AbstractThis article contributes to current debates on the potential and limitations of transnational environmental governance, addressing in particular the issue of how private and public regulation compete and/or reinforce each other – and with what results. One of the most influential approaches to emerge in recent years has been that of "orchestration." But while recent discussions have focused on a narrow interpretation of orchestration as intermediation, we argue that there is analytical traction in studying orchestration as a combination of directive and facilitative tools. We also argue that a social network analytical perspective on orchestration can improve our understanding of how governments and international organizations can shape transnational environmental governance. Through a case study of aviation, we provide two contributions to these debates: first, we propose four analytical factors that facilitate the possible emergence of orchestration (issue visibility, interest alignment, issue scope, and regulatory fragmentation and uncertainty); and second, we argue that orchestrators are more likely to succeed when they employ two strategies: (i) they use a combination of directive and facilitative instruments, including the provision of feasible incentives for industry actors to change their behavior, backed up by regulation or a credible regulatory threat; and (ii) they are robustly embedded in, and involved in the formation of, the relevant transnational networks of actors and institutions that provide the infrastructure of governance. © 2017 JohnWiley & Sons Australia, Ltd

The present study investigates the link between quality of governance and stock market performance within the context of international markets. The study employed the Fixed Effect model using 23 countries with complete relevant data for the period spanning from 1996 to 2014. The study reveals that, quality of governance as captured by Voice and Accountability, Political Stability and Absence of Violence, Government Effectiveness, Regulatory Quality, Rule of Law and Control of Corruption significantly affect stock market performance. Varying effects are produced when the countries are decomposed into income classifications. What is more, the findings and suggestions of this study suggest that quality of government significantly affect foreign direct investment and could have interesting policy implications. The main value of this paper is to examine the link between quality of governance and stock market performance within the context of international markets.

AbstractThe economic and financial crisis of 2007–09 uncovered serious deficiencies in the oversight of the global economy, some of which came to light quickly and induced a concerted response by national authorities and multilateral institutions. Foremost among them was the need for appropriate regulation of financial institutions and oversight of derivative financial instruments. In this area, the G20 led a response that is still underway. Meanwhile, new regional entities emerged to challenge the existing multilateral order built around the IMF, the World Bank and the WTO – a development that has prompted further attempts to reform the current framework, including the creation of new institutions. These responses, however, have left major gaps in global financial governance. We argue that these gaps include: the balkanisation of oversight over global capital flows and current account imbalances; inadequate international burden sharing and policy coordination in response to financial crises; and a persistent inability of global institutions and national governments to ensure that the gains and losses from financial globalisation are equitably distributed across and within countries. Looking forward, the G20 and relevant multilateral institutions need to broaden the agenda to ensure that economic growth can become more resilient to shocks, more generally shared across economies, and more inclusive within countries.

Under Xi Jinping's leadership, China has actively promoted "Internet sovereignty" as a means to reshape the discourse and practices of global cyber governance. By analyzing Chinese‐language literature, this article unpacks the Chinese discourse of Internet sovereignty. Despite significant interest in promoting it as China's normative position on cyberspace, we find that Chinese formulations of Internet sovereignty are fragmented, diverse, and underdeveloped. There are substantial disagreements and uncertainty over what Internet sovereignty is and how it can be put into practice. This is principally due to the evolving pattern of Chinese policy formation, whereby political ideas are often not clearly defined when first proposed by Chinese leaders. This article argues that an underdeveloped domestic discourse of Internet sovereignty has significantly restricted China's capacity to provide alternative norms in global cyberspace. Appreciating this ambiguity, diversity, and, sometimes, inconsistency is vital to accurate understanding of transformations in global cyber governance occasioned by China's rise.Related Articles

AbstractThis article uses the case of the Liberation Tigers of Tamil Eelam (LTTE) to make a conceptual argument about sovereignty. Despite its aura of natural order, sovereignty is ultimately self-referential and thus somewhat arbitrary and potentially unstable. At the heart of this unsteadiness, we posit, lies the paradox between the systematic tenets of rational governance and the capricious potential of sublime violence. Both are highly relevant to the LTTE case: the movement created de facto state institutions to mimic governance, but simultaneously deployed an elaborate transcendental register of sacrifice, meaning, and intractable power wielded by a mythical leader. To capture this paradox, we connect the literature on rebel governance with anthropological debates about divine kingship. We conceptualize sovereignty as a citational practice that involves the adaptation, imitation, and mutation of different idioms of authority: political and religious, modern and traditional, rational and mythical. Understanding sovereignty in this way debunks the idea that insurgent movements are merely lagging behind established states. As sites of mimicry, bricolage, and innovation, they transform the way sovereignty is practiced and understood, thus affecting the frame that sovereignty is.

