Large-scale releases of native species: the mallard as a predictive model system
Human alteration of natural systems, and its consequences are of great concern and the impact on global ecosystems is one of the biggest threats that biodiversity stands before. Translocations of invasive species, as well as intraspecific contingents with non-native genotypes, whether they are deliberate or unintentional, are one such alteration and its consequences are continuously being assessed. The mallard (Anas platyrhynchos) is the most numerous and widespread duck in the world and a flagship in wetland conservation. It is also an important game species which is heavily restocked for hunting purposes, especially in Europe where over three million ducklings are released every year. Because of its hunted status, its abundance, and the number of released individuals, it can serve as a model species to study effects of releases, both for conservation and restocking for hunting, on wild populations. In this thesis the status of the mallard was assessed in the Nordic countries and the effects of releases on the wild populations were studied by mining historical ringing data, comparing morphology of present-day wild, farmed, and historical mallards, and analyzing phylogeography of wild and farmed mallards in Europe. The status of the mallard population in the Nordic countries are generally good, however, a joint effort of European countries is needed to monitor and manage the population. A significant difference between wild and farmed mallards concerning longevity, migration, bill morphology and genetic structure was also found, together with signs of cryptic introgression of farmed genotypes in the wild population with potential fitness reduction as a result. The effect is however limited by that only a fraction of released farmed mallards reach the breeding season due to low survival. A natural captive environment is crucial to keep individuals wild-like with high survival rates after release. However, with an introgression of potentially maladapted farmed genotypes leading to a reduction in fitness, a low survival of released mallards would favor the wild population. A legislative change regarding obligation to report numbers, provenance, and release sites of farmed mallard should be considered, together with practical solutions of ringing and genetic monitoring of released mallards.

Regional landscape strategies and public participation: towards implementing the European Landscape Convention in Sweden
Sweden has recently decided to ratify the European Landscape Convention (ELC). Methods for implementation have been discussed for both the ELC and related national environmental objectives. Thus, the Swedish Government decided that seven County Administrative Boards should undertake pilot studies for Regional Landscape Strategies (RLS) during 2006–2007. The RLS pilot projects aimed at a new and more effective approach for conservation and sustainable land use at regional level. Additionally, RLS should also function as a method for implementing the ELC and other environmental objectives. One specific focus of the pilot studies was on developing methods for public participation. Other important issues were to involve different administrative sectors, municipalities and regional authorities in the process, as well as attaining a good balance between conservation and profitable land use. This chapter presents some of the results from the RLS case study in Vellinge municipality, Scania (Skåne), Sweden's southernmost province. The focus of the study was on public participation in particular by equestrians and landowners. The first 'bridleway organization' of its kind in Sweden was established as a direct result of the project.

