К вопросу о членстве Белорусской ССР во Всемирной организации здравоохранения (1953-1964 гг.) ; Towards the Byelorussian SSR's Membership in the WHO (1953—1964)

Abstract

На основе архивных материалов, впервые вводимых в научный оборот, анализируется проблема членства Белорусской ССР во Всемирной организации здравоохранения в период «хрущевской оттепели», отражены формы взаимодействия республики с ВОЗ, попытки решения вопроса, предпринимавшиеся руководством организации, а также союзным и республиканским внешнеполитическими ведомствами, показаны действия советской стороны по идеологизации международного сотрудничества в здравоохранении. Документы иллюстрируют взаимодействие союзного и республиканского МИДов, министерств здравоохранения, механизм принятия решений в обозначенном направлении международной деятельности Белорусской ССР. Автор подчеркивает, что основы современного сотрудничества Беларуси с ВОЗ, заложенные в 1946—1948 гг., развивались и в период «неактивного членства», в частности, в первое постсталинское десятилетие.=The analysis in the article is based on archive materials which are brought into academic discourse for the first time. The article investigates the issue of the BSSR's membership in the WHO during the so-called «Khrutchev's thaw», shows the forms of the Republic's interaction with the WHO and the attempts made to solve the issues by the organization's authorities as well as the Union and republican foreign policy agencies, discusses the actions of the Soviet side to bring ideology into international cooperation on health protection. The documents illustrate the interaction of the USSR and BSSR Ministries of Foreign Relations, the Ministries of Health Сare and the mechanism of decision–taking in the international activities of the BSSR in the abovementioned directions. The author emphasizes that the foundation of the current cooperation of Belarus and the WHO, laid down in 1946—1948, developed further even during «the passive membership», in particular, during the fi rst post-stalinist decade.