PurposeThe purpose of this study is to review the prior empirical studies that investigate the corporate governance (CG) determinants and provide a synopsis, and explore the main factors that drive the level of CG disclosure in the Greek context.Design/methodology/approachThe authors perform an extensive review of the relevant literature and identify 24 papers that use various potential factors. Afterwards, the authors construct two different GC indices to investigate these potentials, and the authors conduct multiple regression analysis to identify and explain these determinants.FindingsThe empirical analysis shows that large Greek listed firms are more likely to disclose more CG information in the CG statement. In addition, the analysis shows statistically significant association with performance-related variables (such as Tobin's Q and liquidity) and CG-related variables (such as independent members, board meetings and women on board).Research limitations/implicationsThe results of the study support theoretical arguments that Greek listed firms disclose CG information not only to fulfill task-related requirements but also to be perceived as social and legitimate.Originality/valueTo the best of the authors' knowledge, this is the first study that provides a synopsis of the prior literature in CG determinants, while it goes one step further by using the majority of the potential factors that have been used so far. Moreover, this study uses a multi-theoretical framework to address theoretical development, an approach that generates an outline of fruitful directions for future research.

AbstractFor the past quarter of a century, foreign direct investment (FDI) flows have grown exponentially across the world. Sub‐Saharan Africa has, however, lagged behind and only lured on average a mere 2 per cent of global FDI. The investment that the region attracts tends, moreover, to be concentrated in a number of commodity‐rich countries. Natural resources and the size of national markets have generally been considered as the main drivers of FDI. The quality of local institutions has, by contrast, attracted less attention. This paper uses institutional data for 22 countries in order to demonstrate that the quality of governance plays a far from negligible and enduring role in the distribution of FDI in sub‐Saharan Africa. It is shown that factors such as political stability, government effectiveness, lower corruption, voice and accountability, and the rule of law not only are more important determinants of FDI than the size of local markets, but also that their influence on the capacity of African countries to attract FDI is long‐lasting.

AbstractManuscript TypeArticle/ReviewResearch Question/IssueThis study presents the results of a longitudinal content analysis of governance articles published in both CGIR and other leading management outlets. Our aim with this review is to identify problematic areas, as well as opportunities to improve the methodological rigor of governance studies.Research Findings/InsightsWe examine key design aspects of corporate governance articles. We identify and compare trends (1) over time and (2) across publishing outlets. Specifically examined are the geographic scope of samples, design characteristics (i.e., single‐ versus multi‐year data, the use of archival, survey, experimental, and qualitative designs, data sources, and reliance on concurrent versus longitudinal data), survey response rates and the use of tests for non‐response bias, the statistical analysis techniques used, reporting of results (number and proportion of hypotheses supported, non‐significant, and counter‐significant, use of statistical power analysis, reporting of descriptive statistics and correlations, use and significance of control variables, and endogeneity controls), and the sophistication of the models tests (i.e., mediation and moderation).Theoretical/Academic ImplicationsBased on the results of the review, recommendations for academic researchers are offered in the following areas: (1) designing theoretical tests which both incorporate and go beyond main effects; (2) evaluating a research design's analytical parameters on an a priori basis to maximize reliability, validity, and the potential for publication; (3) incorporating assessment of sensitivity and robustness checks into the analysis; and (4) comprehensive reporting of results including post hoc power analysis, complete and expanded correlation matrix(es), reporting and assessing counter‐results, and avoiding HARKing.

This study assesses the progress of good governance index in Yogyakarta between 2012 and 2016. Kemitraan (Partnership for Governance Reform) developed the Yogyakarta governance index of 2012 based on the IGI (Indonesia Governance Index)'s methodology. The author used the same methodology to develop Yogyakarta governance index of 2016 based on newly collected data on government, bureaucracy, civil society and economic society in Yogyakarta. This paper compares Yogyakarta good governance index for 2012 and 2016. The index comprises scores on three levels, interalia: the arena, principles and actual policy. The paper introduces and describes the three tier structure and index processing. Results of the comparison of the index for 2012 and 2016 shows that in general Yogyakarta governance index increased from the level of fairy good (6.80) in 2012 to good (7.93) in 2016. Subsequently, the scores that comprise the arena and principle levels were analyzed to determine the contribution of each to the total governance index, and afterwards determine the contribution of each principle to the score of each arena. The results of the analysis procedure indicates the possibility that the increase in governance index may be linked to new special status Law No.13 of 2012 for Yogyakarta. Prior to 2012, the special status of Yogyakarta special administration was shrouded in uncertainty. However, with the passage of Law No.13/2013, the special status of the province is now codified, and today forms the legal basis for policy making in this province. This paper limits itself to indicators that point to the association between the governance and the enactment of the law, and does neither go as far as analyzing the impact that the enactment of the special status law has had on policies, nor evaluate the impact that policy changes made in the aftermath of the implementation of the special status law on the performance of the index.

In this article, we review the dynamic role of state and nonstate actors in governance. We first discuss the main arguments for and against the state being the main actor in governance in recent literature. Then, we review some of the literature about the changing role of state and nonstate actors in response to the 2007–08 global financial crisis from 2011 to 2015. The two themes under examination are, first, more control over financial markets and second, austerity measures. They illustrate different trajectories of governance that go beyond the now well‐established New Public Management paradigm of public sector reforms. Our review shows that no single actor provides the best mode of governance for all circumstances. Instead, governance is hybrid and dynamic. The mode of governance is dependent on the circumstances under which an actor is more capable of interacting with other actors to provide public services.
