This article analyzes the issue of the struggle for the tekoha of the Guarani and Kaiowá peoples from a geographical perspective, and with respect to the movement to decolonize the border between Brazil and Paraguay. The research methodology was outlined using a qualitative and quantitative approach. In addition to the selection of native concepts, a bibliographic survey was used and field work was also carried out. Multi-transterritoriality is a form of territorial displacement that coordinates networks of political, economic, and ethnic relationships. This allows groups of Guaraní to fight for the demarcation of the tekoha on both sides of the border, thus favoring the effective movement of this group between territories and activating numerous indigenous territorialities. ; En este artículo se analiza el tema de la lucha por el tekoha de los guaraníes y los kaiowá, desde una perspectiva geográfica, en el movimiento de descolonización de la frontera de Brasil con Paraguay. La metodología de la investigación se esbozó mediante el método cualitativo y cuantitativo. Además de la elección de los conceptos nativos, se utilizó la encuesta bibliográfica y se desarrolló un trabajo de campo. La multitransterritorialidad es una práctica de desplazamiento territorial que articula redes de relaciones políticas, económicas y étnicas, que permite a los grupos guaraníes luchar por la demarcación del tekoha a ambos lados de la frontera, que propicia un tránsito efectivo entre territorios y activa múltiples territorialidades indígenas.

ABSTRACT Purpose: This study aims to analyze how the Brazilian National Communications Agency (Agência Nacional de Telecomunicações – Anatel) and cellular operators in Brazil used ceremonial and discursive practices to build enforcement and compliance actions, adopted during a period of crisis in the cellular sector industry in 2012 when the legitimacy of the respective regulatory model and the regulatory agent were challenged, shaping a compliance trap situation. Originality/value: The work fills a theoretical gap by associating the normative-cultural perspective of regulation associated with organizational institutionalism, based on the assertion that the relationship between regulator and regulated is interactive and not unidirectional, allowing that enforcement mechanisms represent political efforts, realigning the interests of the actors within their institutional environments. Design/methodology/approach: The case study research strategy with a qualitative approach is adopted, studying the 2012 crisis in the cellular sector industry, with the collection of data from documentary sources and semi-structured interviews with participants in the process. Findings: The results show that, in the compliance trap situation, symbolic criteria can appropriate the speeches, producing texts and practices in favor of legitimizing the enforcement mechanisms and the respective compliance responses in view of the audience. Therefore, the compliance trap risk on the regulatory agent is mitigated to the extent that ceremonial and discursive practices manifest themselves responsively and gain political and cultural support, reducing social pressure on the legitimacy of the regulation model.

Social mobility is a central topic of interest within sociology and whilst it has been theoretically linked to spatial mobility, there is still little empirical research on the interplay between the two. Using a subsample of highly educated family migrants from a German mixed-methods project, this study qualitatively analyses the impact of geographical mobility on objective social position and on its subjective perception. Six qualitative interviews are analysed and supplemented with descriptive quantitative data from the German Socio-Economic Panel to firstly, reconstruct the spatial mobility trajectories of the individuals and secondly, determine their social position in Germany and ascertain whether they experienced occupational downgrading. These two analyses are integrated to explore how respondents experienced their change in social position. Across the board, respondents migrated as young adults, before or shortly after labour market entry. Five of the participants experienced occupational downgrading. Strikingly, this objective downgrading, whilst acknowledged, was not perceived negatively. The participants constructed a narrative that employed three legitimation strategies to cast their current social position in a positive light: (1) emphasising the rights, stability and security that they experience in Germany, (2) drawing attention to the economic improvement that they experienced and (3) displaying an inner attitude that is marked by modest life aspirations and a high regard for leisure time. By drawing on multinational frames of reference and thus drawing comparisons between their home country and Germany, participants highlighted the experienced benefits.

