Le phénix maya : naissance, mort et résurrection des territoires indiens au Belize, XIX-XXes siècles

Abstract

International audience ; The article attempts to reconstruct one of the possible genealogies of political relations between nation-building and territory in a peripheral colonial context, in Latin America. We proceed by a diachronic analysis of territorial narratives developed in the case of the Maya people of Belize (formerly British Honduras), by themselves and by successive governments around the figure of "Indian reservations". As areas assigned to a specific ethnic group, the reservations in Belize can only be tackled in their founding ambivalence. They are protection areas along with subordination ones, tool of colonial oppression as well as of political emancipation. The analysis shows that the ethnic dimension was important as an instrument of colonial administration (divide and rule) but was not the sole determinant for territorial management. It is in a multi-level device and a set of reciprocal interferences between actors, practices and discourses about the space/territory that we can understand how does the territorial pillar of ethnicity function, from yesterday until today with multicultural policies. ; L'article traite des rapports politiques entre la construction nationale et l'appropriation du territoire dans un contexte colonial périphérique. On procède par une analyse diachronique des récits territoriaux élaborés dans le cas des populations indiennes mayas du Belize (anciennement Honduras britannique), par elles-mêmes et par les gouvernements successifs, autour de la figure de « réserve indienne ». Espaces assignés, les réserves au Belize ne peuvent être abordées que dans leur ambivalence fondatrice. Elles sont espaces de protection en même temps que de subordination, d'oppression aussi bien que d'émancipation. L'analyse montre que la dimension ethnique occupait une place importante comme instrument d'administration coloniale (divide and rule) sans pour autant être l'unique déterminant pour la gestion territoriale.