This study takes its starting -point in the Swedish referendum about a membership in the European monetary union. The purpose of the study is to explain the differences that became visible during the EMU-referendum, by thoroughly explore macro-factors & their importance to the voting against a membership at a municipal level. In earlier pursued research concerning voting behaviour & public opinion differences general explanations appear which work as an initial position for this study, the creation of three alternative explanation models & the macro factors to be tested. This study has a statistical design & its intention is to study macro-factors in the 290 municipals of Sweden through collecting material from several sources. The material has been compiled to analytical aggregate data & will be analysed through bivariate- & multivariate regressions. The result shows that the differences that became visible concerning the EMU-referendum can be explained from economic factors & economic structural differences between the municipals. Europa norrifrån : en nordisk komparativ studie av europeisk politisk kommunikation
The study examines the European coverage in four leading Nordic newspapers during two periods in 1993 and in 1996. During the first period, three countries were negotiating for membership in the European Union. During the second period, work on a new European Constitution was ongoing, to be negotiated by the Intergovernmental Conference at the end of the period. Two of the applicant countries, Finland and Sweden, were then members of the union since Jan 1, 1995. Voters in the third country, Norway, opted to stay outside the union. Norway is, however closely linked to the union by the previous EEA agreement. Finally, the fourth country, Denmark, had limited its longstanding membership in four important areas. Results of the main study in 1993 indicate a great difference in the degree of Europeanness of the coverage of European affairs, as indicated by the share of European issues, sources, players, institutions etc. The Danish paper, the Politiken, was on all counts genuinely European in its coverage. This could, to begin with, be understood in terms of a relational context - Denmark was a member of the European Community, the other countries were not. In 1996, as could be expected, the Norwegian paper, the Aftenposten, reduced its coverage of European affairs to about half the previous volume, the Finnish and Swedish papers, the Hufvudstadsbladet and the Dagens Nyheter, increased their volumes to new highs. The Danish paper maintained its previously comparatively high volume of European coverage, and was still distinctly more European in its outlook on transnational politics. This could be understood in terms of a new Maturity proposition - it may take a long time for the national media to come to terms with a new political environment. The study also puts forward the proposition that Danish political culture requires a different coverage of European affairs, and also requires an opportunity to discuss and evaluate European politics. On a theoretical level, the study supports the idea that national experience, historical and relational contexts influence media content. National agendas powerfully determine the orientation of transnational political communication . Three in-depth studies by and large confirm results from the content analysis. A separate exercise inspired by Grounded Theory gives rise to three theoretical concepts that seem to be fundamental dimensions of European political communication: Legitimacy (media coverage contributes to status conferral and encourages deliberation of cooperation as an idea), Participation (media coverage as expressions of intrinsical and instrumental motives for joining and taking responsibility towards European cooperation), and Mondialization/Universalism (media coverage of Europe's efforts in the global arena) ; digitalisering@umu

This thesis is about some Swedish organizations that are connected to the labour movement and their actions to cope with the new hegemony around market liberalism. After the fall of the Soviet Union in the early 90-ties, the liberal order, meaning market economy and democracy reduced to the election of elites, has become totally domineering both in the western and in the former communist world. Even left wing oriented organizations have adopted their operations and activities accordingly, especially in their internal governing structure. The organizations that I have studied, mainly the Swedish Tenants organization at its local level of Stockholm, developed during the 70-ties and the 80-ties a participatorier member structure. The "Swedish model" of consensus/corporative decision-making and agreement, used by them on the national level for decades, was during that period introduced also on local and regional levels. In the 90-ties these organizations, according to earlier studies, have instead adapted a more costumer-oriented and elite-democratic way of operating and governing. These later changes could be seen as contradicting both the development of the 80-ties and the basic values of those organizations. My questions are therefore how these changes became possible and my aim is to study how the active members have contributed to this development. Using a constructionist theoretical perspective and discourse analysis, I am showing how this potential conflict between a participatory and an elite-democratic model can be reconciled by a discursive construction. The active members have in fact been able see these changes just as a modernization of their organization. From their point-of-view their organization still works in a participatory democratic way. My analysis shows how this ambiguousness and potential paradox became possible thru internal discourses and under influence from the liberal hegemony.

