En el presente texto se analiza la semántica de la governance, el proceso de deconstitucionalización del mando, y la reconfiguración del léxico y de las categorías fundamentales de la política a partir de la de-soberanización y de la gubernamentalización de dispositivos institucionales y normativos. Para ello, se vincula reconstrucción genealógica y descripción analítica, las líneas fundamentales de articulación del debate politológico y la obra de Michel Foucault.

The aim of the study was to identify the legal mechanisms for the establishment of e-government and the development of e-governance from the perspective of international law and national legislation of countries where the level of e-governance is very high. Empirical and theoretical methods of scientific knowledge, as well as the comparative analysis were used for a comprehensive coverage of the research topic. It is found that the community-oriented principles are the basis for the functioning of e-government with a view to the digital transformation values. The establishment of digital government in different countries with a very high level of e-governance has its own peculiarities related to the status of the national legal framework, institutional capacity and economic development, information policy and information security. It was established that the e-governance should be improved by eliminating the digital gap, raising the level of digital literacy, creating a single competent authority to regulate public e-governance policy, introducing a network system of access to e-government services, and establishing a system for training civil servants on the provision of electronic services. Further research on e-governance may be focused on follow-up study and argumentation in order to determine effective legal tools of its regulation.

ABSTRACT This study aims to examine the effect of the implementation of good village governance in Indonesia, its competence and performance, based on the level of fraud and its fund management. Data was collected by conducting a survey of 1,080 management-level respondents in village government. The results found that the poor implementation of the good village governance reveal a high level of fraud in the management of funds. This condition was reflected in the lack of equitable development and the failure to alleviate poverty.

La Corporación Universidad Autónoma de Bucaramanga, en adelante "UNAB" o la "Universidad", es una institución sin ánimo de lucro de carácter privado dedicada al servicio de la educación. El presente artículo propone enfocar la contracción del papel económico de los gobiernos nacionales en favor de los mercados, uno de los aspectos más evidentes de una evolución aún en camino, teniendo en cuenta el debate más general sobre las interacciones entre globalización y crisis del Estado nacional. La transformación cualitativa y debido a muchos factores de la economía mundial ha producido una comprensión de la soberanía que pone interesantes dudas acerca del futuro del Estado nacional, relacionado a la evolución de la sociedad civil globalizada. Entre las causas de estos cambios hay que mencionar las innovaciones tecnológicas, las definiciones de una nueva dimensión del capital financiero que incluya los términos de las transacciones y las estrategias de los operadores del sector, que afectan a los modelos de gestión de las instituciones públicas, la internacionalización y la multinacionalización del mercado y de las empresas. La gobernanza global, es decir la necesidad de "gobernar" la globalización a través de la introducción de relaciones más estables y eficientes entre los Estados nacionales, parece al autor la mejor opción en el ámbito de las relaciones internacionales y de la protección de los ciudadanos. ; The essay proposes itself, mantaining the most general terms of the debate about the interactions between globalization and Nation-State crysis, as a focus on one of the most evident aspects in an evolutive process still ongoing: the resize of the economic role played by national governments for the benefit of the markets. The change in terms of quality of the global economy forced by an happening of many factors like technological innovation, the definition of a new dimension of the financial capital in which the terms of transactions and strategies of the operators strongly influence the management models of the government, the internationalization and the multinationalization of markets and companies, has created at the same time a compression of that sovereignty which asks some interesting questions about the future of the Nation-State, also in relation to the evolution of global society. The "global governance", that is, the need to rule the globalization by starting more stable and more efficient bridging forms between Nation-States, seems to be, to the author, the best answer in terms of international relations and protection of citizens. ; peerReviewed

Legal measures and instruments that assess the technological risks are becoming increasingly important and controversial. In this article I propose that currently many conflicts over technological risks are not because there is no regulation, but because there is a generalization of policies based on science. The explanation is that the evaluation uses a misleading conception of scientific knowledge. Science for governing society requires a previous reflection on the dynamics of knowledge and its government. ; La respuesta a los efectos no deseados de la tecnología ha consolidado un amplio conjunto de bases legales e instrumentos análiticos ligados a la evaluación de los riesgos. Este artículo plantea que buena parte de las controversias sobre los riesgos tecnológicos más que a la ausencia de su regulación se debe paradójicamente a la generalización de las políticas basadas en la ciencia. En el origen encontramos una concepción equívoca del conocimiento científico. La ciencia como gobierno de la sociedad requiere previamente una reflexión sobre las dinámicas del conocimiento y su gobierno.

