Ende 2023 veröffentlichte die Internationale Standard Organisation (ISO) eine neue Norm zur Treibhausgasneutralität: ISO 14068-1. Sie enthält von internationalen Fachleuten abgestimmte Begriffe, Prinzipien und Anforderungen für THG-neutrale Organisationen und Produkte. Sie hat aber auch erhebliche Schwächen, da sie Aussagen zur THG-Neutralität auch bei hohen fossilen THG-Emissionen und umweltschädlichen THG-Entnahmen erlaubt. In einem Factsheet beschreibt und bewertet das Umweltbundesamt diesen Standard. Sein Fazit: Aussagen zur THG-Neutralität tragen nur dann sinnvoll zum ⁠Klimaschutz⁠ bei, wenn Unternehmen mehr tun als die Norm verlangt. Sie müssen vor allem ihre THG-Emissionen konsequent verringern.

In late 2023, the International Standard Organization (ISO) published a new standard on carbon neutrality: ISO 14068-1. It provides terminology, principles and requirements for GHG-neutral organizations and products, agreed by international experts. However, it contains significant shortcomings as it allows GHG-neutrality claims to be made using high fossil based GHG emissions and environment-damaging GHG removal methods . In a factsheet, the German Environment Agency (⁠UBA⁠) describes the new carbon neutrality standard and concludes: Credible GHG-neutrality claims must go beyond the standard. Above all, companies must consequently reduce their GHG emissions.

I estimate a dynamic stochastic general equilibrium (DSGE) model for the United States that incorporates oil market shocks and risk shocks working through credit market frictions. The findings of this analysis indicate that risk shocks play a crucial role during the Great Recession and the Dot-Com bubble but not during other economic downturns. Credit market frictions do not amplify persistent oil market shocks. This result holds as long as entry and exit rates of entrepreneurs are independent of the business cycle.

Klimaneutral produzierter Wasserstoff ist von großer Bedeutung für das Energiesystem der Zukunft: In Wasserstoff und dessen Folgeprodukten, etwa Methan, Ammoniak oder Methanol, lässt sich Energie speichern, über lange Strecken transportieren und vielseitig einsetzen. Insbesondere in Bereichen, in denen eine direkte Elektrifizierung nicht möglich ist, kann "grüner Wasserstoff" somit dazu beitragen, den Ausstoß von Treibhausgasen zu verhindern. Das gilt zum Beispiel für die Stahlerzeugung, Teile der Chemieindustrie oder die Seeschifffahrt. In diesem "Kurz erklärt" erläutert das Akademienprojekt "Energiesysteme der Zukunft" (ESYS) die Grundlagen dieses Hoffnungsträgers für eine klimaneutrale Lebens- und Wirtschaftsweise und geht auf zukünftige Einsatzperspektiven ein. Die Publikation zeigt: Auch wenn Wasserstoff bereits heute in der Industrie verwendet wird, wird der Bedarf in den nächsten Jahrzehnten deutlich steigen. Klimaneutraler Wasserstoff wird eine Schlüsselrolle bei der Energiewende einnehmen. Damit das gelingt, sind jedoch noch Hürden zu nehmen und gezielt Entscheidungen zu treffen. This study assesses whether existing international carbon market methodologies for determination of additionality and baselines and monitoring, particularly those from the Clean Development Mechanism (CDM), can be adjusted to transition to the Article 6.4 mechanism. We highlight the necessity of drawing from the experiences of the Kyoto Protocol. CDM methodologies need to be modified to align with the more rigorous requirements of Article 6.4 of the Paris Agreement. Reaching consensus among Article 6.4 Supervisory Body (SB) members on developing a methodology guidance has been challenging and shows that there is a wide range of interpretation of the Article 6.4 methodology requirements. On this basis, we discuss different options to operationalise the Article 6.4 methodology requirements and focus on the option to develop overarching methodological tools that can be applied to make CDM methodologies "Article 6.4 proof". We illustrate this approach by applying it to two CDM methodologies, ACM0005 ("Increasing the blend in cement production") and ACM0006 ("Electricity and heat generation from biomass"). For these methodologies, we propose specific adjustments to ensure alignment with Article 6.4 requirements, particularly regarding additionality determination, avoidance of lock-in of emissions, quantification of emission reductions and monitoring, reporting, and verification (MRV).

This report summarizes key lessons learned from the Kyoto Protocol's Clean Development Mechanism (CDM) and Joint Implementation (JI) for the new Article 6.4 mechanism of the Paris Agreement. The report first provides an overview of the issuance and use of carbon credits under these mechanisms. This is followed by an assessment of what elements of the existing mechanisms could be transferred to the Article 6.4 mechanism. Some provisions from the CDM can be transferred with only minor adjustments as they are the result of substantial refinement and overhaul. This includes the rules and regulations for the project cycle, accreditation of auditors, validation and verification, provisions to ensure transparency and the governance structure. However, in other areas, Article 6.4 rules should be strengthened compared to the CDM and JI, mainly with regard to demonstrating additionality, quantifying emission reductions, addressing non-permanence and social and environmental safeguards. Based on the experiences with CDM and JI, we recommend that mitigation activities under the Article 6.4 mechanism should be considered 'high-hanging fruits', enhance ambition, have a high likelihood of additionality, provide co-benefits for other sustainable development targets, and ensure that emission reductions can be reasonably attributable to the mitigation activity.

This fact sheet surveys the role of Article 6 of the Paris Agreement (PA) in the Nationally Determined Contributions (NDCs) that Parties have submitted to the UNFCCC. The findings indicate that there is in general considerable openness towards Article 6, with the intention to buy ITMOs or A6.4ERs being much more limited than to sell such units. The distribution between sellers vs. buyers largely reflects the structure known from the Kyoto Protocol and its Clean Development Mechanism (CDM), indicating that the distribution of roles might persist under the Paris Agreement. The fact sheet finds that complementing the findings of the NDC analysis with country-specific research could provide a more complete picture about the role Article 6 could play in the implementation of the Paris Agreement.
