Scholarship in international law aims at addressing global forest governance comprehensively. This article reviews the recent contribution Global Forest Governance - Legal Concepts and Policy Trends by Rowena Maguire and puts it into the perspective of recent political and policy science research on global forests. While finding Maguire's volume being a very timely and valuable contribution to the interdisciplinary discussions on international forest governance, we identify some weaknesses which are mostly rooted in methodological critique and a lack of a systematic framework for analysis.
This thesis examines the question of organization, governance and choice of seeds in Swedish agriculture. It consists of four papers: Paper I investigates the evolution of plant breeding industry in Sweden. The results suggest that the establishment of intellectual property rights (IPRs) schemes creates power in the seed value chain in Sweden and has therefore been a major driver of mergers and acquisitions, together with changes in domestic agricultural policy as well the country´s entrance to EU. Based on nationwide survey among farmers, papers II and III examine the impact of IPRs and specifically the implications of the enforcement of Plant Breeders Rights on farmers´ choice between certified versus farm saved seed (FSS). Paper II uses transaction cost theory and logistics regression to examine empirically the governance structure of farmers choosing certified or FSS. Farmers´ assessment of the quality seed in terms of the genetic purity of each channel has no impact on their choice while personal relations with their upstream partners, investments in the farm as well as delivery contracts affect their procurement strategy. In paper III, spatial autoregressive models are used in order to analyze the transfer of "know-how" between farmers, and the spillover effects of social learning in farmers´ choice of seed channel. Farmers are distinguished between neighbors, based on their relative distance; and peers, based on membership in farmers' cooperatives. The results indicate the existence of spatial dependence on Swedish farmers' choice of seed channel. Paper IV evaluates the impact of farmers' social networks on their decision to be involved in the governance of the agricultural cooperative. The findings suggest a relationship between network characteristics and farmers' involvement in the governance that persists over a long period.
This chapter examines the conceptual framework boxes and fluxes on "Institutions and governance and other indirect drivers" (Ch. 1, Fig. 1). International and EU governance of relevance for ecosystem services, biodiversity and water is presented. Policy integration, policy coherence, management regimes and stakeholder involvement is reflected upon. The chapter contributes to further understanding of the current and future challenges for sustainable use and conservation of biodiversity and ecosystem services. It provides insights in options for integrating biodiversity and ecosystem services into sustainable development strategies and provides examples of current policy conflicts, along with trade-offs and innovative governance strategies for management of natural resources. Policy-makers need to find ways to handle policy conflicts, improve integration of different stakeholders' perspectives and value dimensions including ILK in policymaking, develop new data collection methods for linking biodiversity and ecosystem services, and develop governance systems that enhance transparency, sustainability and human well-being.
Abstract The Moroccan mountains offer unique zones of biological and cultural diversity, yet most of their inhabitants suffer from poverty and vulnerability, and their ecosystems are highly vulnerable to natural hazards and environmental degradation. This research paper attempts to shed light on the role of actors in establishing a governance model that considers the peculiarities of development in mountainous regions. It further highlights the importance that governance has become in the process of evaluating territorial management as well as its role in managing development in the Moroccan mountain areas in general, while focusing on the Tichoukt massif in particular, as it is an integral part of the Moroccan mountain system. We therefore adopted a field study in which we worked on an inventory of the actors directly concerned with development at the massif level, whether at the local, provincial or regional level, defining their roles, goals and strategies, and understanding the structure of the relationships between them and then evaluate its implications on the reality of territorial governance in the field of study. Accordingly, the results of the field study analysis showed us that the mountain regions in general, and the Tichoukt massif in particular, lack basic actors capable of coordinating the interventions of the rest of the actors in the field of development, and that their positions do not correspond with the broad powers granted to them by the Constitution and the Charter of Administrative Decentralization. Sustainable development aims at addressing economic, social, and environmental concerns, but the current lack of responsive environmental governance hinders progress. Short-term economic development has led to limited actions, unsustainable resource management, and degraded ecosystems. The UN Sustainable Development Goals (SDGs) may continue to fall short of achieving significant progress without a better understanding of how ecosystems contribute to achieving sustainability for all people. Ecosystem governance is an approach that integrates the social and ecological components for improved sustainability and includes principles such as adaptive ecosystem co-management, subsidiarity, and telecoupling framework, as well as principles of democracy and accountability. We explain the importance of ecosystem governance in achieving the SDGs, and suggest some ways to ensure that ecosystem services are meaningfully considered. This paper reflects on how integration of these approaches into policies can enhance the current agenda of sustainability.
