Концепция глобального управления стала сегодня противоречивой идеей в академическом и международном мире. До сих пор не существует единого общепринятого определения, как в отечественной, так и зарубежной науке, но самое главное ‒ существует некоторая неточность перевода термина global governance в отечественной глобалистике. На наш взгляд, термин «глобальное управление» не совсем точно отражает содержание global governance. Поэтому глобальное управление в отечественной практике отождествляют с глобальным регулированием. Отсюда возникают некоторые терминологические расхождения. В данной статье предпринимается попытка развести понятия «управление» и «регулирование» в глобальной политической сфере.
The concept of global governance has become a controversial idea in the academic and international world today. Until now, there is no single generally accepted definition, both in domestic and foreign science, but most importantly, there is some inaccuracy in the translation of the term "global governance" in domestic global studies. In our opinion, the term "global governance" does not quite accurately reflect the content of "global governance". Therefore, global governance in domestic practice is identified with global regulation. Hence, some terminological discrepancies arise. This article attempts to separate the concepts of "governance" and "regulation" in the global political sphere.

Blockchain is a new information technology that can be used in many areas of human activity. The fi rst and most famous example of the use of blockchain technology is the Bitcoin cryptocurrency. Today, cryptocurrency has transformed into a publicly recognized means of payment, a virtual currency that is accepted by large and small enterprises, corporations and services. Today, they conduct research and implement a number of projects using Blockchain technology in such areas as healthcare, media, electronic voting, fi le storage, smart contracts, insurance, the public sector (issuing passports, collecting taxes, registering land plots), etc. The IBM Corporation is researching Blockchain technology and is working on the creation of software, with the help of which partners will be able to conclude digital contracts that will be recorded in the global network. IBM is also implementing a project called Adept, which aims to track network-connected devices using Blockchain technology. The purpose of this article is to study the directions of using Blockchain in public policy.
The article points out that the process of introducing market relations in Ukraine and the growing role and importance of joint-stock companies in the economic development of the country and well-being of its citizens have created the need of corporate governance that emerged due to changing ownership structures and transition to market relations.The study shows that the corporate form of business organization is a new and complex phenomenon in Ukraine. Corporations (joint-stock companies) are the most widespread and significant form of business organization in the current conditions. It is emphasized that the defining feature of a corporation is that it is owned by shareholders who bought stock. This requires a completely different approach to management and control. The nature, role and principles of corporate governance framework are described. It is reasoned that since management and ownership are separated, there is a need to balance interests of shareholders and management.It is stressed that corporate governance is an important factor in the company's activity and development, the primary purpose of which is to provide owners with the opportunity to organize and exercise effective control over management. The essence of corporate governance is to achieve a balance of interests for participants of corporate governance, namely: shareholders, managers, supervisory board and other groups and individuals (suppliers, consumers, creditors, government authorities, etc). The role and place of management in corporate governance, their interests and powers are highlighted.The following responsibilities are associated with executive bodies, or management: solving currents problems related to the corporation's activities, ensuring decision-making by general meeting of shareholders and supervisory board, planning, organizing, motivating, coordinating, and monitoring.It is substantiated that management and corporate governance are different concepts. The key difference is that corporate governance is a wider concept, and management is an integral part of it. The effectiveness of corporate governance rests on the organization of the work of management.

Institutional analysis and analysis of documents of key educational integration
processes in Europe: Bologna process and Copenhagen process. Revelation of
mechanisms of governance of educational areas created on the basis of these
processes and comparison of this mechanisms with ones of governance of the
common space of research and education including cultural aspects that is being build
between the EU and Russia. Conclusions: no single center in Bologna process, in
spite of existence of the Bologna Follow-Up Group as formal governance body; the
governance body of Copenhagen process is definite and it is the same organization
that started the process; such model is more efficient.

With the king's prolonged absence from the public sphere, the reins of power in Morocco are in the hands of a "security alliance" with troubling implications for democratic reforms and freedom of expression.
