Throughout the Cold War, the United States and Soviet Union strategized to prop up friendly dictatorships abroad. Today, it is commonly assumed that the two superpowers' military aid enabled the survival of allied autocrats, from Taiwan's Chiang Kai-shek to Ethiopia's Mengistu Haile Mariam. In Up in Arms, political scientist Adam E. Casey rebuts the received wisdom: Cold War-era aid to autocracies often backfired. Casey draws on extensive original data to show that, despite billions poured into friendly regimes, US-backed dictators lasted no longer in power than those without outside help. In fact, American aid regularly destabilized autocratic regimes. The United States encouraged the establishment of strong, independent armies like its own, which then often incubated coups. By contrast, Soviet aid incentivized the subordination of the army to the ruling regime, neutralizing the threat of military takeover. Ultimately, Casey concludes, it is subservient militaries-not outside aid-that help autocrats maintain power. In an era of renewed great power competition, Up in Arms offers invaluable insights into the unforeseen consequences of overseas meddling, revealing how military aid can help pull down dictators as often as it props them up.

In 2015 the Truth and Reconciliation Commission in Canada published a detailed report on the violent history of the residential school system in Canada and recommended 94 Calls to Action (CtA) to help the Canadian government and society to redress this historical system of violence and confront their own settler colonial history. However, despite these CtAs and Prime Minister Trudeau's commitment, only a fraction has been implemented seven years later. The author explores in a critical discourse analysis the political debate surrounding the slow implementation, revealing constructive and destructive factors influencing progress. The report concludes with an imperative for key political actors to accelerate implementation, considering the urgency for Indigenous communities facing discrimination and systemic issues.

The establishment of the European Banking Union constitutes a major change in the regulatory framework of the banking system. Main parts are implemented via directives that show staggered transposition timing across EU member states. Based on the newly compiled Banking Union Directives Database, we assess how banks' funding costs responded to the Capital Requirements Directive IV (CRD IV). Our findings show an upward trend in funding costs which is driven by an increase in cost of equity and partially offset by a decline in cost of debt. The diverging trends are most present in countries with an ex-ante lower regulatory capital stringency, which is in line with banks' short-run adjustment needs but longer-run benefits from increased financial stability.

Die Beiträger*innen reflektieren die Herausforderungen und Chancen des Erhalts und der Erforschung dieser Sammlungen aus kultur- und religionswissenschaftlicher, historischer, kunstwissenschaftlicher und theologischer Perspektive und diskutieren Modelle für den zukünftigen Umgang mit kulturellem Erbe.

In einem gesellschaftspolitischen Kontext, in dem Rolle und Funktionen des Staates sowie Umfang und Form der Ausübung der staatlichen Gewalten zunehmend infrage gestellt werden, entwickeln sich neue Formen politischer und gesellschaftlicher Organisation. Innerhalb der ECOWAS-Staatengemeinschaft prallen hergebrachte Vorstellungen von Staat und Gesellschaft, Werte und Strukturen auf wachsende Tendenzen eines neuen Verständnisses von Staatlichkeit und Souveränität. In der Region Westafrika/Sahel kommen neue Prozesse von Nation Building und State Building in Gang. Sie werden von Bestrebungen getragen, den sozialen Zusammenhalt zu erneuern und die in diesen Staaten immer häufiger zitierten "lebendigen Kräfte der Nation" möglichst umfassend einzubinden. Diese Entwicklungen erfordern eine Adjustierung der deutschen und europäischen Außen- und Entwicklungspolitik. Derzeit befinden sich die politischen und gesellschaftlichen Bedingungen und Erwartungen der Partner des Raumes Westafrika/Sahel in einem tiefgreifenden Wandel. Sie sind mit den Inhalten und Interessen der von Deutschland vertretenen werteorientierten Außenpolitik in Einklang zu bringen. Und zwar nach Maßgabe des Grundsatzes einer Partnerschaft "auf gleicher Augenhöhe". Bei der Einschätzung der künftigen Entwicklungen und Einbindung der sie bedingenden Dynamiken sind die verschiedenen, in dieser Region besonders diversifizierten und parallel verlaufenden Integrationsprozesse zu berücksichtigen. Aus einer vergleichenden Perspektive vermittelt dieser Beitrag einen Überblick über die verschiedenen regionalen Organisationen des Raumes Westafrika/Sahel. Ihr jeweiliges Potenzial wird im Hinblick auf Entwicklungsperspektiven und Nachhaltigkeit analysiert. Neben dem kritischen Verhältnis zwischen ECOWAS und AES werden die Westafrikanische Wirtschafts- und Währungsunion (UEMOA), die Autorität für Integrierte Entwicklung der Liptako-Gourma-Staaten (ALG) sowie die in der Auflösung begriffene G5-Sahel-Staatengemeinschaft betrachtet. Um die Partnerschaft zwischen Deutschland bzw. Europa und den westafrikanischen bzw. Sahel-Staaten fortzusetzen, ist es zwingend notwendig, mit einem pragmatischen Ansatz den politischen Dialog mit allen Partnern weiterzuführen. Für die weitere Entwicklung Europas sind die Staaten dieser Region sehr wichtig. Und nur mit einer von gegenseitigem Respekt getragenen Kommunikation und einer darauf basierenden Zusammenarbeit in den Bereichen Wirtschaft und Entwicklung kann die zunehmende Einflussnahme politischer Mächte wie Russland oder Iran wirksam beschränkt werden. Mächte, deren Vorstellungen, Interessen und Werte von dem demokratisch-rechtsstaatlichen Modell westlich-atlantischer Prägung abweichen.