Sustainable approaches for waste management and sanitation are key to deal with the environmental and health challenges that growing urbanization is creating around the world. Implementing systems that allow to reuse resources contained in the organic waste streams (OWS) is an approach that can bring many benefits, especially in low-medium income areas as the Latin American and Caribbean region, where excreta, wastewater, and waste are not properly managed. The transformation towards these systems requires not only technological changes, but also changes in the way that urban waste and wastewater are governed. The aim of this study was to assess the capacity of the town of Chía (Colombia) to govern the transition towards resource-oriented sanitation and waste management systems. The Governance Capacity Framework (GCF) was used as a method to evaluate the governance capacity of the town to implement these systems. The assessment revealed that the capacity of Chía to govern the implementation of resource-oriented sanitation and waste management systems was low. Furthermore, governance factors that could be hindering the implementation of these systems were identified. Low level of knowledge of resource recovery from OWS in the public spheres, insufficient collaboration and communication across sectors and institutions that had competences on waste management and sanitation, short-term vision within the local decision-making processes and insufficient incentives to support local entrepreneurship on circular economy. Despite these challenges, analysis also revealed the existence of public-private partnerships and entrepreneurs working in successful initiatives linked with resource-oriented systems in Chía and other towns of Cundinamarca county. The study concluded that in Chía there was a gap between local initiatives of resource recovery from OWS that brought environmental, economic, and social benefits at small scale and its inclusion in the local and regional governance systems. Findings of this study touches upon many governance aspects such as knowledge, legislation, financing and even culture. Further research is needed to look closer to each of those and make concrete, feasible and effective proposals that bring change with a long-term sustainability vision. Finally, when analysing the results of the evaluation and making future proposals, strengths, and shortcomings of applying the GCF as an analytical tool for a specific case study like Chía need to be considered.

This study aimed at "how to move from individual vision in the management of WAQF institutions to effective institutional work. The study first introduced the concept of governance in terms of language and terminology. He then went on to the definitions of international organizations for the concept of governance, as well as the relationship of governance to combating financial and administrative corruption. He explained the role of foundations in the sustainable development of society. The research of modern waqf companies has shown language and terminology, and how to establish these companies. The problem of research was that the management of most Waqf institutions, dominated by vision and individual judgments, in an age of diverse science and modern management skills. The research proposed a model of governance and performance, based on three axes: "enablers, themes, processes" and each axis with eight elements to activate it. The Corporate Governance and Performance Management Office operates at three levels within Waqf institutions, namely, "Strategic Level, Executive Level and Operational Level". This master's thesis approaches the debate around biotechnology, genetically modified organisms (GMOs) and the notion of food sovereignty as they are addressed by an Indian, food sovereignty activist group called Navdanya. Basing on the material produced by Navdanya, I am determining, by the means of a theory guided content analysis, what kind of an alternative food sovereignty is. Furthermore, I am examining how food sovereignty can be considered as a means of resistance to the impacts of the GMOs in India. I am arguing that the introduction of the GMOs to India created an opportunity to govern populations and furthermore life and nature. I am examining this by utilising Michel Foucault's theory of biopolitics as a theoretical framework. In order to find out how governance and resistance are practiced, I utilise Foucault's notions of truth and power by illustrating how they can be utilised as a means to create governance and resistance. Therefore, I formulated a "truth regime of biotechnology" to represent the governance, operated by the actors supporting the utilisation of the GMOs, as well as to describe how the governance is created and justified under the regime. As a means of resistance, Navdanya produces alternative truths and puts into practice an alternative of food sovereignty – "the new politics of truth". Navdanya succeeds in its resistance by managing to create the alternative truth of food sovereignty, which does not utilise or reproduce the truths of the biotechnology regime. Navdanya does this by managing to detach the power of the biotechnology regime's truths from their economic and political roles they play in society. The traditional complexity with resistance, in relation to the State of India, is present, which can be however explained by utilising the new ways in approaching the notion of resistance in the context of the Global South.

But the evidence unequivocal proved that whenever communities and societies achieved a higher level of democracy and transparency, the role of civil society organizations and international organizations increases to fight against corruption; i.e. the higher the governance's quality, the diminished level of corruption. The phenomenon of corruption in Algeria is a fact which exists since independence and there is no way to deny it. But its size has increased, his circle has widened and his crimes have propagated to the extent that it becomes more dangerous on the state than terrorism's crimes on the state. This raise was more apparent on the 21st century onset especially with the beginning of development projects. According to several international organizations interested in corruption, Algeria is in the front of the ranking of countries the most corrupted.
