El documento propone elementos de juicio para una necesaria discusión sobre estas ideas básicas, especialmente uno que pudiera contemplar la invitación automática para la observación internacional. ; After 53 years deploying missions, this paper addresses on three common ideas on the nature of the electoral observation of the Organization of American States: the paper of electoral missions, the invitation required for the deployment and the deployment of large number of observers. The paper presents element for debating these consensuses, particularly focused on the possibility of an automatic invitation to deploy electoral observations missions in oas member states.
In March of 2011, China's National People's Congress approved the country's 12th Five-Year Plan, an extensive guide for social and economic planning through the year 2015. Initiated in 1953, China's five-year plans have laid the foundation for such economic and social movements as the Great Leap Forward, the Cultural Revolution, and the post-Mao era of 'reform and opening up. 'China's five-year plans are not reliable predictive tools. Their proposed reforms are ambitious, and their content is as much a policy wish-list as a realistic plan of action. The five-year planning mechanism is useful, however, when identifying those social and economic concerns that the Chinese government considers most relevant to future growth and development. This paper identifies three challenges highlighted in the 12th Five-Year Plan that are likely to be addressed by the Chinese government in coming years. These challenges –economic transformation, resource scarcity, and industry upgrading– and the policies proposed to address them will also play a central role in shaping China's burgeoning relationship with Latin America, as well as with other regions. Sino-Latin America relations have grown considerably over the past decade, and will continue expanding. China's successes and failures in addressing its domestic challenges will define its global interests, and shape its course of engagement with Latin America in coming years. ; En marzo del 2011, la Asamblea Popular Nacional de China aprobó el 12º Plan Quinquenal del país, una extensa guía para la planificación social y económicahasta el año 2015. Iniciados en 1953, los planes quinquenales de China han sentado las bases para movimientos económicos y sociales tales como el Gran Salto Adelante, la Revolución Cultural y la era post-Mao de «reforma y apertura». Los planes quinquenales de China no son herramientas de predicción confiables. Las reformas que proponen son ambiciosas, y su contenido tiene tanto de lista de deseos de políticas como de plan de acción realista. Sin embargo, el mecanismo de planificación quinquenal sí es útil en identificar los problemas sociales y económicos que el gobierno chino considera más relevantes para el crecimiento y desarrollo futuros. Este artículo identifica tres desafíos destacados en el 12º Plan Quinquenal y susceptibles de ser abordados por elgobierno chino en los próximos años. Estos desafíos –la transformación económica, la escasez de recursos y la mejora de la industria– y las políticas propuestas para abordarlos tendrán también un papel central en configurar la floreciente relación de China con América Latina, así como con otras regiones. Las relaciones sino-latinoamericanas han crecido considerablemente en la última década, y continuarán expandiéndose. Los éxitos y fracasos de China al abordar sus desafíos nacionales definirán sus intereses globales y determinarán la trayectoria de sus compromisos con América Latina en los próximos años.
