The German High Command (OHL) and the Foreign Office (Aus Amt) searched for new military strategies in an attempt to bring the war to an end after the horrendous losses of 1916. Specifically, they were horrified by the inability to advance on the Western Front – the trenches. Although the navy was blockaded in port in Kiel, they hoped that submarines could severely hamper the war effort of the Entente Powers. An important supply line was through the Mediterranean, and after losing their alliance with Italy in 1915, they saw neutral Spain as a possible base for submarine operations. Neutral Spain would also be used as part of a spy ring aimed at damaging their enemies' war effort. The effort of the German authorities was a combination of diplomacy and covert actions to implement their plans. Although ultimately unsuccessful, the use of submarines and spies revealed Germany's desperate attempt to bring the Great War a quick end in 1917. ; El Alto mando alemán (OHL) y la Oficina de Relaciones Exteriores exploraron nuevas estrategias militares en su esfuerzo por poner fin a la guerra luego de las terribles pérdidas en 1916. The literature has pointed out the negative aspects of political dynasties. But can political dynasties help prevent autocratic reversals? We argue that political dynasties differ according to their ideological origin and that those whose founder was a defender of democratic ideals, for simplicity labelled "pro-democratic dynasties", show stronger support for democracy. We analyze the vote by the French parliament on July 10, 1940 of an enabling act that granted full power to Marshall Philippe Pétain, thereby ending the Third French Republic and aligning France with Nazi Germany. Using data collected from the biographies of parliamentarians and information on their voting behavior, we find that members of a pro-democratic dynasty were 9.6 to 15.1 percentage points more likely to oppose the act than other parliamentarians. Presenting an analysis of higher education in eight countries in the Arab Middle East and North Africa, Degrees of Dignity works to dismantle narratives of crisis and assert approaches to institutional reform. Drawing on policy documents, media narratives, interviews, and personal experiences, Elizabeth Buckner explores how apolitical external reform models become contested and modified by local actors in ways that are simultaneously complicated, surprising, and even inspiring. Degrees of Dignity documents how the global discourses of neoliberalism have legitimized specific policy models for higher education reform in the Arab world, including quality assurance, privatization, and internationalization. Through a multi-level and comparative analysis, this book examines how policy models are implemented, with often complex results, in countries throughout the region. ABSTRACT Human life is increasingly developing, making demands for fulfilment of needs are also growing. Likewise with the clothing needs used. Nowadays the use of one's clothing shifts into a lifestyle that cannot be separated from it. This condition can benefit the market to make it an opportunity. This happens in Indonesia, where the country whose population is the largest Moslem religion up to 85% of the total population has a fashion style that is influenced by the beliefs adopted by Islam. This fashion industry has an important role as a contributor to improving the economy. The development of the domestic Muslim fashion industry will be able to answer domestic to international market demand if it can formulate strategies in answering the challenges that exist. In this case the actors who play a role in the Muslim Fashion Industry must have a reliable strategy that can improve the development of the Muslim Fashion Industry. This development has also become the main focus of the Indonesian government where it has a target that makes Indonesia the World Muslim Fashion Qibla in 2020. By utilizing the wealth of Indonesian Human Resources, Nature and Culture, Indonesia will be able to reach its dreams. The impact that will be felt in achieving this target is very large, such as increasing economic productivity, increasing employment opportunities, national income and the role of Indonesia in the development of world Muslim fashion.

In this essay, it is argued that the market is fetishized as a means of hiding the responsibility of Capitalism in the growing poverty and the social tensions that it engenders in most of the Western World. The ideological intention is to instill the idea that autonomous forces influence prices, wages and the economic condition of individuals. As a result, the role of capitalists in imposing a self-serving economic structure that enriches an elite while impoverishing most people in society remains unobtrusive. ; En este trabajo se plantea que la economía de mercado se fetichiza para tratar de ocultar la creciente pobreza y las tensiones sociales que provoca el capitalismo en gran parte de Occidente. La intención ideológica del fetichismo consiste en tratar de inculcar la idea de que fuerzas autónomas inciden sobre los precios, los salarios y la suerte económica de los seres humanos. De esta manera se oculta el papel del capitalista en la imposición de una forma de organizar la economía que enriquece a una elite y empobrece a los demás miembros de la sociedad.