During the 2000s, Sweden has pursued an active foreign and security policy. This has meant participation in several international military operations and has left many Swedish soldiers and officers with combat experience. Thus, the Swedish parliament decided in 2010 on a political reform of the veterans area, with more extensive societal support, war decorations to express the government recognition of personal sacrifices made in the service and a new medal for courage in combat. Considered as a reward system, it functions as an immaterial and emotionally established incentive, in contrast to the financial and bonus reward systems that are otherwise common. From a governance perspective, this setting is fundamentally interesting. The complexity of military operations and the demands for efficiency in armed combat are in contrast with the democratic state's need to guarantee the rule of law, even from a distance and under difficult conditions. Traditional government is not sufficient because the situation is characterized by high contextual uncertainty and therefore requires more situational adaptive control. Organizing in a professional model implies autonomy for military officials, and this means that there is a form of gap in terms of civilian control. In the dissertation, a concept and an analytical model are formulated to understand this phenomenon, entitled soft norm governance, that also form one of the main results. The model combines four levels of analysis to describe the dynamics of the steering mix: organizational metagovernance, rule control, policy work and professional ethics. One conclusion is that professional ethics has a two-way function in the chain of implementation steering, both as a decisive factor for concrete decision-making, but also as an objective for the government's soft norm governance. Thus, this control gap does not mean absence of control, but that other value-based norm systems govern our actions. In this way, soft norm governance also reaches beyond the scope of the law. The theoretical framework is metagovernance, the idea that the modern state is steering at a distance and with subtle methods, such as by organizational measures. It opens for the importance of soft law, social norms and ethics in governmental steering. The case study of the veterans policy and medal of courage contributes empirically to the specification of these theories. Furthermore, new institutionalism adds an explanatory value with a rationality of action for the officials, a so-called logic of appropriateness based on the professional role and on adaptation to the situation at hand and to applicable rules. Theoretically, the thesis contributes by supplementing with a logic of values, which takes into account the profession's ethical and moral rationality of action, which is particularly important in situations such as armed conflict. The methodological approach combines a structural statistical perspective with a qualitative and understanding-oriented perspective and can, with the support of the analytical model, illuminate both pattern and function. The material base is a total selection from the medal preparation of eight contingents in Afghanistan during the years 2008-2012, i.e. FS16-FS23. It consists of the archive material from the nominations as well as in-depth interviews with responsible commanders at the international units and at the national headquarters, including the Commander-in-Chief.
The change in regional governance in Sweden is regularly understood in terms of a shift from 'government' to 'governance', from a redistributive policy to a policy that aims to encourage regional innovation, competitiveness and growth. This shift also includes the adoption of global policy models, such as 'clusters'. In the literature on the global spread of policies it has been argued that a market for global policies has developed. This is not least evident through the expansion of global consultancy firms, international policy organisations as well as a cosmopolitan elite of travelling policy technocrats. Theoretically and methodologically this study contributes to scholarly discussions of how new forms of governance can be analysed, and especially how governmentality studies can be utilised and combined with analyses of the messy political practices of specific policies and programs. The study analyses the discursive shift in regional policy in Sweden: contested elements erased, conflicts concealed and the political order produced. By empirically departing from a 'cluster policy network' lodged within a Swedish region, cluster policy is analysed as an assemblage of global circuits of knowledge, expertise and local relations of power. A broad range of materials for analysis have been generated through interviews, participant observations and documents. The production of policy knowledge is an overarching political rationality of contemporary forms of regional governance, translated into technologies such as benchmarking, regional comparisons, competitions, evaluations and best-practice. Based on the empirical analyses it is argued that the lack of power critique and a hyper-rational representation of knowledge produce an international market for legitimacy. It is further argued that five characteristics of the policy regime ('the regional cluster orchestra') contributes to the reproduction of the policy regime, and relations of domination. ; Baksidestext Avhandlingen tar sin utgångspunkt i vad som har beskrivits som en marknad för globala policymodeller. I den samtida regionalpolitiken har också produktionen av olika former av policykunskap utvecklats till centrala styrningsteknologier: benchmarking, best practice, utvärderingar, uppföljningar, mätningar och konkurrensutsatta tävlingar om regionala utvecklingsmedel. Genom kunskap och ständigt lärande ska Sveriges regioner frälsas. I avhandlingen studeras den scen där ett regionalt förankrat policynätverk agerar och den kunskap som produceras. Regionalpolitikens rationalitet innebär att det blir centralt för regionerna att agera som enhetliga aktörer och visa upp en lyckad och framgångsrik fasad. Det argumenteras för att bristen på maktanalys, och en hyperrationell syn på kunskap i regionalpolitiken innebär att regionalpolitikens styrningsteknologier producerar en internationell marknad för legitimitet som i sin tur reproducerar ordningen och döljer dominansrelationer.

