AbstractAn often overlooked tension in liberal theory turns on its commitment to procedural accounts of legitimacy on the one hand, and to the robust protection of the right of citizens to dissent on the other. To the extent that one evaluates legitimate decision-making on the basis of the procedures that bear on it, determining how extra-procedural expressions of dissent fit into the picture becomes a complex undertaking. This is especially true if one accepts that protecting extra-procedural expressions of dissent is itself foundational to the overall legitimacy of the state. My aim in this paper is to explore some of the implications that follow from this tension. The paper proceeds in two parts. In the first part, I review the political grounds that support a protection on dissent. By drawing on its republican foundations, I argue that the functional role that the right to dissent serves in complex political communities is intimately connected to concerns over legitimacy. I claim that for the right to perform its function successfully, protections must be placed on both procedural and extra-procedural forms of dissent. The second part of the paper issues a direct challenge to procedural accounts of legitimacy. If a protection on citizen dissent is vital to legitimating government action, and if that protection necessarily extends to both procedural and extra-procedural forms of dissent, it follows that legitimacy cannot be captured by procedure alone—even procedures that secure the fair and equal participation by all affected parties.

AbstractAs contemporaries frequently pointed out, and often in disparaging terms, the governing institutions of the British East India Company contained an almost unprecedented 'democratical' element. By this, they were referring to the Company's General Court of Proprietors, its sovereign deliberative body, composed of all East India stockholders. Ownership of certain proportions of stock conferred the rights to participate in debate, to vote on policy, and to elect on an annual basis the directors who governed the day‐to‐day affairs of the Company. These electoral rights were granted solely by virtue of stock‐ownership and made no distinctions based on sex, social status, nationality or religion. This article examines the ways in which women, non‐Britons and religious minorities, in particular, took advantage of the opportunities for political participation opened up by the politicisation of the East India Company's general court in the 1760s, as well as the ways in which this was discussed and debated by contemporaries both in parliament and the press. Tracing the political activities of Mary Barwell, William Bolts and Joseph Salvador provides a unique window into a variety of ways in which the Company offered an alternative venue for political activity for groups often otherwise excluded from the formal politics at Westminster. In doing so, it also shows how the democratic elements of the Company's general court played a significant role in shaping the reform of the East India Company between 1767 and 1784, a process which ultimately led to their curtailment.

This study aims to identify the role of electronic journalism in Jordan's parliamentary elections, which were held in late 2016 and were conducted through a practical study of the students of the Arab Open University (Jordan). To achieve the objectives of the study, the researcher used the analytical descriptive approach. Guided by some of the foundations of the two democratic theories of communication and social responsibility, the former calls for the right of citizens to obtain the right information, guidance and facts, while the latter stresses the need for the press to carry out its duties toward the political development of society. The study was based on the prescriptive curriculum and on a simple random sample of 177 students from the Arab Open University (Jordan Branch), who were given a resolution designed for this purpose. The study showed a series of results, the most important of which were: There is a moderate degree of role of the electronic press in disseminating facts, information and guidance on the 2016 parliamentary elections, a weak degree of oversight of the electronic press in parliamentary elections, and a moderate degree of electronic journalism in the political development process. There were statistically significant differences at the level of significance (a =0.05) in the disadvantages of using electronic press and in its role in political development during parliamentary elections, of the gender variant, and the differences came in favor of males.

The Brazilian Constitution provides a remarkable set of social rights, including the right to housing. Despite this fact, struggles for decent living conditions have become key issues in the daily urban lives of many people in Brazil. Contesting the differentiated access to housing, social movements occupy empty buildings in the cities to challenge historically-rooted and excluding urban politics. Exploring the occupants' agency, Bea Wittger draws attention to the important role of female actors within the buildings. Through oral histories of participants of two squats in Rio de Janeiro, the book delivers a deep insight "from below" into their own perspectives on citizenship and gender.

One of the enduring conclusions of political economy is that the government's share of the economy tends to grow over time and with a rising gross domestic product (GDP) per capita. Yet, from the late 1980s through to 2008, government spending as a percentage of GDP declined in the typical year in affluent democracies. Synthesizing and building on literatures on the welfare state, state size and neoliberalism, we evaluate three explanations for the expansion and retrenchment of government spending as a percentage of GDP. We estimate fixed effects models of three measures of changes and cuts in government spending. In the full sample 1971–2008, changes and cuts were driven by the structural pressures of unemployment and trade openness, and the institutional factor of the adoption of the Euro. However, this conceals important historical variation. In the earlier period of expansion, the power resource of unionization was the most robust influence. In the later period of retrenchment, changes and cuts were shaped by the adoption of the Euro and a set of structural pressures. In contrast to previous research, changes and cuts in government spending are not associated with a country's GDP per capita after the mid-1980s. International law, its masters tell us, is "the vanishing point of jurisprudence." So must be international politics, and all of international relations, for political theory. The recurrent and directing theme in political theory is the problem of order—how it is provided, maintained, altered, and so on. Order resides in orderly relations, that is, patterned and predictable relations, among people, but is abstracted from those relations as any arrangement of norms and institutions that distributes values among people. Among peoples, political theorists favor the alternative premise that anarchy, not order, reigns. By not existing, international order needs no explaining. Evidence to the contrary can be explained away as anomalous or ephemeral, and therefore not of theoretical interest. From this follows the dominance of concern for conflict and disorder and the paucity of theory in the study of international politics.

