Abstract

En los últimos años dentro de los estudios de los procesos políticos subnacionales, la política municipal ha ido ganando terreno. Sin embargo, los trabajos sobre reelección de los ejecutivos municipales, son escasos; y más aún, los vinculados a los municipios de la provincia del Chaco.Los trabajos sobre reelección, en líneas generales identifican comportamientos de los políticos ligados a las reelecciones, por los cuales resultan válidos para aplicar en diferentes escalas. En este marco el objetivo del trabajo es analizar y explicar el modo en el que impacta la reelección en los municipios de segunda categoría de la provincia del Chaco.La metodología consistió en la identificación del tipo de reelección permitido por la constitución provincial para los ejecutivos municipales, en la Provincia del Chaco, teniendo en cuenta las clasificaciones teóricas existentes. Esto permitió analizar la utilización o no, por parte de los intendentes de la reelección ilimitada, y luego, generar una serie de hipótesis sobre las consecuencias en el sistema electoral de cada municipio.Los resultados indican que a partir del retorno a la democracia, los intendentes de los municipios de segunda categoría muestran dos tipos de comportamientos. Algunos ejecutivos luego de dos reelecciones inmediatas, aspiran a cargos provinciales. Mientras que otros intendentes tienden a intentar perpetuarse en los cargos. ; Municipal policy has been gaining ground within the subnational political processes studies in recent years. However, studies on re-election of municipal executives are scarce, and those linked to the municipalities of the Province of Chaco are even rarer. In general, studies on re-election identify politicians' behaviors linked to reelections; they are therefore valid for application at different scales. In this context, the objective of the paper is to analyze and explain the way in which re-election impacts the second category municipalities of the province of Chaco. The methodology consisted in identifying the type of re-election allowed to municipal executives by the provincial constitution in the Province of Chaco, considering the existing theoretical classifications. This made it possible to analyze if mayors used unlimited re-election or not, and then generate a series of hypotheses on the consequences in the electoral system of each municipality. The results indicate that, since the return to democracy, mayors in second category municipalities show two types of behavior: Some executives run for provincial positions after two immediate re-elections, while other mayors tend to try to remain in office indefinitely. ; Fil: Valenzuela, Sergio David.
