The article discusses critical opinions addressed at present to the UNO by the States and scholars. It was already during the San Francisco conference that the States raised objections to the adopted solutions. After 43 years of its existence, the UNO is still far from fulfilling the hopes which were fostered at the time of its foundation. The causes of shortcomings may be found in structural and managerial deficiencies. The complexity of the UNO structure influences the dissipation of efforts and makes the coordination more difficult. The waste of means on countless programmes, sub-programmes and projects has often been subject to criticism. The efforts to increase efficiency through establishing organs which were to improve the system failed (eg. Administrative Commitee on Co-ordination, Commitee on Programme and Co-ordination, Joint Inspection Unit). However, those organs helped to record and disclose shortcoming and their sources by way of Publishing critical reports. Managerial problems consist mostly in difficulties with poor professional qualifications of the UNO staff. The view that the professional level decreases constantly is shared by 69% of diplomats employed in the UNO-affiliated missions. Critical opinions are voiced also with respect to the unreality of projects, declarativity and mere talk present in the UN system. Particular organizations established on regional and political grounds, the number of which grows constantly and at present is close to 330, are far more efficient. The UNO documents indicate that the member-States most often call for the amendments of provisions on the Security Council, and in the first place on its composition and voting system. The author shares the view that multiplying agencies and organs, or abortive attempts to limit the role of superpowers in the Security Council will not bring adequate effects. Little efficiency of the UNO in maintaining the world peace may be eliminated not through a direct structure reform of the system but indirectly through activities aimed at improving the economic situation of the South. The UNO should work out a worldwide welfare programme which would influence indirectly the consolidation of the world peace through increasing the economic level of conflict-generating regions. The author analysed numerical data characterizing international liquidity of the member States of the International Monetary Fund in the years 1956 -1983, attempting to define in what way the Fund could affect that liquidity. Instruments intended to secure the international liquidity used by the Fund were the object of the research. The Author also examined the role of the Fund instruments in financing of import and foreign trade deficit and creating currency reserves of the member States. The author positively assessed the role played by the Fund, indicating that it has realized its statutory tasks in shaping international liquidity. In actual legal and political conditions in Poland it has been assumed that in decision-making processes in an enterprise in the first place participate, as representatives of the employees' interests: a self-government of a crew, a Party organization, a trade union. In economic praxis, it created complicated problems, since it is very difficult to draw distinct lines separating the areas of activity of those organizations. The research indicates that despite quite large competences of a self-government, its participation in management activities is not big (a very big influence on decision-making: a general assembly of a crew and the employees' council — 8.9% of answers). The most important decisive body is a chief executive director — 35.3°/o of answers. In effect, formal institutions which might have created conditions to develop industrial democracy do not function according to the expectations and consequently, an increase in the position and authority of an enterprise director has been noted in 1988 in comparison with previous years. As a result of those changes, cooperation between a director, a Party organization and a trade union does not develop adequately. The cooperation is the best between a director and a Party organization — 16.6% of positive indications. Among workers a view prevails that the organizations which are to be the workers' representations in decision-making processes do not meet such expectations. It was only o 9% of respondents who indicated that a party organization represents the workers' interests. 12.9% of respondents were of the same opinion with respect to a self-government of a crew and the employees' council. At the same time workers declare little interest in taking posts in self-government organs; in effect, not always the best people are candidates for seats in the employees' council. The workers, however, want to have a much greater influence than they have now on decisions concerning their workplaces (26.9%) as well as on their participating in taking decisions concerning the collective work (30.6%). It seems apparent that the increase in employees' democracy depends on organizational and legal conditions and, in the first place, requires the change of attitudes among workers and the managing staff. It is also necessary to increase the self-dependence of enterprises in financial matters and to reduce the degree of their subordination to the economic center. The foundation of international organizations has created the need to employ in their offices qualified persons who, with the time passing, were called international civil servants. The legal status of international civil servants, their place in the organization and the role played towards member countries, is the subject of the present work. The origin of international civil servants goes back to the 19th c. administrative unions but it was only the League of Nations which accepted this situation. Its full development took place, however, in the latter part of the 20th c., in the period of the so-called organizational revolution. International law and sometimes also the domestic law of the states define the rules of employing civil servants in the organizations. They formulate both the conditions which the candidate for the civil servant must fulfil and the types of his connections with the organization (Chpt. II). International civil servants enjoy the rights and appropriate duties (Chpts. Ill and IV). Their content and scope is the result of, first of all, the internal regulations of the organization, sometimes enriched by the rules of the law of the host state. The rights and duties of civil servants are accompanied by the privileges and immunities — facilities necessary to perform their duties in the organization (Chpt. V). The activities of civil servants may lead to conflicts with organization authorities. To protect their interests civil servants may make use of either administrative procedure stipulated in the inner law of the organization or submit the existing controversy to the competent judicial agency, i. e. administrative tribunal (Chpt. VI). The work closes with considerations on the independence of international civil servants towards the countries they are citizens of (Chpt. VII). And although the rule of independence of civil servants is confirmed by the statutes of particular organizations, still the activities of some countries are threat for this independence.
