This article explores how conceptions of choice and visions of the future are constructed within the context of specialized arts programs in two Canadian public high schools. The authors consider how discourses of the arts are implicated in the way that possible futures are envisioned differently, delimiting the range of choices available to students. Their analysis shows how choices are unequally distributed and possible futures unequally constructed in ways that reinforce social class hierarchies. The discussion of the data is organized around the contrast in how three tropes—"the architect," "the fifth year," and "being lazy"—emerge in both school contexts in relationship to students' futures. By illustrating how the arts operate in this process, the authors challenge the common assumption that arts programs have the inherent ability to transcend social structures in general and social class processes in particular. The authors conclude by considering the implications of their analysis for how notions of choice are understood in relationship to specialized arts programs.

The authors on the basis of domestic and foreign experience of regional programming analysis justify the need to expand the scope of the federal target programs in the regional management, analyze the reasons underlying their decreased efficiency and popularity. The situation in the field of study is thoroughly analyzed with emphasis on poorly studied aspects of programming, such as: rationale and selection of progressive forms and methods of development and implementation of federal targeted programs taking into account peculiarities of the current situation in Russia and its regions, the role of the federal targeted programs as a regional management tool and the use of financial resources. The article focuses on the use of federal targeted programs as a method of the Altai Territory economy and social sphere management. This section of the article reveals the general pattern of federal targeted programs funding for over a decade, as well as a number of specific aspects of their implementation. The key federal programs are highlighted, the part of funding allocated to each program, the role of the territory in co-financing the programs are described. The systemization of topical challenges and prospects of the target programming development (search for additional sources of financing, implementation of the programs in case of changes in their duration and subordination, the description of the main ways of improvement and methodological approaches to the development and implementation of federal targeted programs, etc.) made by the authors on the basis of academic literature analysis is of particular interest. The authors proposed ways of improving the development and implementation of federal targeted programs covering both problems in methodology and methods of forming the federal program and the problems of organizational and resource constraints.DOI 10.14258/izvasu(2015)2.1-36 ; Авторы на основе отечественного и зарубежного опыта регионального программирования обосновывают необходимость расширения области применения федеральных целевых программ (ФЦП) в практике регионального управления и анализируют причины, повлекшие за собой снижение эффективности и интереса к ним. Достаточно детально охарактеризована научная ситуация в анализируемой области исследования с акцентом на слабоизученные аспекты программирования, такие как обоснование и выбор прогрессивных форм и методов разработки и реализации ФЦП с учетом особенностей современного этапа развития России и ее регионов, роль ФЦП как инструмента регионального управления и рационального использования финансовых ресурсов и т. п. Центральное место в статье занимает анализ использования ФЦП как метода регулирования экономики и социальной сферы Алтайского края. Авторы раскрывают как общую картину финансирования ФЦП на протяжении 10 лет, так и ряд конкретных моментов их реализации. Выделены ключевые федеральные программы, показано место каждой из них в общем объеме финансирования, охарактеризована роль края в софинансировании целевых программ. The growing diversity of student populations within the public schools of the United States and the lack of diversity present in the current pool of certified teachers are of great interest to colleges and universities seeking to increase the diversity of teacher candidates. Researchers explored the factors that encouraged African American male teachers in a large southeastern public school division to complete an accredited teacher education program leading to state licensure. Completed questionnaires and structured interviews with 11 African American male educators from elementary and secondary classrooms provided data revealing the barriers, motivations, and supports related to the retention of African American males in college and university teacher preparation programs.