With the end of the apartheid regime in South Africa, new police service was needed to promote the transition to democracy. Community policing was introduced from the United Kingdom in the 1990s into South Africa as a channel to heal the wounds and injustices of the past. Over Twenty-five years down the road, community policing in South Africa has made little or no impact on the majority of South Africans who will openly admit that they do not attend their local community forums, because they simply do not trust the police because of its oppressive past. It is a widely held view by several South Africans that the Police Service simply cannot change overnight from being a very brutal force to become the protectors of citizen's human rights. This research is a qualitative study; whereby an extensive literature review was carried, exploring the issues and concepts related to community policing. The findings are that community policing has achieved its desired results. All citizens must go back to the drawing board again to bring community policing back on track for the benefit of all citizens to whom the police serve and protect. The author argues that the bitterness and divisions of the past must put be put to one side and that all citizens must co-create a country, where all South Africans are proudly part of and allowed to make their contributions.

Media is considered as one of the ideological apparatuses. This research is based on the question in parallel of enhancing technology and the formation of new media, as well as change passive audience into the active user, can these media still be called ideological? If so, the question is that how does the new media, despite the adaptation of interaction from the internet, find the ideological function? This paper discusses the role of the concept of the ideology for understanding social media critically. This study based on Althusser's definition of ideology and Habermas's theory about the public sphere creates consultative democracy led it to evaluate new media, their behavior and practices. The paper was developed based on a qualitative approach and descriptive-analytical method. As a result, new media owners are looking to create a two-tier Internet in which commercial content is more important than public content. Commercial content is managed by the ruling power and is governed by an ideology, which is the ideology of the ruling class. On the contrary, public content is controlled by media owners and contains a variety of ideologies that carry different ideas and meanings. The contemporary media system, through its ownership has divided media audiences into smaller groups (specific audiences), and has severely restricted fair access and participation in the public sphere, so that the ideological aspect of new media remains unchanged, but it emerges in the new shapes.

The emerging trend in Russia's foreign policy is its reorientation from active interstate and socio-economic interaction with the states of the "collective West" to the countries that make up the Asian macroregion. The article presents the qualitative and quantitative assessment of the emerging relations between Russia and the countries of the East, namely the ASEAN countries, Northeast Asia and the Indo-Pacific region. Assuming that the prerequisites for the strengthening of such relationships between countries should be reflected in changes in trade relations, increased migration flows, and changes in policy in terms of countries' military spending, the study attempts to evaluate such changes econometrically. We use the method of constructing multiple linear regression, as well as indicators for assessing country-by-country correlation and cluster analysis. The object of the research is the countries of Northeast Asia (China, Japan, Republic of Korea); ASEAN countries (Thailand, Indonesia, Vietnam, Malaysia, Singapore); India; Australia and Oceania. The empirical base of the study is the official statistics of World Bank, SIPRI, FSGS. The findings indicate the emerging conditions for Russia's turn to the East. The analysis reveals a number of stable features indicating the possibility of modeling a reasonable predictive scenario. The proposed estimates can also be used for further study of the directions of interaction between Russia and the East, methodological and empirical clarification of the emerging relationships, determination of significant factors strengthening the noted interactions.

Abstract
Feminist historiography is rife with debates about the nature and boundaries of women's movements. Arguments over who to call an activist or a feminist sit at the heart of these definitional debates, which provide the groundwork for how scholars understand contemporary feminisms. Given the heated nature of ongoing disputes over the complicated identity politics of feminism and its archives, it is surprising that scholars have afforded so little attention to the technical infrastructure that defines and provides access to digitized primary source material, which is increasingly the foundation for contemporary historical research. Metadata plays an outsized role in these definitions, especially for photographic material that cannot be made word-searchable but is favored by digitizers because of its popularity. This article uses qualitative content analysis to examine how two digital archives define the Swedish suffrage movement - a historically contested concept, here understood through the theory of Susan Leigh Star as a "boundary object" subject to "interpretive flexibility". The study uses keywords attached to photographic material from the the National Resource Library for Gender Studies (KvinnSam) and metadata within the related Swedish Women's Biographical Lexicon platform for women's biographies. The findings indicate that the hierarchies of archival organization do not disappear with individual document digitization and description. Instead, the silences built into physical archives are redefined in digital collections, obscuring the tensions between individual and movement feminisms, as well as the contested nature of movement boundaries.