Kari Hakarin tutkimus tarkastelee yhden suuren kaupungin hallinnonuudistusta uuden julkisen hallinnan teorian näkökulmasta. Uusi julkinen hallinta on kunnallishallinnon uudistamisen kolmas vaihe, joka on kehittynyt perinteisestä julkishallinnosta ja tätä seuranneesta uudesta julkisjohtamisesta. Tutkimuksen tavoitteena on arvioida, onko uudesta julkisesta hallinnasta kuntien hallinnonuudistusten uudeksi suunnaksi. Tutkimuksella tuetaan myös kuntien käytännön kehittämistoimintaa. Tutkimuskohteena on Tampereen kaupungin toteuttama kokonaisvaltainen toimintamallin uudistus. Uudistus muodostuu kolmesta osasta: pormestarijärjestelmästä, tilaaja–tuottaja-mallista sekä asiakaslähtöisestä prosessiajattelusta. Tutkimustulokset osoittavat, että Tampereen muutosprosessi toteuttaa varsin hyvin uuden julkisen hallinnan mukaista ajattelua. Se ei kuitenkaan edusta tätä moderneimmillaan, vaan perustuu vahvasti sekä byrokraattisen organisaation rakenteisiin että uuden julkisjohtamisen mukaiseen markkinoistumisen tavoitteeseen. Näyttää siltä, että Tampereenkin toimintamalli kaipaa päivittämistä, jotta se pystyy vastaamaan paremmin tulevaisuuden haasteisiin. Moderni uuden julkisen hallinnan kokonaisuus kuntien hallinnon kehittämisen näkökulmasta muodostuu 1) avoimesta kumppanuudesta asukkaiden, palvelutuottajien ja muiden sidosryhmien kanssa, 2) paikallisuuden ja yhteisöllisyyden korostamisesta, 3) monimuotoisesta suorasta ja edustuksellisesta demokratiasta, 4) asiakaslähtöisestä palvelujen kehittämisestä, 5) tulosperusteisesta palveluiden hankinnasta sekä 6) monimuotoisesta palvelutuotannosta. Muutos vallankäytössä on yksi uuden julkisen hallinnan ominaispiirre. Kunnan johtaminen edellyttää monimutkaistuvassa yhteiskunnassa uusia välineitä ja toimintatapoja. Tutkimuksen mukaan moderni kunnan johtaminen perustuu onnistuneelle yhdistelmälle pehmeää ja kovaa valtaa. Tutkimuksen mukaan uusi julkinen hallinta voi kehittyä kuntien hallinnonuudistusten perustaksi. Tätä tukee se, että uudessa julkisessa hallinnassa kehittämisperiaatteet muodostavat loogisen kokonaisuuden, jota voidaan käytännössä toteuttaa monin välinein erilaisissa tilanteissa. Lisäksi on olemassa ilmeinen tarve yhteiselle visiolle, jotta välttämättä edessä oleva kuntien hallinnonuudistus pystytään toteuttamaan. Uudet, isot reformit tarvitsevat aina mallin, johon muutos voidaan perustaa. Uuden julkisen hallinnan kehittymistä tukee myös se, että hallinnon kehittämisen käytännön toteutukset sekä kansainvälisesti että Suomessa toteuttavat jo monella tavoin uuden julkisen hallinnan mukaisia hallinnonuudistuksen kehityssuuntia. Tutkimus tuo uutta tietoa uuden julkisen hallinnan käytännön toteutuksesta suuressa suomalaisessa kaupungissa. Se näyttää myös suuntaa kuntien kehittämistyölle yhdistäen käytäntöä ja teoriaa ja tuo näin tietoa sekä käytännön kuntien kehittämistehtävissä toimiville että tutkijoille. Tampereen toimintamallin päivittämiselle se tarjoaa päämäärän, jota kohti edetä. ; The subject of this dissertation is the new public governance from the perspective of the local government management reforms. The research question is: how is the new public governance reflected in local government reforms? The research ques-tion will be examined from the perspectives of theory, practice and power relations. The empirical object of the study is the management reform of the City of Tampere, Finland. The reform includes three parts: the mayoral system, the purchaser-provider model and the customer-oriented process organization. The study also aims at the development of municipal operations, and presents new public governance as a comprehensive "theory of practice", which combines theory and practice and allows municipalities to find perspectives, tools and a theoretical framework for their management reforms. The study consists of four separate published sub-studies and this summary. The first sub-study deals with the theory of new public governance within the framework of the management reform of the City of Tampere. The second and third sub-studies are concerned with a variety of practical implementations of new public governance in the City of Tampere management reform. The fourth sub-project addresses power relations. In this summary the results are presented from the perspective of a management model, networked service development and the change in the exercise of power. Questionnaires were the empirical basis of the first two sub-studies, the third examined written documents and used interviews with experts and fourth sub-study relied on theme interviews with directors. New public governance (NPG) represents the third wave of the management re-forms evolving from a traditional public administration, and that following the new public management. An essential feature of the new public governance is that it does not completely reject earlier administrative reforms, but rather complements them with new solutions. NPG is based on the view that the public administration is no longer able alone to control society, but the success of governance is based on the partnership with the private and third sectors as well as with the citizens. Within the framework of new public governance one can, at least to some extent, identify three distinct trends. The differences between the trends are mainly in emphasis placed on various matters. Discussion of the new public governance started in network governance. Next, the new public governance was discussed from the perspective