This editorial introduces the thematic issue "EU Energy Policy: Towards a Clean Energy Transition?", nesting it in broader discussion on European Union's (EU) energy policy. For over a decade, the EU has displayed an interest and political motivation to integrate climate policy priorities into its energy governance. However, the history of European energy governance does not start there, though political science scholarship has tended to downplay the importance of energy sector regulation. Recent years have finally seen the merging of two distinct research programs on European energy politics, and the emergence of a more inclusive and historically accurate approach to energy governance in Europe. This thematic issue follows that new paradigm. It is divided into three sections. The first investigates the EU Energy Union, its governance and decarbonization ambitions. The second section looks at the increasing overlaps between energy and competition policies, particularly the role of State Aid Guidelines in influencing energy subsidies—for renewable as well as conventional energy. Finally, the third section analyses the energy and climate policy of "new" EU members and the relationship between the EU and non-members in the energy sector.

This exploratory systematic literature review is a starting point for a deep literature review on "Knowledge Governance" (KGOV) topic. The aim is to have a quick picture about KGOV; specifically trying to identify the seminal, core and relevant documents. We also seek to know the contexts of these studies, as well as on what ontological levels and activities they refer to. The principal results are: a) the identification of the structure of the topic, by retrieving the main seminal articles and the most cited (core documents) and b) the building of a structured analysis framework. This framework will be used to perform a deep literature review that aim to develop an integrated and holist conceptual model on Knowledge Governance. Major conclusions are related to clues for future research on this topic.

AbstractThis collection of essays brings together scholars from various disciplinary backgrounds, based on three continents, with different theoretical and methodological interests but all active on the topic of complex systems as applied to international relations. They investigate how complex systems have been and can be applied in practice and what differences it makes for the study of international affairs. Two important threads link all the contributions: (i) To which extent is this approach promising to understand global governance dynamics? (ii) How can this be implemented in practice?

Cloud computing is changing the way organizations approach technology and its infrastructure. However, in spite of its attractiveness, cloud computing can be seen as a threat in terms of compliance. Given its intrinsic distributed nature, regulations and laws may differ and customers and cloud providers must find a way to balance increasing compliance pressures with cloud computing benefits. In this paper, the authors present a framework aimed to help organizations to cope with compliance aspects in their cloud-oriented environments. Built upon current literature on the topic and qualitative approaches, the framework has been implemented in two organizations. Results from its contribution are encouraging, leading to adopter organizations to less reported compliance violations and higher contribution of cloud computing to overall quality of service and organizational compliance management.

Implementation of Good Governance in Government Agencies. This study of how theactual implementation of good governance, especially at the Office of National Unity, Politics andPublic Protection (Kesbangpolinmas) year from 2012 to 2014 in the city of Dumai. Based onresearch conducted Kesbangpolinmas Office of Dumai yet implementing or applying the valuesof good governance in committed, especially against the three main principles, namely, theimplementation of principles of participation, transparency and accountability. The method usedis a qualitative research method in which one of the research procedures that produce descriptivedata and the data obtained more complete, more deeply so that the research objectives can beachieved. The research location is on the Office of National Unity, Politics and Public ProtectionDumai. Authors gather research data from several books, government regulations, journals andinterviews with informants research that Kesbangpolinmas office clerks, community organizationsand political parties. This research resulted in the conclusion that the obstacles in theimplementation of good governance at the Office of National Unity, Politics and Public Protectionin 2012-2014 in Kota Dumai is intenal factors which include officials from the institutions andattitudes. As well as from external factors include CSOs / NGOs and political parties. Therefore, theOffice Kesbangpolinmas more attention to performance, whether it is in accordance with applicableregulations. To avoid obstacles in conducting a policy especially related to society.

We investigate the impact of health aid on infant mortality conditional on the quality of governance in 96 recipient countries. Our analysis applies the long difference estimator and instrumental variable estimation, with aid instrumented by donor government fractionalization interacted with the probability of allocating health aid to a recipient nation. The effectiveness of health aid in reducing infant mortality is conditional on good governance (measured either as government effectiveness or control of corruption). Specifically, health aid to a recipient nation that experiences a one standard deviation improvement in government effectiveness reduces infant mortality by about 4 percent. Our findings reaffirm the importance of improving the quality of governance in recipient nations.

Currently colleges are under pressure from the government to show maximum results for the funds that have been given by the government. Good university governance is still a hot topic to talk about. There are six things that must be considered in managing a good college, namely: governance, management of academic programs, human resources, funding, university assets, and quality assurance. This fact is interesting to study further, how the efforts of state Islamic universities to develop good governance in order to develop the quality of education in their institutions, especially after institutional transformation from IAIN / STAIN to UIN. The purpose of the Consultancy Project was to help move the organization forward as they stabilized their operations. The nonprofit is a vocational rehabilitation facility located in the southeastern United States. The pseudonym is "Better than Good," referred to as BTG. Their mission is to provide employment and training opportunities for individuals with barriers to employment. Better than Good has been in existence for 30 years and has experienced some operational and fiscal challenges the last few years. As a result of the challenges, all the energy and focus by the Board of Directors and staff was placed on governance and oversight. The primary objective was to understand the organization's brand value and provide the board and executive leadership with tangible solutions that could be implemented in the short term, while helping to transform them into a sustainable culture of growth and development. The consultancy focused on several areas including board policy review, committee structures, resource development, fundraising, and business partnerships. The challenges of executing the consultancy project included transforming the board from governance to development through the implementation of policy changes and new standing committee structures. Identifying financial resources for a new staff member to focus on community resource partnerships was also a challenge. While challenging, the results of the consultancy project included several successes, including the hiring of a community resource officer to focus on resource development and business partnerships. A grant writing resource was also identified to assist with with state and federal grants and the development of an annual fundraiser. The success of the project has been quantified by the organization to have a forecasted year one impact of ~ $150k and a 3-year impact of ~ $600k.

Perubahan ini juga berakibat pada pola hubungan antara pemerintah, sektor swasta dan masyarakat menjadi lebih sejajar dan demokratis. Current state and government delivery cannot be separated from the very rapid anddramatic changes that occur on a global scale. The emergence of the concept of "governance" is one of the answers to these changes. In the concept of "governance" there is a paradigm shift in the administration of the state and government from "government" to "governance", as a consequence of this change that the government no longer holds a monopoly in the administration of the State, but must share roles with both the private sector and civil society community). This change also resulted in a pattern of relations between the government, the private sector and society becoming more equal and democratic.