Approaches to the definition of the concept of "communication", its essence and approaches of both foreign and domestic scientists are considered and analyzed. The role of communication in society and public policy in particular, its importance in public administration, their relationship is studied. Considerable attention is paid to the role of communication in public policy, as it shapes the publicity of any policy, makes it transparent, open and puts socially significant issues on the agenda for further discussion by the whole society with the participation of public authorities and local governments and public organizations and activists, trade unions, business, political movements and parties, etc. According to the author, public policy is inseparable from communication and communication mechanisms, which, in fact, make public policy public, it is important to consider communication and its role in public policy. In the process of communication in the field of public administration, a special place is occupied by the exchange of information between leaders and those they govern (or between the political system and the environment, the top and citizens). Its goal is to obtain the consent of the latter and decision-making, legitimation and public support, which is needed by all political systems, even totalitarian ones. There are different positions of the rulers and rulers in the political sphere, but common is the presence of communicative processes, because without them the existence of communication is impossible, especially in modern conditions and in countries where democracy, publicity and civil society. At the same time, further research is needed on the communicative component of public policy, in particular – from the standpoint of citizens and the media, civil society institutions. The subject of the work is the consideration of theoretical and practical aspects of Internet communications as a synthesis of principles of information design and realization of communicative goals of traditional forms, models and types of communication, which arose as a result of involvement in the communicative space of new – extralinguistic and computer networks in public administration. The aim of the study is to consider which of the practices are most effective, how to correlate the various tools that together should lead to the creation of «smart management» systems at both the local and national levels. Research methods. The work uses a set of scientific methods and approaches, including systemic, structural–functional, historical, logical, which allowed to ensure the conceptual unity of the study. Results of work. The article substantiates the application of the principles of Internet marketing in government structures, public institutions at both local and state level in public administration in Ukraine. Field of application of results. The system of sciences from the family of public administration, a wide range of methodological aspects of socio–economic, legal sciences on the problems of informatization of public administration. Conclusions. The main results of the study, their theoretical results should be summarized as follows: 1. Principles of Internet marketing – namely communication between public service and the citizen is the main basis that will not only consume the services of their state, but also to participate much more actively in policy, especially domestic. 2. The article examines the possibility of correction of the activity of the political system defined in the framework of the concept of good governance. It is emphasized that for many transformational states of the contemporary world the need for self-restraint of political actors is urgent. The focus is directed on improving the effectiveness of political management through the concept of «good governance». It is noted that in the conditions of democratization the requirements for the transparency of the authorities of its responsibility and adequacy of the decisions made increased. It is argued that in a democratic political process, public experts are beginning to play an increasingly important role. The importance of informatization of the process of civil self-directness is established. The representation of political preferences in political management is analyzed. The role of denationalization and deformation of the processes of political management in the processes of appearance of subjects of political management is explained.Also argued, that the content of the identification of the actors` function of the political management in the countries of political transformations is proved. The incomplete institutional capacity of political players is revealed. The significance of the transformation of modern political management subjects into collective participants in the adoption of strategic decisions is considered.The goal of the article is to identify the actors of political management, which are in the field of influence of the concept and relations «good governance». The task of the article is to identify those functional sectors of political management that are suitable for modernization through the means of «good governance» in transformational democracies.It is proved that an exhaustive interpretation according to which actors of political management must meet the normative requirements framework of good governance as a certain doctrine does not exist. In this case, actors must adhere to certain rules of standards and indicators that are changing in the contemporary world. Therefore, such subjects of political management as party and civic associations may manipulate the governance categories to ensure their reporting on election programs.The opinion presented, that «good governance» in a society of sustainable democracy is a dynamic structure of the assessment of the effectiveness of political management, which is based on current issues in the society main agenda.Revealed, that there is a situation in which institutions of political management should distinguish between the leadership institutions that provide an effective way for modernization and complex reforms. At the present stage, the situation seems to be that the principles of good governance require their communication substantiation and dissemination.A prerequisite for establishing the need for good governance reforms is the relative stability of democratic institutions. In the article established that the criteria for good governance for assessing political institutions are largely based on a certain managerial reality and the achievement of the primary standards of sustainability of democratic governance. They are: the frequency of elections, the legitimacy of the change of government, the availability of rules for political competition, free access of citizens to the decisions of the authorities, developed an independent law-enforcement and media systems. ; В статье исследована возможность коррекции деятельности политической системы, что определяется в рамках концепции надлежащего управления – «good governance». Подчеркивается, что для многих трансформационных государств современного