Purpose
– The purpose of this paper is to investigate whether is Belgrade (Serbia) suitable candidate for introduction of Heat Health Warning System (HHWS). Belgrade has high population density, considerable share of built up area and lot of multi floor buildings that are factors of heat-health vulnerability.


Design/methodology/approach
– The authors analyzed the impact of weather conditions on human health in Belgrade during the summer 2007 that was extremely warm in Southeastern Europe and Serbia. Daily cardiovascular, cerebrovascular and respiratory mortality counts were used in Poisson regression model with air temperature as predictor variable. Also, three different heat wave indices (Warm Spell Duration Index, apparent temperature and index based on daily minimum temperature) were tested in order to estimate their ability to capture episodes with mortality higher than expected.


Findings
– The temperature has the highest influence on cerebrovascular and cardiovascular mortality, while slightly modifies respiratory mortality. According to regression equation, a 1°C increase in mean daily temperature is associated with a 4.6 percent (p<0.0001), 2.2 percent (p<0.0001) and 1.6 percent (insignificant for p<0.10) increase in cerebrovascular, cardiovascular and respiratory mortality, respectively.


Originality/value
– Even thought the Law recognizes the heat wave as natural hazard, there is no concrete measures and action for prevention of excess mortality. It is shown that extreme temperature had numerous social consequences on city's residents in the summer 2007. Given the results the authors got, it is recommended that the HHWS should be implemented in health protection plans in Belgrade.

Turbulent periods of transition from socialism to neoliberal capitalism, which have affected the relationships between holders of power and governing structures in Serbia, have left a lasting impact on the urban spaces of Belgrade&rsquo ; s cityscape. The typical assumption is that the transformation of the urban form in the post-socialist transition is induced by planning interventions which serve to legitimize these neoliberal aspirations. The methodological approach of this paper is broadly structured as a chronological case analysis at three levels: the identification of three basic periods of institutional change, historical analysis of the urban policies that permitted transformation of the subject area, and morphogenesis of the selected site alongside the Sava River in New Belgrade. Neoliberal aspirations are traced through the moments of destruction and moments of creation as locally specific manifestations of neoliberal mechanisms observable through the urban form. Comparison of all three levels of the study traces how planning and political decisions have affected strategic directions of development and, consequently, the dynamics and spatial logic of how new structures have invaded the street frontage. The paper demonstrates that planning interventions in the post-socialist transition period, guided by the neoliberal mechanisms, has had a profound impact on the super-block morphology.

Formal education of asylum seeker children in Serbia officially started in September 2017, when the consequences of European border regime became more obvious. In spite of the official attitude that Serbia is a transit country, there was a pressure to improve integration policies regarding migration, since a lot of people wanting to seek asylum in European Union have remained in Serbia for months. Educational inclusion is the aspect of asylum seekers' integration in which the most resources and effort was invested. In this article, I try to define the notions of social and educational inclusion in relation to integration policies of asylum seekers coming from different cultural backgrounds and in relation to existing educational inclusion policies.

The locational strategies of APS have influenced the creation of another center called New Belgrade next to the traditional central business district (CBD). Over the last ten years, government planning documents and the location preferences of foreign firms have made New Belgrade the most attractive business location in Serbia. In a sample of the leading APS firms in Belgrade, 129 firms are analyzed in terms of firm sector, ownership, and location. The results confirm the multipolar-monocentric pattern, which appears to be a common feature in many European cities.

Aim: Political decisions usually emerge from the competing interests of politicians, voters, and special interest groups. We investigated the applicability of an advanced methodological concept to determine whether certain institutional positions in a cooperating network have influence on the decision-making procedures. To that end, we made use of the institutional network of relevant health care and health governance institutions, concentrated in Belgrade, Serbia.Methods: We used a Principal Component Analysis (PCA) based on a combination of measures for centrality in order to evaluate the positions of 25 players in Belgrade"s institutional network. Their directed links were determined by a simulated position approach employing the authors" long-term involvement. Software packages used consisted of Visone 2.9, UCINET 6, and KeyPlayer 1.44.Results: In our analysis, the network density score in Belgrade was 71%. The PCA revealed two dimensions: control and attractiveness. The Ministry of Health exerted the highest level of control but displayed a low attractiveness in terms of receiving links from important players. The National Health Insurance Fund had less control capacity but a high attractiveness. The National Institute of Public Health"s position was characterized by a low control capacity and high attractiveness, whereas the National Drug Agency, the National Health Council, and Non-Governmental Organisations were no prominent players.Conclusions: The advanced methodologies used here to analyse the health care policy network in Belgrade provided consistent results indicating that the intended decentralization of the health care network in Belgrade may be incomplete, still with low participation of civil society representatives. With the present study we set the stage for a broad-range survey based data collection applying the methodology piloted in Belgrade.

The paper examines the concept of individual and collective value identities based an emotionalist understanding of values. The main perspective it discusses is one where emotions are the most important practical instruments for the clarification of individual and collective values. The argument implies that moral emotions are not irrational, but have a logic of their own which can reliably pinpoint the persons' value system; emotions are thus crucial building blocks of an ethics which is able to enhance personal and moral identity. This particular ecology of moral emotions is pivotal in crisis periods, such as the global pandemics, wars or system crashes, either economic, or political, security, diplomatic or cultural. In the current circumstances, where the already shaken individual and collective values throughout the world have been shaken by the Covid-19 pandemic, understanding identities as fundamentally couched in moral emotions may be critical to saving our cultures and our legacies of social and moral capital.