This study aims to analyze the communication strategies and barriers of the proactive socialization team in capturing high-achieving Polri candidates at the North Sumatra Regional Police in 2020. The research method used a qualitative approach with the phenomenological method. Data collection techniques in this study were interviews and observations, then checking the validity of the data by using triangulation techniques. The results of the study show that the communication strategy created is an attempt by the National Police to be able to provide early notification to the public regarding Polri's acceptance and as a means of keeping people from exploiting the situation of acceptance for personal gain. Obstacles to the socialization team, including the inadequate budget support to be able to visit all schools in the North Sumatra province, the lack of support from the incumbent leadership (Kabag Sumda) at the time of proactive socialization activities in October 2019, Not making or compiling materials that should be made to be presented to students so that the students 'understanding and attention are more focused on what goals will be conveyed, the difficulty is to be able to coordinate with the school to be able to fill the time with expected proactive socialization activities and students' low enthusiasm and trust in the message what the socialization team wanted to convey regarding clean, transparent, accountable and humanist recruitment.

The project analyzes how societies' vulnerabilities to different types of policy responses to the crisis affects their willingness to engage in policies that constribute to a sustainable solution of the euro crisis. The argument builds on the insight that the euro crisis is, at its root, a balance-of-payments crisis and argues that the resulting distributive struggles surrounding the politics of the euro crisis in surplus and deficit countries are distinct but related, and should therefore be analyzed in a unified framework. The vulnerability to internal reforms is inversely related to the willingness to support (in surplus countries) or demand (in deficit countries) transfer payments to crisis countries.

Empirically, the project examined how vulnerability profiles affect domestic crisis politics and policies on two levels of analysis, the interest-group and the national level. It used a mixed-methods research design that combined a quantitative analysis of national vulnerability profiles and crisis politics in a wider set of deficit and surplus countries, interest-group surveys in selected Eurozone surplus and deficit countries and qualitative comparative case studies of the domestic politics of the euro crisis in these countries.

PurposeTo date, the effects of two approaches – inclusive and exclusive – to talent management (TM) on employee outcomes are largely unexplored. This paper explores the role of perceived equity and theoretically examines the process through which these TM programs impact employee outcomes.Design/methodology/approachThis paper draws on the job demands-resources model and equity theory and proposes a typology of employee outcomes in the context of different approaches to TM.FindingsBased on the theoretical framework, the paper argues that in the context of both inclusive and exclusive TM, perceived equity is a valuable resource that motivates employees and results in favourable outcomes.Research limitations/implicationsFuture empirical studies should test the propositions put forth in this paper. The multilevel research design would allow for an in-depth analysis of organisational contexts, and qualitative studies using in-depth interviews can provide greater insights into employees' experiences and perspectives of TM programs.Practical implicationsThe paper presents implications for managers and human resource (HR) and TM professionals regarding how to get the most out of their TM programs. These implications are important since employee equity perceptions can influence the effectiveness of TM programs.Originality/valueIn this paper, the authors add to the literature by examining the role of employee equity perceptions in the context of inclusive and exclusive TM and to highlight how perceived (in)equity could lead to negative consequences, even among high potential (HiPo) employees.

Purpose
This paper aims to empirically validate an integrated model, combining fuzzy analytical hierarchy processing and quality function deployment, used to construct a purchasing performance (PP) matrix for engineering procurement and construction companies (EPCs). The relationship is established by linking internal customer needs ("whats"; product-related factors), with engineering requirements ("hows"; buyer-related factors [BRFs] and organization-related factors). Three different of buying types are included: new task, straight rebuy and modified rebuy.