ORDO AB CHAO : Den politiska historien om biodrivmedel i den Europeiska Unionen – Aktörer, nätverk och strategier ; ORDO AB CHAO : The political history of biofuels in the European Union – Actors, networks and strategies
Biodrivmedel blev efter millennieskiftet en alltmer prioriterad energikälla för EU och ansågs kunna stävja både klimathot och energissäkerhetsproblem samtidigt som drivmedelsproduktionen skulle gynna sysselsättningen i jordbruket. EUkommissionen formulerade 2007 ett mål om att ersätta 10 % av transportenergin till biodrivmedel. Snabbt uppkom dock en strid mellan en grupp av aktörer (miljörörelse och livsmedelsindustri) som såg biodrivmedelssatsningen som ett hot mot både miljön och livsmedelssäkerheten medan en annan grupp bestående av företrädesvis biodrivmedelsintressenter såg det som viktigt att behålla och utveckla EU:s mål för att rädda både klimat och miljö. Motsättningarna som uppkommit väcker frågor kring vilka logiker som legat bakom detta. Avhandlingens syfte är att analysera EU:s biodrivmedelspolicy, vilka aktörer och nätverk som har format denna process, vilka problem och lösningar som dessa aktörer och nätverk argumenterat för i processen, samt hur de har agerat för att mobilisera stöd för sina ståndpunkter. Detta har kopplats till teorier om nätverksstyrning, förekomsten av utlösande händelser i policyprocessen, resursberoende i nätverksmodellen samt på vilket sätt managementteori utövat inflytande. Metoden har varit att utifrån dokumentstudier rekonstruera det historiska förloppet och de aktörer som medverkat i processen. Avhandlingens visar att en förhållandevis liten grupp aktörer har haft ett stort inflytande över policyprocessen från det att problemen som biodrivmedel var satta att lösa definierades i slutet av 80-talet till det att hållbarhetsstandarder utvecklades och implementerades. Dessa aktörer har funnits i policynätverkens kärna och har som ett av sina centrala mål velat utarbeta globala regelverk för råvaruhandeln. De miljöorganisationer som medverkat i processen har genom resursberoenden till stor del varit underordnade denna grupp. Processerna har innehållit ett stort inslag av strategisk planläggning men även utlösande händelser som klimat- och livsmedelskriser har varit viktiga för att motivera politiska beslut. ; Biofuels became a prioritized energy source for the EU in the new millennium. It was believed that biofuels would suppress both climate change and problems with energy security, and would simultaneously benefit agricultural employment. The EU Commission decided in 2007 that 10 % of the energy used in transportation would be replaced by biofuels. This was, however, soon criticized by a group of actors (environmental associations and the food industry) that saw the biofuels initiative as a threat to both the environment and food security. The biofuels proponents, on the other hand, argued that it was important to maintain and develop the EU's biofuels objectives to save both the climate and the environment. These contradictions raised my interest to understand and analyze the logics that lie behind these different perspectives on the same issue. The aim of this thesis is to analyze the EU's biofuels policy, which actors and networks shaped this process, which problems and solutions these actors and networks put forward in the process, and how they have acted to mobilize support for their positions. Theoretically, I have applied theories on policy networks, the occurrence of triggering events in the policy process, resource dependence between actors and networks, and how management theory can be used to understand how policy develops. The main results are that a relatively small group of actors has had a strong influence on the policy process. These actors have been at the core of the policy community. The environmental organizations involved in the process have been subordinate to this policy community through resource dependencies. One actor network was formed that wanted to increase the amount of biofuels, while another was formed to protect the forest and soil from heavy exploitation. It took over 20 years before these contradicting efforts collided. This thesis concludes that the process contained large elements of strategic planning and that triggering events such as climate and food crises have been important to justify political decisions.

In Sweden, there is a consensus that Swedish membership of substantial parts of the European Union (EU) entails cooperation that at least in parts implies supranationalism. Due to this consensus one may assume that there is also some sort of common understanding of the concept of supranationalism. However, while many researchers includes majority voting in their definition of supranationalism, this is rejected outright by others. As shown, both sides have a point and this article, therefore, suggests that three dimensions are noteworthy when it comes to supranationalism: (1) when states have transferred the right to exercise public power to an organization the states cannot make decisions alone, (2) the institution is autonomous and makes binding decisions, (3) the decisions taken by the institution have effective precedence over national ones. Europeiseringen av Norge i ett jamforande perspektiv