Poverty is a problem that concerns many aspects as it relates to low income, illiteracy, low health status and inequality between sexes and poor environment (World Bank, 2004). The problem of East Java Province is not much different from the central government (national problem) that is, the high number of poverty and the increasing number of unemployment. This study examines the effect of GRDP, unemployment, and inflation on poverty level in East Java in 2005-2014. The purpose of this study is expected to analyze how and how big the influence of variables PDRB, unemployment and inflation to the level of poverty in East Java so that later it is expected to be used as one of the basic in termination of policy in overcoming poverty problem in East Java. The data used in this study is sekuder data obtained from the Central Bureau of Statistics (BPS) as well as browsing from the internet as a supporter. While the method of analysis used in this study is multiple linear regression analysis method with the help of SPSS. The results of this study indicate that the GRDP variable has positive and insignificant effect on poverty level, unemployment variable has positive and significant effect to poverty level, inflation variable has negative and insignificant effect to poverty level in east java.

ABSTRACT Objective: To identify and to discuss the progress of actions for the protection, promotion and support of breastfeeding in Brazil from the perspective of the indicators proposed by the Global Breastfeeding Collective. Data source: A narrative review was conducted according to the methodological orientation of the implementation research and through a qualitative approach. Publications from the World Health Organization and the United Nations Children's Fund were selected, as well as publications from the Brazilian Ministry of Health were collected from the Virtual Health Library and from the libraries of the Department of Primary Care's portal and the Brazilian's Institute of Geography and Research. Data synthesis: Brazil has shown promising results regarding the implementation of breastfeeding protection legislation, the participation of municipalities in community breastfeeding support programs, and the continued evaluation of these programs. However, reports of breastfeeding rates have not been produced every five years and the progress of these indicators is very far from the agreed targets for 2030. There is also a need to improve the number of births in child-friendly hospitals and financial donations for breastfeeding programs. Conclusions: It is necessary to strengthen systematic monitoring of breastfeeding and following up current strategies to more effectively impact the breastfeeding rates in the country. Furthermore, it is suggested that the practice of donations is a pathway to be explored to support breastfeeding programs.

When a dam is built, its safety becomes a constant concern for the owner, the public and for governments. Therefore, continuous observation through routine inspections and safety reviews become necessary. Acting as protectors of public safety, governments and professional organizations save no effort in the promulgation of legislations and laying out guidelines for such inspections and reviews. These issues are discussed here starting with the basic first step of visual inspections by the operators and the follow up of detailed safety reviews by specialists. Careful visual inspections assisted by instrumentation measurements may reveal an early negative issue such as, but not limited to, increased seepage, increased uplift pressure, signs of weakness like cracking in the body of the dam, or dams' slope sloughing, and even damaged hydraulic control equipment. Documenting and reporting these observation helps in taking remedial measures in good time and may lead to more intensive safety reviews. Suggested check lists for the inspection engineers are given here, but these may be tailored for each dam according to its needs. These lists cover issues common to both embankment and concrete dams, and include other specific issues related to each type of them. Metal equipment take their share by listing such areas as corrosion, fatigue and cracking, tear, and wear and so on. Instrumentation measurements are also given their due consideration by giving brief mention of types of measurements needed and points to be observed in instrumentation control work. L'evento si è svolto a Venezia, Padova – sessioni plenarie – e in dieci diverse aree terrazzate della penisola italiana, dove sono state ospitate le sessioni tematiche e i lavori sul campo. L'articolazione innovativa dell'Incontro ha permesso di coinvolgere più di duemila partecipanti tra studiosi, ricercatori, rappresentanti delle amministrazioni locali, tecnici, operatori turistici, agricoltori, artigiani, abitanti. La prima sezione del volume è dedicata al resoconto delle dieci giornate congressuali e agli esiti prodotti. International audience ; The aim of this article is to propose an articulation between the so-called French discourse analysis and the notions of intersectionality and decoloniality that are currently at work in the human and social sciences in France. It describes the conditions of an alternative epistemology capable of decentring knowledge and intellectual technologies of the discipline, and suggests ways of reworking its theoretical apparatus in order to take into account in linguistic analysis the conditions of existence of subjects and their journeys from one world to another within a pluriverse framework. We first define the chosen version of intersectionality and the decolonial perspective, showing what they can bring to discourse analysis as an enriching and emancipating perspective. We then specify the contours of an alternative epistemology, on the level of knowledge and methods, by insisting on the questions of the points of view and experiences of the subjects, and on the scientific as well as political choice of references and quotations. Finally, we propose the notion of coloniality of discourse, which allows us to rework in an intersectional decolonial dimension the questions of denomination and subjectivity. ; L'objectif de cet article est de proposer une articulation entre l'analyse du discours dite française et les notions d'intersectionnalité et de décolonialité qui travaillent actuellement les sciences humaines et sociales en France.
