Der Verfasser skizziert zunächst die Aktivitäten, die seit Ende der 50er Jahre unternommen wurden, um weltweit die Kernversuche zumindest zu begrenzen. Er charakterisiert sodann die Grundlagen des Vertrages zu einem umfassenden Verbot von Atomversuchen, dessen Unterzeichnung erst 1996, nach mehrjährigen Verhandlungen auf der Genfer Abrüstungskonferenz gelang und dem bisher 135 Staaten beigetreten sind. Vor allem der Umfang der Verbote, die Kontrollsysteme sowie die Bedingungen für das Inkrafttreten des Vertrages stehen im Mittelpunkt der Erörterungen. Die Positionen und Interessen Rußlands werden hierbei immer wieder hervorgehoben. (BIOst-Rgl)