Research on Europeanization clearly shows that membership in the European Union over time affects the national political systems of member states. Given Norway's extensive integration within the EU, it is relevant and important to assess whether and, if so, how the Norwegian political system, too, has changed as a result, and how these effects compare with the general patterns among EU member states. Exploring the Europeanization of Norway in a comparative perspective, the article maps the effects of European integration for four central power relationships in the Norwegian political system: national-supranational authority, executive-legislative-judicial authority, political-administrative authority and national-regional authority. It is demonstrated that integration within the EU to a large extent has had the same effects in Norway as in the member states of the EU, despite Norway's alternative form of affiliation: extensive delegation of power to the supranational level, strengthening of the government in relation to the parliament, an increasingly important role for national courts, expanded power and autonomy of the executive administration in relation to the political leadership, and some strengthening of the regions vis-a-vis the central government. Systemskifte : En studie av tröghet vid fyra brytpunkter inom svensk välfärdspolitik ; Transformation of Welfare Systems : A Study of Slowness at Four Breaking Points i Swedish Welfare Policy
The purpose of this dissertation is to describe, explain and understand how slowness appeared when some decisions were made in the area of welfare policy and how this slowness was eliminated. The study focuses on major changes. It is argued that such changes follow another logic than small gradual adjustments. Four breaking points have been selected for a deeper analysis: the pension policy decisions of 1913 and 1994 and the housing policy decisions of 1935 and 1992. These decisions led to the emergence of fundamentally new institutional structures concerning the relation between the central government and the citizens. The study shows that an established institutional structure within a welfare policy area generated mental constructs and decision rules that governed political decision-making. This governance resulted in slowness in the form of lengthy decision-making processes. The fundamental institutional structure was being altered only when the mental constructs were broken down. A common feature was that the decisions were first made when discontent with the prevailing order became so strong that it overwhelmed the fear of a new institutional structure. The general tendency was also to shape the fundamental changes in relation to the citizens so that the changes could be portrayed as small. The established mental constructs are the determining explanation for slowness. The interest organizations played a secondary role, as their interests are shaped in accordance with the mental constructs. Their resistance was declined at the same time when the mental constructs were broken down. The individuals – agents of change – that constantly worked for the change of system in reality appear to be significantly more interesting than hindering organization. Their influence showed a recurring pattern.

Lokal forskningspolitik : Institutionell dynamik och organisatorisk omvandling vid Lunds universitet 1980-2005
In the wake of an emerging knowledge society, universities around the world have come under severe institutional pressure from changing national research policies, financing organizations´ new strategies and turbulent research dynamics. This study examines how Lund University in Sweden manages these institutional pressures. The study explores how the university leadership ? rector and the governing board ? have (1) articulated the normative foundations of the university, (2) experimented with and structured the research organization, (3) explored new internal governance structures and steering strategies, and (4) developed institutional structures for closer integration with industry and commercialization of research results. The study develops a conceptual framework focusing on processes of institutional change and on how organizations react on these processes. Especially, I elaborate on the notion of institutional evolution developed within the tradition of historical institutionalism, and the processes and mechanisms behind different evolutionary paths. In the empirical parts of the study, I first analyze processes of institutional change within modern science. The study departures from and criticizes three popular frameworks of contemporary science and research dynamics: the ?Triple Helix? framework, the concept of ?post-academic? science and the transition from a ?Mode-1? to a ?Mode-2? type of knowledge production. The study then continues by analyzing international research policy trends, the developments within Swedish research policy and the governing structures within the field of higher education. The analysis of Lund University over more than two decades reveals an organization using a growing number of different normative foundations and organizational models and structures in its daily operations. The study also demonstrates the gradual transformation of the internal governance structure with recurrent attempts to strengthen the steering core at the central university level. The analysis also points to the successive integration with regional industry, as well as the building up of technology transfer structures and mechanisms within the university during the last 10 to 15 years. The case study demonstrates how the university loyally tries to adapt to a complex and changing environment by elaborating its hybrid character. In conclusion, the analysis in this study shows, on the one hand, the emergence of a ?post-academic? research system containing new institutional logics, governance structures and borders. On the other, hand the case study of Lund University illustrates the evolutionary transformation of a Swedish ?Humboldtian? university. This is a transformation where elements of the ?Entrepreneurial University? are added on to and fused with classical European university norms and structures.
