Politik und Verwaltung müssen sich von einer klassisch staatszentrierten und obrigkeitlich geprägten Gestaltung verabschieden und neue Planungs-, Steuerungs- und Implementationswege entwickeln. Diese neuen Formen werden unter dem Titel "Governance" diskutiert. Die Herausforderung für die öffentliche Verwaltung in Staat und Kommune liegt nun darin, dass sie sehr viel kommunikativer agieren muss, dass sie Verantwortung mit anderen Akteuren teilt, dass neben dem Recht vor allem die Ökonomie und in einem deutlich erweiterten Sinn zusätzliche politische Mitspieler zu berücksichtigen sind. Der Beitrag stellt die verschiedenen Dimensionen des Governancekonzepts vor und skizziert die Entwicklung vom New Public Management zur Public Governance. (ICE2)
