Ten years ago, Christian Hay & Uwe Brendle examined whether the German environmental agencies had been able to shift from national to European competences. The result was negative. In order to support the EU-work of environmental agencies, the DNR founded in 1991 the EU-Coordination position. This article examines this coordination position in three steps: (1) the functioning of the coordination position, (2) its role regarding EU-work of the German environmental agencies today, & (3) an assessment of success of their work & its possible development. 6 References. Ein Blick allein auf Umweltverbände und die Umweltbewegung reicht nach Meinung des Autors nicht aus, um die Dynamik der letzten Jahre zu erfassen, denn eine Reihe weiterer Entwicklungen haben die politische Behandlung der Umweltprobleme grundlegend verändert. Es gilt, diese Gesamtdynamik von Diskursen und Akteuren der Umweltpolitik zu berücksichtigen, da erst eine solche Gesamtschau eine Einschätzung der politischen Bedeutung des Umweltthemas ermöglicht. In diesem Feld kann dann die Rolle der Umweltorganisationen und der Umweltbewegung neu bewertet werden. In der vorliegenden Einleitung zum Heftthema werden zwei zentrale Dimensionen dieser Veränderungen aufgegriffen: Die Entwicklungen einer Umweltdiskussion auf globaler Ebene mit der Ausstrahlung insbesondere der Konferenz von Rio de Janeiro 1992 sowie die Veränderungen der politischen Landschaft auf europäischer und nationaler Ebene. Der Autor gibt ferner eine kurze Einleitung in die Beiträge des Forschungsjournals. (ICI2)

Roose discusses the ability of national environmental organizations to become active on the European level. He finds comparatively little activity by environmental organizations with respect to European institutions. However, an explanation of this finding with the dilemma of the logic of membership & the logic of influence is not plausible, as other findings are in contradiction to it. To understand the little engagement of national environmental organizations on the European level, one has to look at the underresourced organizations that are confronted with an unfamiliar political system. 29 References. ZusammenfassungDebatten um gesellschaftliche Spaltung haben derzeit Konjunktur. Allerdings bleibt oft unscharf, was darunter verstanden wird. Somit fallen die Diagnosen zum Zustand der Gesellschaft unterschiedlich, bisweilen sogar gegensätzlich aus. Dieser Literaturüberblick systematisiert das Konzept "politische Polarisierung" und trägt die bisherigen Befunde zusammen. Gerade mit Blick auf die USA ist die Forschung vielfältig, allerdings nur bedingt übertragbar auf Deutschland. In einem Dreischritt wird die Literatur nach den jeweils betrachteten Formen von Polarisierung geordnet, nach Ursachen von Polarisierung befragt, und schließlich die Folgen von Polarisierung für demokratische Gemeinwesen diskutiert.