In this article, the author describes and supports with evidence the three global issues that require the most urgent solution. Then he explains the challenges in governance that it is necessary to overcome for the solution of such problems. After describing the contemporary trends in global governance, the article proposes some ways to strengthen it while citizenship and democracy become mutually strengthened. Lastly, the article warns us on the urgency in the implementation of such reforms to avoid facing a current or soon apocalypse. ; En este artículo, el autor describe y sustenta los tres problemas globales que requieren solución más urgente. Luego explica los retos en gobernanza que es necesario superar para la solución de tales problemas. Después de describir las tendencias contemporáneas en materia de gobernanza global, el artículo propone unas fórmulas para fortalecerla en las cuales la ciudadanía y la democracia se ven mutuamente fortalecidas. Por último, nos advierte sobre la urgencia de la implementación de tales reformas para evitar enfrentarnos a un apocalipsis actual o simplemente cercano.

Nº 14: 243-258 Building rapid transit in Canada: the problem of governance Martin Horak* University of Western Ontario ABSTRACT Canadian cities have seen a boom in the construction of rapid transit infrastructure in recent years, fueled by the rise of financial support for transit from the federal government and the provinces. However, the extent to which individual cities have been able to productively harness this new financial support varies greatly. This study compares the recent development of rapid transit infrastructure in two of Canada's largest metropolitan areas, Toronto and Vancouver. It finds that while both cities have recently developed regional transportation authorities to manage large transit investments, in Toronto the development of rapid transit has been highly contentious, marked by frequent changes in plan and the repeated cancellation and deferral of transit projects, while in Vancouver, the development of rapid transit has been much more consensual and orderly. The study introduces an analytical framework that interprets these different outcomes as the result of dissimilar institutional environments in the two cities, which vary in the extent to which they insulate long-range planning and decision-making from efforts by politicians to harness rapid transit decisions for short-term electoral advantage

ABSTRACT The purpose of this study is to analyze the conflict management that has been carried out by the government through the integrative framework of Collaborative Governance. The research method used was the deductive Post-Positivist paradigm by collecting data through interviews, focus group discussions, and surveys regarding the implementation of Special Autonomy Policy. The results of the study based on the integrative framework of collaborative governance model showed that the process of collaboration in implementing the Special Autonomy policy has not been successful and is less effective. RESUMEN El propósito de este estudio es analizar la gestión de conflictos que ha llevado a cabo el gobierno a través del marco integrador de la Gobernanza Colaborativa. El método de investigación utilizado fue el paradigma deductivo post-positivista mediante la recolección de datos a través de entrevistas, discusiones de grupos focales y encuestas sobre la implementación de la Política de Autonomía Especial. Los resultados mostraron que el proceso de colaboración en la implementación de la Política Especial de Autonomía no ha sido exitoso y es menos efectivo.

En la actualidad, la administración pública demanda flexibilidad, creatividad, efectividad, eficiencia, participación, cooperación y corresponsabilidad. El mundo de hoy y, en este caso, el desarrollo, necesitan una nueva forma de gobernar. Reconociendo este requerimiento y la necesidad de explicar su por qué, en este trabajo de reflexión y desde la palestra de la Geografía, se aborda el tema de la gobernanza territorial como un nuevo esquema de acción para gobernar el territorio con fines de desarrollo. La premisa del estudio es: el desarrollo necesita gobierno. y como no toda acción del gobierno es de gobierno. se demanda una adecuación. se requiere gobernanza territorial para el desarrollo. ; Currently, the public administration requires flexibility, creativity, effectiveness, efficiency, participation and joined responsibility. The purpose of the article is to establish an analysis of the progress made by open fiscal governance in Latin America. Based on the study of commitments related to the use of public resources, the actions included in plans implemented by the countries of the region within the framework of the Open Government Partnership (OGP), concludes with the need to take advantage of the Knowledge and learning generated in the processes of fiscal governance with the use of public resources, to mobilize an agenda focused on solving the main problems that affect citizens and impede the achievement of development results.