Design/methodology/approach
The paper uses qualitative and quantitative techniques to determine the factors affecting PP and the extent of their influence. Evaluation of the factors affecting the PP of EPC companies is based on 32 industry experts' opinions, supported by the academic literature.


Findings
The most significant finding is that researchers should explicitly consider BRFs like buyer knowledge, which has been missing in earlier PP models. BRFs appear to be a link between different types of buying; ignoring their importance can lead to less optimized PP and erroneous findings.


Originality/value
This research is unique, as PP models of EPC firms have neither been published nor validated empirically, either nationally or internationally. This exploratory study adds to the body of knowledge both by identifying the emerging factors that constitute the construct of the PP of EPCs and by filling the gap between theory and practice concerning an evaluation of the PP of EPCs. Theoretical and practical implications are discussed.

Waste management problems are common in big cities in Indonesia, including Jakarta. Various waste problems such as: a significant increase in the volume of waste from year to year, poor waste management, and a low culture of cleanliness in the society still shackles Jakarta nowadays. The policy was initiated in the form of the DKI Jakarta Provincial Regulation No. 3 of 2013 concerning Waste Management to alleviate various solid waste problems, including through the waste bank program and 3R (Reuse, Reduce, Recycle). This study aims at analyzing the implementation of these policies using Edward III theory in Subarsono (2012) which consists of Communication, Resources, Disposition, and Bureaucratic Structure. Qualitative approaches and descriptive methods were used in this research. The results of this study are, the implementation of solid waste management policies in DKI Jakarta Selatan has not been very good. It is due to the socialization of policies and programs carried out by the government only reached the Sub-district level, not yet at the Neighbourhood level; Lack of commitment from the government and the society in supporting the implementation of good waste management. From the bureaucratic structure and authority of the Environmental Agency, it can be stated that it was quite good and met the principles of good governance, less optimal use of budget, with a very large budget (Rp. 3.7 trillion), the problem of flooding and waste accumulation in the river had not been resolved.

PurposeAdopting the perspective of "institutional work" within neoinstitutionalism and "organizational professionalism" from the sociology of professions, this article contributes to current theoretical discussions on agency in settings of institutional multiplicity.Design/methodology/approachThis article investigates how social workers in Danish child protection services respond to the implementation of technologies of government targeted at shaping the conduct of conduct to achieve certain results. The article draws on a qualitative case study in a child protection agency and centers on the use of assessment committees as a case of technologies of government.FindingsThe article identifies divergent ways that social workers manage and make sense of contradiction, e.g. by means of detachment of accountability, expansion of practice and internalization of logics in professionalism. Thus, the article sheds light on how social workers cope with discrepant requirements fostered by technologies of government.Originality/valueAs research has focused on the potential constraining effects of technologies of government and discrepancy of logics, limited attention has been given to how the potential discrepancy is nevertheless reconciled, negotiated and handled in the everyday run-of-the-mill practice. The article aims to characterize the remedial strategies undertaken by Polish families using social assistance to minimize material deprivation and the main barriers to empowerment of such families. The source of data are the results obtained as part of the author's own research, which were conducted with social workers in Poland and had quantitative (500 CATI) and qualitative (90 IDI) nature. In families living in difficult economic conditions, both active and passive activities are used to obtain the missing funds. Active strategies include taking up a job (permanent, additional or occasional, legal or in the so-called 'gray area'), selling or exchanging skills, time and goods, borrowing money, or applying for support to institutions (which is mainly a female domain). Women also implement many passive strategies that involve saving or reducing consumption by, for example, preparing dishes from cheap products, shopping in places with the lowest prices, buying second-hand items, etc. The main barriers to minimizing the poverty of families benefiting from social assistance in Poland are related to their life attitude and the gender of its members. Remedial strategies for difficult financial situations undertaken by poor families benefiting from social assistance vary depending on the type of family, problem(s) they experience and the resources they have. The strategies undertaken also depend on the gender of family members experiencing poverty.
