still very important to be implemented in local communities in West Lampung. This is case due to democratic values and local wisdom in prowatin institutions and kepenyimbangan accordance with the conditions of the community and institutional environment in which it arise.

The Prosperous and Justice Party or Partai Keadilan Sejahtera (PKS) is one of the parties different from a political party most, and more than that it can be seen that PKS is coming from the Muslim community in Indonesia. In the current development of Indonesian political parties, there is an impression that ideology of Indonesian political partis are moving to the middle. PKS has choosen to be an open political party or it can understood PKS is now determined to be one of the pluralistic parties who adopt pluralism and the diversity. This research wants to examine the value behind an opened ideology by Regional Council (DPW) of PKS in West Java in political communication perspective. Qualitative approach is used with ethnographic sudy. Data are collected by observations, interviews and documentary study on the internal and external informants of PKS. The result shows that opened ideology of DPW PKS of West Java are based on three values: ideological value, sociological value, and political value.

There is a great resistance from several Asian country leaders towards democracy. Basically, they view that the US has "forced" some Asian countries to implement its model of government which is thought to be a good form of government for all countries, particularly in terms of placing democracy as a "yardstick" when some of the countries need International Aids. While actually, they argue that what works for one country does not necessarily appropriate for others. Lee Kuan Yew argue that what people's real need is a "good government", whase its implementation might differ for each country and might also differ from "Western" values. Nevertheless, some observers have criticized the concept as well. They argue that it has been implemented on the expense of restricting political space available for he citizens.
