(trad auto)In France, the phenomena of peri-urbanization require a reflection on the conditions for sustainable urban development. In the Languedoc region, in a context of strong demographic attractiveness, rapid and poorly controlled urbanization is taking place at the expense of the region's most productive agricultural land, on the coastal plain. The evolution of social demands and the challenges of global food security raise questions about how peri-urban planning policies integrate agricultural land. To objectify debates and support decisions, agricultural authorities express urgent needs in terms of spatialized indicators. The objective of this thesis is to propose a co-construction approach for a system of indicators to monitor land artificialisation processes. Systemic modelling and iterative consultation were selected as the appropriate approaches to guide the process of constitution and selection of indicators. This research revisits the DPSIR model by adapting it to the concept of a territorial system and proposes to organise the participation of stakeholders to guarantee the legitimacy of the use of indicators. The application of the method, which is part of the operational requirements, involves the production and online availability of an organized set of 141 spatialized indicators linking the evolution of land capital to that of the Languedoc artificial task. ; En France, les phénomènes de périurbanisation imposent une réflexion sur les conditions d'un développement urbain durable. Diplôme : Dr. d'Université ; This thesis aims to evaluate the impacts of governance and of the manager on the financial strategies and performance of very small enterprises (VSE). An empirical application to French and Canadian dairy farms shows different impacts depending on the economic and politic context. Using governance theories to analyze the performance of VSE allows studying the influence of different actors in managers' decisions. To validate the theorical framework, we first carried out focus group with dairy farm managers. The analysis of the thematic content of these meetings allowed to define more specifically the governance system of VSE and to identify the main actors, the governance mechanisms, the reasons behind the use of these and the relationships between the governance system and the manager. Then, quantitative information from agricultural accounting database was analysed by a "structural equation model" to validate the hypothesis of the influence of governance and the manager on the financial strategies and performance. The results improve the knowledge of the governance functioning of the dairy VSE. ; Cette thèse vise à évaluer les impacts de la gouvernance et du dirigeant sur les stratégies financières et la performance des très petites entreprises (TPE). El Mar Menor, situado en el Sureste de España, tiene una superficie de 135 kilómetros cuadrados y una profundidad media de 3 a 4 metros. Está separado del Mar Mediterráneo por una restinga, La Manga, cuya longitud es de 24 kilómetros y la anchura media de 500 metros. El territorio de La Manga está incluido en dos términos municipales: Cartagena y San Javier. Ante la demanda de una mejor prestación de servicios en esta zona turística consolidada por parte de las dos administraciones locales, en 1999 se constituye la corporación "La Manga Consorcio". Esta entidad permite la colaboración de administraciones públicas de distinto nivel como la Comunidad Autónoma de la Región de Murcia y los Ayuntamientos de Cartagena y San Javier. El Consorcio tiene como fin principal garantizar la recepción de servicios y actividades de interés local en igualdad de condiciones a todos los habitantes de la zona. Con esta aportación se pretende analizar el papel desarrollado por este instrumento de gobernanza en un espacio hasta entonces "bastante olvidado" por sus ayuntamientos, según residentes y turistas. También se analizan las dos principales actuaciones llevadas a cabo por el Consorcio: El Plan Director de Infraestructuras, Equipamiento Turístico y Accesibilidad 2004-2007, y el Plan de Competitividad Turística La Manga del Mar Menor "Turismo Náutico" 2010-2013. ; Mar Menor (Little Sea), located in the southeast of Spain, covers an area of 135 square kilometers and its average depth is between three and four meters. Mar Menor is separated from the Mediterranean Sea by a sandbank, La Manga, whose length is twenty-four km and its average width 500 meters. The territory of La Manga comprises two municipalities: Cartagena and San Javier. "La Manga Consortium" was established in 1999, in response to the demand for better services in this well-established tourist area. This entity has enabled collaboration between public administrations and from different levels, such as the Comunidad Autonóma de la Región de Murcia (the regional government) and the municipalities of Cartagena and San Javier. The consortium is essentially designed to ensure the supply of services and activities of local interest in equal conditions for all inhabitants of the area. In this paper we analyze the role played by this instrument of governance in an area until then "forgotten" by the local governments, according to residents and tourists. Special attention is given to two main actions carried out by the consortium: the Infrastructure Master Plan, Tourism Equipment and Accessibility 2004-2007 and the Tourism Competitiveness Plan La Manga "Nautical Tourism" 2010-2013.
