Der Begriff "multilevel governance" bzw. Steuerung und Koordinierung im Mehrebenensystem wird in der politikwissenschaftlichen Literatur erst seit einiger Zeit häufiger gebraucht. Mehrebenensysteme der Politik entstehen, wenn zwar die Zuständigkeiten nach Ebenen aufgeteilt, jedoch die Aufgaben interdependent sind, wenn also Entscheidungen zwischen Ebenen koordiniert werden müssen. Die in der Föderalismusdiskussion vielfach negativ bewertete "Politikverflechtung" stellt somit ein wesentliches Merkmal von "multilevel governance" dar. Gegenstand der vorliegenden politikwissenschaftlichen Analyse sind die Ursachen, die Formen und die Folgen der Verflechtung. Ein zentrales Merkmal der Mehrebenenpolitik ergibt sich aus der Tatsache, dass mit Ebenen eine bestimmte Organisation von Politik, sei es einer Gebietskörperschaft oder einer internationalen Form der Staatenzusammenarbeit oder der Staatenverbindung, umschrieben wird. Es handelt sich damit um komplexe Konfiguration, die aus der Verbindung von Strukturen und Prozessen innerhalb von Ebenen (intragouvernemental) und zwischen Ebenen (intergouvernemental) gebildet werden. Die konkrete Form eines Mehrebenensystems resultiert aus der Kombination von institutionellen "Regelsystemen" der jeweiligen Ebenen und den Beziehungen zwischen ihnen. Diese Regelsysteme erzeugen bestimmte Funktionslogiken der Politik, die mehr oder weniger miteinander kompatibel sind. (ICA2)

Ziel des Beitrags ist es, Erkenntnisse aus der Corporate Governance-Debatte auf den öffentlichen Sektor zu übertragen und zu verallgemeinern. Corporate Governance will die Selbststeuerung des Subsystems Unternehmen sicherstellen und auf diese Weise die Marktsteuerung der Volkswirtschaft unterstützen. Im Zentrum steht dabei die Lösung der Prinzipal-Agent-Problematik. Die Governance-Elemente "Anreize", "Machtausgleich" und "Fairness" finden sich auch im Ordoliberalismus. Auch im öffentlichen Sektor finden sich Governance-Problematiken und Prinzipal-Agent-Beziehungen: Demokratie, Bürokratie, Kollektivverhandlungen und Steuerung von Organisationen durch "voice" und "exit". Governance kann Staats- und Marktversagen verhindern. [Abstract] This research presents a proposal for a study of governance from the perspective presented in the Integrated Maritime Policy (IMP) of the European Union, which seeks to provide coherence to the problems in the maritime sector through the coordination of all stakeholders in the maritime sector. The objective of this research is to identify the barriers and the problems that occur when a Member State tries to implement the Integrated Maritime Policy in the governmental organization of marine spaces. The challenge is to achieve 'blue governance' i.e.the activation of a network of cooperation between the different stakeholders of the port sectors so as to be able to integrate the different regional, national, European and international levels with the purpose of establishing a structured, systematic collaboration framework. ; [Resumo] Esta investigación ofrece unha proposta para o estudo da gobernanza desde a perspectiva presentada na Política Marítima Integrada (PMI) da Unión Europea, que busca proporcionarlles coherencia aos problemas do sector marítimo desde a coordinación de todos os interesados. O obxectivo desta investigación é identificar as barreiras e os problemas que ocorren cando un Estado membro intenta implementar a Política Marítima Integrada na organización gobernamental de espazos mariños. O desafío que se tenta conseguir é lograr a gobernanza azul, é dicir, a activación dunha rede de cooperación entre as diferentes partes interesadas do sector portuario para poder integrar os diferentes niveis rexionais, nacionais, europeos e internacionais de cara a unha estrutura colaborativa.

It is proposed that government, being the tangible expression of the legitimate authority within an organised society, has undegone a long transformational journey since its very emergence. The various evolutionary forms and features of the government have been the product of its meaningful and viable responses to the changing expectations of the people as well as to the challenges they faced in an ever-changing environment. The exclusive domain of the state over the period became a shared space with inclusion of other actors and stakeholders, and an era of governance was ushered in since the 1980s. The much celebrated success of the liberal democracy and its market-led open economy heralded as an era of good governance. However, the universal model of good governance fails to take into account the local constraints of a society. Thus, the idea of good governance has to face various types of challenges in the developing as well as underdeveloped societies.

Berthold Kuhn argues with his four theses for a reconsideration of China in political science. He rightly notes here that the predictions of an impending political upheaval have so far always proven wrong. Their heyday had such analyzes after the suppression of the protest movement of 1989 and the simultaneous transitions of the Soviet Union and its socialist allies in Central and Eastern Europe. Das Wissenschaftssystem ist mit seinen Spezifika nach Meinung des Autors ein besonders gutes Beispiel für jene Überlegungen, die zum Einsatz neuer Governance-Mechanismen führen, gerade weil es ein besonders widersprüchliches und vieldimensionales System darstellt. Einerseits ist die universitäre Wissenschaft von der externen Förderung (Finanzierung durch den Staat) abhängig, andererseits wird ein hoher Anspruch auf Autonomie erhoben und die Unabhängigkeit von Geldgebern als wesentliches Charakteristikum des Systems angesehen (Wissenschaftsfreiheit). Dies war auch in der hierarchischen Welt, in den Vor-Governance-Zeiten, nicht anders, und deshalb ist das Humboldtsche Ideal eine Besonderheit. In einer New Public Management-Welt scheinen einige der darin angelegten Ziele gut erfüllbar zu sein, denn die Universitäten erreichen in diesem System eine nie zuvor erreichte Autonomie. Es ergeben sich allerdings Probleme einer Vertragslogik, denn es geht um den Wandel der Formen, nicht um den Wandel der Machtbilanz; um eine neue Herrschaftstechnik und eine andere Grammatik des Regierens. Der Autor fragt in seinem Aufsatz nach den Perspektiven der Wissenschaftsfreiheit jenseits der Management-Logik und beleuchtet die Strukturen einer Bildungs-Governance auf europäischer, nationalstaatlicher und universitärer Ebene.