of democratic decision-making and public participation. The third emphasis seems to be on the new public governance as a development of customer-focused services and co-production. The results show that the process of change of the City of Tampere can be imple-mented quite well within the new public governance paradigm. At the beginning of the process the new public management was a decided basis of the reform. In the phases of preparation and implementation constraints and international experiences of weaknesses were perceived in the new public management model. On the basis of this, the management model has been developed further so that issues of new public governance such as local democracy, participation, networks and transparency of government have become stronger. The management model of Tampere does not, however, represent the new public governance in its modern form. The Tampere model is built on a basis of democracy and regulation of traditional public administration as well as the quasi-markets of the new public management. The modern new public governance reform seems to be moving especially towards a customer-oriented service development. According to this study the change in the use of power seems to be one of the characteristics of society's growing complexity and new public governance. There is a need for new instruments for leadership and in the exercise of power in an in-creasingly complex society. The modern municipal leadership is based on a suc-cessful combination of soft and hard power. The growth of new public governance as the next paradigm of management re-forms can be justified from three different perspectives. First, the new public gov-ernance is a logical entity. It brings together coherent principles of management reform, which can be implemented in practice by a variety of techniques in different situations. Second, there is an obvious need for a common vision for local gov-ernment reforms. New, large-scale reforms always need a new paradigm in which a change can be set up. There is a need for a common vision for the municipalities and their functions in order to implement local government reform. The new public governance could be the entirety that can show the way for the necessary man-agement reform of municipalities in Finland. Third, the practical implementations of management reforms both internationally and in Finland are already realizing the trends of management reform of new public governance in a number of ways.
The view of networks has changed within the field of policy studies. Once they were considered as hampering the policy process, but today they are accepted as a legitimate policy instrument. The Swedish Government, for instance, makes use of networks to steer society. One attempt to do so is the Sustainable Municipality Programme launched by the Swedish Energy Agency in 2003. Five municipalities where selected to participate in this collaborative process to further sustainable energy policies. This thesis explores the potential of network governance theory as a model for describing policy making. A case study addressing three questions was conducted. Firstly, can the Sustainable Munici-pality Programme be described within the framework of network governance theory? Secondly, is this governance network successful in its struggle to achieve its goals? Thirdly, can this example of network governance further a discussion exploring a scenario where inter-municipality network governance might pose a challenge to the principle of local government? The first and second question is answered by focusing on four functions that the governance network should fulfil; to give priority to projects; to mobilize resources, to complete projects and, to evaluate the process. In order to answer the first question the case study focuses on the interaction within the governance network. Is the process organised in a fashion recognisable as network govern-ance, as an ideal type of coordination? The analysis shows that network governance theory provides an analytic framework well suited to shed light on the process. The analysis also shows that the three first functions were achieved. Through negotiations the network gave priority to different projects. The thesis focuses on three of these. The first project includes the education of maintenance person-nel. The second is a research project, investigating different actors' possibilities to plan for a more sustainable use of energy. The third project is a research project carried out within the field of physi-cal planning. The fourth function, evaluation, still poses a problem since the actors themselves are not content with the evaluation model they produced. In order to answer the third question the case study explores the notion of local government and how it can be safeguarded within a governance network. Two indicators are used to analyse this aspect of the process; the democratic anchorage of the governance network and the transparency of the process. The analysis shows that the process has been transparent and that local politicians have had an opportunity to meta govern the process. It is, however, undoubtedly so that the actors, or municipalities, gain influence over each other's policy processes. This causes discontent since local priorities get affected, sometimes negatively. In the end of 2007, four of the five municipalities decided to remain within the programme, or the governance network, for another three years.