At the turn of the 19th century, Teplitz was a well-known spa at the border between North Bohemia and Saxony. It was also part of the seignorial estates of the Clary-Aldringen family who had been promoted to Princely House in 1767. The first Princes of Clary- Aldringen led an aristocratic way of life in their palaces in Vienna and Prague and in their castle in Teplitz. The letters and diaries written by Charles Joseph of Clary-Aldringen provide essential information to understand how this aristocratic family faced the challenges of the revolutions and restorations in Central Europe. Those were unstable times when political and social powers became questioned while new nations were emerging in central Europe.What is at stake then in their lives when the revolutionary upheavals unbalance the dynastic order in Europe? This research aims to analyse how this princely House managed to face the transformations in aristocratic culture at the end of the Holy Roman Empire and in the first decades of the Austrian empire. Indeed the Clary-Aldringen left a hoard of visual documents also with financial and administrative records, all showing the striking features of the "First Society" in the Habsburg monarchy. The archives lead us back to a period when amateur theatre, paintings and writings were given pride of place. The exceptional variety of the documents found allows us to better apprehend how the aristocrats of the Habsburg monarchy conceived their roles and their legitimacy in Europe during the period of revolutions and just before the Spring of the Peoples. This paper applies a meta-analysis method to investigate the moderating impact of political stability on the relationship between ownership identities and firm performance in the Middle Eastern countries (i.e., the Arab World). The study collected 105 correlations from 46 previous studies with 11,999 observations in 11 Middle Eastern countries. The findings show that most ownership identities such as institutional ownership, government ownership, inside ownership, and family ownership have positive relationship with firm performance. Another interesting finding shows that in countries with political instability, the level of ownership identities such as institutional ownership, foreign ownership, and inside ownership play an important role in controlling companies, which leads to firm performance. The meta-analysis results reveal that different levels of political stability have an impact on the role of the majority shareholders. The findings provide evidence that the performance of ownership identities in the Middle Eastern countries remains effective, especially with the existence of fair protection rights and political stability.

Achieving a tobacco-free military requires rethinking current perceptions of service members' tobacco use and unmasking the forces perpetuating those perceptions. Prohibiting tobacco use would be entirely consistent with other military requirements regarding health.

The article provides a comparative analysis of the key characteristics of preemptive terms in civil law, civil, arbitration proceedings, as well as in tax law. The definition of preventive terms, as well as their legal features, are not enshrined in legislation. However, acts of the Federal Tax Service, judicial practice, civil and financial and legal doctrines recognize them as a specific type of terms for exercising both civil rights and the rights of participants in tax legal relations. The admissibility of the reception of the civilistic approach to the substantiation of the essence of the pretrial period in the tax process is substantiated. The author critically assesses the current judicial practice to justify the violation by the tax authorities of the deadlines for the exercise of power. It proves the presence of preventive deadlines in the tax process and the need for their strict observance by law enforcers. On the basis of doctrinal teachings and analysis of law enforcement acts, the main features of preclusive deadlines in the tax process and the goals of their legislative fixation have been developed. It has been revealed that it is advisable to establish the criteria for classifying a term as a preventive term from the analysis of the norms of the Tax Code of the Russian Federation, which imperatively regulate the consequences of violating the terms. Such consequences lead to the termination of the right of the tax authority to exercise its powers and to carry out the relevant legally enshrined procedural actions. The necessity of further study of the institute of terms in the tax process is substantiated. The task of the science of tax law, and subsequently the legislator, is argued, to develop and fix the legal regime of preventive deadlines in the tax process.

BackgroundElectronic cigarettes (e-cigs) as substitute devices for regular tobacco cigarettes (r-cigs) have been increasing in recent times. We investigated neuronal substrates of vaping e-cigs and smoking r-cigs from r-cig smokers. MethodsTwenty-two r-cig smokers made two visits following overnight smoking cessation. Functional magnetic resonance imaging (fMRI) data were acquired while participants watched smoking images. Participants were then allowed to smoke either an e-cig or r-cig until satiated and fMRI data were acquired. Their craving levels and performance on the Montreal Imaging Stress Task and a 3-back alphabet/digit recognition task were obtained and analyzed using two-way repeated-measures analysis of variance. Regions-of-interest (ROIs) were identified by comparing the abstained and satiated conditions. Neuronal activation within ROIs was regressed on the craving and behavioral data separately. ResultsCraving was more substantially reduced by smoking r-cigs than by vaping e-cigs. The response time (RT) for the 3-back task was significantly shorter following smoking r-cigs than following vaping e-cigs (interaction: F (1, 17) = 5.3, p = 0.035). Neuronal activations of the right vermis (r = 0.43, p = 0.037, CI = [-0.05, 0.74]), right caudate (r = 0.51, p = 0.015, CI = [0.05, 0.79]), and right superior frontal gyrus (r = -0.70, p = 0.001, CI = [-0.88, -0.34]) were significantly correlated with the RT for the 3-back task only for smoking r-cigs.
