Les ambassades de la Francafrique: l'héritage colonial de la diplomatie française
Dans les années 1960, les colonies françaises d'Afrique subsaharienne accédaient officiellement à leur indépendance. On donnait les palais des gouverneurs aux nouveaux présidents, on nommait des ambassadeurs et on construisait des ambassades. L'État français disait vouloir ainsi normaliser ses relations avec ces pays souverains. Or, soixante ans plus tard, le faste des résidences de France, le comportement des diplomates et la marche de l'administration française donnent une tout autre image, où les ambassades et leurs locataires occupent encore une place importante dans les destinées africaines. Cette enquête offre un éclairage par le bas de la politique française en Afrique, à l'heure où le continent africain est aux prises avec des enjeux majeurs - immigration, démocratisation, insurrections armées, guerre de l'information, émancipation. Entre la corruption, la négligence et le racisme, l'auteur dévoile ce qu'il reste de la colonisation dans les rapports entre les Africains et ces hauts fonctionnaires.

Governing new frontiers in the information age: toward cyber peace
Many pressing environmental and security threats now facing the international community may be traced to the frontiers. From climate change and cyber-attacks to the associated challenges of space weaponization and orbital debris mitigation, solutions to all of these issues have at their root some form of regulation over the 'global commons'. Yet governance over these spaces is now transitioning away from multilateral treaties to regional and bilateral accords. This book makes an original contribution by comparing and contrasting some of the principal issues facing the frontiers. It analyzes how and why existing governance structures are often failing to adequately meet global collective action problems, with special coverage on cybersecurity and Internet governance. It proposes a new way forward incorporating lessons from successful regimes as well as the interdisciplinary scholarship on polycentric governance, arguing that multi-stakeholder collaboration is imperative in order to avoid tragedies of the global commons.

Regionalising the JCPOA: the Iranian nuclear deal as a guideline for a WMD free zone in the Middle East?

The establishment of a Weapons of Mass Destruction-Free Zone (WMDFZ) in the Middle East remains an urgent item on the international agenda. But which approach has the best prospects of success? The author presents the positions of the most relevant states in the Middle East in terms of weapons of mass destruction (WMD) and then analyses the Joint Comprehensive Plan of Action (JCPOA), which has been the only successful attempt to contain WMD in the region to date. He concludes that while the JCPOA is not a blueprint for the establishment of a WMDFZ, it provides many ideas and steps for confidence-building measures that can pave the way for future negotiations.

Kenya had awaited the presidential elections held on August 9, 2022 with bated breath. The elections were won by William Ruto, who defeated opponent Raila Odinga by just a few percentage points. Ruto succeeds Uhuru Kenyatta, who leaves office having served his two permitted terms. This Spotlight analyzes the reasons for Ruto's success, and, reflecting on his political career, discusses what can be expected from his presidency. We argue that both his success and his career have been strongly influenced by Kenya's political history and the power structures of political alliances—especially in the context of previous elections.
