Kopenhag Kriterleri Bağlamında Türkiye - AB İlişkileri (1993 - 2004) ; Turkey-European Union Relations in Terms of Kopenhag Criteria (1993 - 2004)

Abstract

Günümüz değişen dünya koşullarında, tüm ülkelerin belli başlı büyük kuruşlara üye olması zorunlu hale gelmiştir. Bu kuruşlar gerek ekonomik açıdan gerekse siyasi açıdan ülkelere büyük güç katmaktadır. Bu kuruluşlardan birisi de Avrupa Birliğidir. Türkiye Avrupa Birliğine girmek isteyen ülkelerin başında gelmektedir. Gerek ekonomik, gerek hukuksal, gerekse siyasal açıdan diğer ülkelerle rekabet edebilmek için bu zorunlu olarak kabul edilmiştir. AB, üye ülkelere çok rahat ve çok geniş haklar sunmakta ve ülkelerin kalkınmasına olanak sağlamaktadır. Bu birliğe üye olmak için Kopenhag Siyasi Kriterler adı altında birtakım şartlar belirlenmiş, bu şartlara uyan ülkelerin adaylığı kabul edilmiştir. Bu anlayıştan hareketle çalışmanın birinci bölümünde, Türkiye - AB ilişkileri ve tam üyelik başvurusu üzerinde durulmuştur. İkinci bölümde, Kopenhag Siyasi Kriterleri belirtilmiştir. Üçüncü bölümde, TBMM'den çıkartılan uyum yasaları ifade edilmiştir. Dördüncü bölümde, Kopenhag Kriterlerinin uygulanışı anlatılmıştır. Beşinci Bölümde, Türkiye ve AB'yi birbirine yakınlaştıran nedenler üzerinde durulmuştur. Altıncı bölümde, Türkiye - AB ilişkilerindeki karşılıklı sorunlar dile getirilmiştir. Son bölümde ise, AB yolunda Türkiye'de son zamanlarda yaşanan önemli olaylar anlatılmıştır. ; In today's changing word conditions, It has become obligatory for all countries to be a member of big organizations. These organizations make the countries stronger both economically and politically. One of these organizations is "The European Union." Turkey is a country which wants to be in the EU and it is one of the countries on the top of the list. Begin a member of the EU has became a must in order to compete with other countries in terms of economy, law and politics. The EU offer a wide variety of rights to its member countries and help them develop. In order to be a member of this organization, an array of conditions has been determined and the membership of the countries which have these conditions has been accepted. According to this circumstance, in the first section of this thesis an emphasis has been put on Turkey-EU relationships and the application of full membership. In the second section, Copenhagen political criteria have been mentioned. In the third section, adaptation laws from the Turkish National Assembly has been mentioned, in the fourth section, the applications of Copenhagen criteria have been told. In the fifth section, an emphasis has been put on the causes which make Turkey and the EU closer. In the sixth section, the mutual problems between Turkey and the EU has been mentioned. In the last section, the important event in Turkey in the way of the UE has been told.
