Résumé cet article étudie les débats de réforme bancaire entre les théoriciens quantitativistes et leurs opposants, aux États-Unis, entre la panique bancaire de 1907 et la création du Système Fédéral de Réserves (FED) ; période dans laquelle se situe la publication de l'ouvrage d'Irving Fisher (et Harry G. Brown) Le pouvoir d'achat de la monnaie . Ces débats aboutirent au rejet de la proposition fishérienne du dollar compensé (une règle de variation du prix légal en or du dollar afin de stabiliser un indice du niveau général des prix) et à l'adoption d'une vision extrêmement différente de la banque centrale. L'accent est mis sur les contributions de Fisher, David Kinley, J. L. Laughlin, R. L. Owen, O. M. W. Sprague et de H. Parker Willis.

Cette étude explore des analogies, parallélismes et liens entre intégration monétaire et intégration en matière de défense au sein de l'Union européenne à l'aide de plusieurs dimensions : le contenu de la politique et la logique inhérente de chaque instrument ; facteurs qui déclenchent le processus d'intégration et son organisation ; aspects institutionnels ; intégration différenciée et la place relative pour la construction européenne. Malgré le caractère fondamentalement différent de l'organisation des deux domaines (supranational et inter-gouvernemental, respectivement) on peut affirmer que l'esprit de la construction européenne influence la forme des débats, négociations et compromis, ce qui indique une sorte de fertilisation croisée entre domaines de politique. Étant donné le degré différent d'avancement, l'expérience de l'union économique et monétaire pourrait être analysée de façon à bénéficier la création de l'union de sécurité et de défense. L'étude évoque également des liens entre les deux domaines, l'écart entre dispositions du Traité et réalisations concrètes ainsi que le rôle du couple franco-allemand.

International cooperation in monetary policies as it was "invented" at Bretton Woods is based on a principle of fairness & the idea of creating a legal & institutional framework limiting state sovereignty in favor of cooperation. Although this ideal did not hold up through exchange crises, the fairness principle has never explicitly been challenged, & a fairly broad consensus between Europeans & Americans has endured. However, since that episode, the IMF & the World Bank have mainly played a crisis management & consulting role in macro- & even microeconomic policy. Does the completion of the European monetary union prefigure the constitution of a large monetary bloc to compete with that of the dollar, doing away once & for all with the notion of an international monetary authority? The rising protest against "messy globalization" that has come to the fore without really threatening international financial institutions should nevertheless incite a revision of a system based on the hegemony of the strongest, the legitimacy of which is already dwindling.