мира насущной потребностью являются самоограничения политических акторов. Наголошується, що в умовах демократизації посилилися вимоги до прозорості влади, її відповідальності та адекватності прийнятих рішень. Стверджується, що у демократичному політичному процесі дедалі більшу роль починають відігравати громадські експерти. Встановлено значення інформатизації процесу громадянського самовиразу. Purpose. The current socio-economic situation actualizes the need to study and optimize the communication process of public administration. The subject of the research are theoretical and applied aspects of the organization, regulation and control of public communication in terms of good governance. The aim is to determine the content, objectives, principles of communication in public administration as an effective means of forming and reproducing power-administrative relations and institutions of a democratic society. Research limitations/implications. Using the methods of philosophical and general scientific levels in their complementarity it was analyzed the significance of modern information and communication technologies to provide innovation in the activities of public administration authorities. Originality/value. The scientific importance of the work consists in describing the challenges associated with the implementation of the tasks to provide permanent channels of communication between government and society; in verifying the role of the media as both a communication channel and an active participant in the process of public administration reforming; in substantiating the principles of the interaction between public sector and the media. As a conclusion it was affirmed the necessity to develop the state strategic communications program on the basis of an integrated approach, taking into account the importance of communications for optimal public administration providing. The problems of the implementation and practical recommendations regarding the communication between state and society were identified ; Современная социально-экономическая ситуация актуализирует необходимость исследования и оптимизации коммуникационного процесса публичного управления. Предметом исследования являются теоретические и прикладные аспекты организации, регулирования и управления публичными коммуникациями в условиях «хорошего управления» («good governance»). Цель – определить содержание, задачи, принципы коммуникационного взаимодействия в публичном управлении как эффективного средства формирования и воспроизводства властно-управленческих отношений и институтов демократического общества. С помощью методов философского и общенаучного уровней в их взаимодополняемости проанализирована значимость современных информационно-коммуникационных технологий по обеспечению инновационности в деятельности органов публичного управления, охарактеризованы вызовы, связанные с реализацией задачи обеспечения постоянных каналов коммуникации между государством и обществом; уточнена роль средств массовой информации как канала связи, так и активного участника процесса реформирования публичного управления; обоснованы принципы взаимодействия представителей публичного сектора со средствами массовой информации. Как вывод доказывается необходимость развития государственной стратегической программы коммуникаций на основе комплексного подхода, с учетом значимости коммуникаций для оптимальной организации управления общественной жизнью. Определены проблемы имплементации и практические рекомендации относительно коммуникационного взаимодействия между государством и обществом ; Сучасна соціально-економічна ситуація актуалізує необхідність дослідження та оптимізації комунікаційного процесу публічного управління. Предметом дослідження є теоретичні та прикладні аспекти організації, регулювання та управління публічними комунікаціями в умовах «доброго врядування». Мета – визначити зміст, завдання, принципи комунікаційної взаємодії в публічному управлінні як ефективного засобу формування і відтворення владно-управлінських відносин та інститутів демократичного суспільства. За допомогою методів філософського та загальнонаукового рівнів у їхній взаємодоповнюваності проаналізовано значущість сучасних інформаційно-комунікаційних технологій щодо забезпечення інноваційності в діяльності органів публічного управління, охарактеризовано виклики, що пов'язані із реалізацією завдання встановлення постійних каналів комунікації між державою і суспільством; уточнено роль засобів масової інформації як каналу зв'язку, так і активного учасника процесу реформування публічного управління; обґрунтовано принципи взаємодії представників публічного сектора із засобами масової інформації. The urgency of the research issue is due to the need to build an updated concept of port formalities and the lack of modern legal research in the field of improving the clearing mechanisms of ships in Ukraine. The purpose of the article is to determine the possibilities of applying the principle of 'good governance' for the formation of an updated organizational and legal means for the registration of ships in seaports of Ukraine. The methodological basis of the research is formed by a system of general scientific and special legal methods of scientific knowledge (historical, dialectical, analysis and synthesis, scientific abstraction, forecasting). In the article, the legal and regulatory framework for simplification of port procedures in Ukraine is analyzed and the importance of quality organization of its implementation is emphasized. The general terms of the 'good governance' principle and the possibility of its application in the port industry of Ukraine are outlined. It is noted that establishing an effective dialogue between governmental authorities, businesses and the public in order to constitute an updated concept of port formalities is currently a leading task for the Ministry of Infrastructure, the Maritime Administration and the Ukrainian Sea Ports Authority. It is concluded that nowadays the 'good governance' principle is gradually and mostly declaratively introduced into the sphere of organizational and legal support of port formalities in Ukraine. Some single steps have been taken to simplify the clearance of ships in seaports, but good initiatives are usually overdue, expensive and inadequate, and the principle of good governance still awaits implementation not only in legislation and law enforcement, but also in the minds of politicians and civil servants. ; Статья посвящена определению возможностей и направлений усовершенствования правового и организационного обеспечения осуществления административных формальностей в морских портах Украины. The article presents the main theoretical and methodological approaches to the study of regional governance, existing in sociology. The author comes to the conclusion that, in the framework of the study of regional governance in Russia, structural-functional, neoinstitutional, activity approaches possess adequate analytical and explanatory potential, which will allow to highlight the criteria for the formation and functioning of the regional governance model in modern Russian society.
