This paper examines the issue of whether workers learn productive skills from their co-workers, even if those skills are unethical. Specifically, we estimate whether Jose Canseco, one of the best baseball players in the last few decades, affected the performance of his teammates. In his autobiography, Canseco claims that he improved the productivity of his teammates by introducing them to steroids. Using panel data on baseball players, we show that a player's performance increases significantly after they played with Jose Canseco. After checking 30 comparable players from the same era, we find that no other baseball player produced a similar effect. Clearly, Jose Canseco had an unusual influence on the productivity of his peers. These results are consistent with Canseco's controversial claims, and suggest that workers not only learn productive skills from their co-workers, but sometimes those skills may derive from unethical practices. These findings may be relevant to many workplaces where competitive pressures create incentives to adopt unethical means to boost productivity and profits. -- Peer effects ; corruption ; crime ; externalities

A story of wartime intelligence, super-power relations and spies and their handlers - seen through the experience of Melita Norwood. On September 11th 1999 The Times newspaper carried the front page article "Revealed: the quiet woman who betrayed Britain for 40 years. The spy who came in from the Co-op." Melita Norwood, the last of the atomic spies, hadfinally been run to ground, but at 87 she was deemed too old to prosecute. Her crime: the shortening of the Soviet Union's atomic bomb project by up to 5 years. At a time when the world faces fresh dilemmas caused by the proliferation of nuclear weapons, this is the remarkable story of a much earlier drama. After the atomic bomb strikes on Hiroshima and Nagasaki in August 1945, British and American intelligence estimated the earliest date for the production of a Soviet bomb to be 1953. In fact, the Soviet Union went nuclear in 1948, and tested an atomic bomb in 1949. The Soviet Union's bomb coincided with the onset of The Cold War, and threatened humankind with extinction. Melita Norwood was a member of one of those communist spy networks in America and Britain, who by guaranteeing those weapons of mass destruction threw down a challenge to America as sole superpower in the post-Second World War era. This fascinating book sets her in the context of the times, and uses her as a prism and focus through which to investigate the whole milieu. Extensive research has been conducted on the economics of standards in the last three decades. To date, standard-setting studies emphasize a superior role of demand-side-driven technology diffusion; these contributions assume the evolution of a user-driven momentum and network externalities. We find that consumers wait for a dominant standard if they are unable to evaluate technological supremacy. Thus, supply-side-driven activities necessarily need to address an absence of demand-side technology adoption. Our paper focuses on Blu-ray vs. HD-DVD as an illustrative case of consortia standard wars. One central role of consortia is to coordinate strategic behavior between heterogeneous agents, e.g. incumbents, complementors (content providers) and others, but also to form a coalition against other standard candidates. More precisely, we argue that agents signal standard-setting war outcomes through consortia events. We depict the essential role of consortia structures for the recently determined standard war between the High-Definition disc specifications Blu-ray and HD-DVD. Therefore, the paper suggests that unique supply-side dynamics from consortia structures, consortia announcements and exclusive backing decisions of firms determined the standard-setting process in the Blu-ray vs. HD-DVD standard war. This study is based on the following data: movie releases and sales numbers, membership affiliation for structural consortia analysis, and an in-depth event study. A detailed comparison of the technological specifications of both standard specifications supports our argument that there was no technological supremacy of one standard candidate from a consumer-oriented usecase perspective. We furthermore clarify that content providers (complementors) such as movie studios and movie rental services feature a gate-keeping position in the Blu-ray vs. HD-DVD standard war. In the case of Blu-ray, film studios decided the standard war because the availability of movie releases, but not technological supremacy, made the standard attractive to consumers. Finally, we find that there is a co-evolution of the consortia in terms of membership dynamics. Particularly, firm allegiance of heterogeneous agents plays a crucial role.

In diesem Beitrag möchten die Autoren diese Schieflage durch eine Untersuchung der formalen Rolle subnationaler Verwaltungen bei der Implementation von EU-Regulierungen, insbesondere bei der Umsetzung von Richtlinien, zurechtrücken. Subnationale Verwaltungen spielen eine zweitrangige, aber zunehmend wichtige Rolle bei der Anwendung dieser Maßnahmen. Ihr Einfluss ist relativ groß in der Umwelt- und Sozialpolitik, ebenso bei der Verhinderung von Korruption bei der Vergabe öffentlicher Aufträge. In dezentralen Staaten zeigt sich eine höhere Stufe subnationaler Einbindung, allerdings verringert sich durch die Beteiligung der Regionen an der nationalen Politik und durch eine hohe Anzahl an regionalen Verwaltungsbehörden die Wahrscheinlichkeit, subnationale Umsetzungsinitiativen zu finden. Außerdem ist die subnationale Einbindung stärker in Staaten mit regionalen Gebieten, die sowohl über eine gewählte Regierung als auch über eine spezielle Vereinbarung zu ihren EU-Beziehungen verfügen.
