Condicionantes internos y externos que favorecen al predominio del tradicional patrón de equidistancia argentino ante la disputa palestino-israelí (1983-2015) ; internal and external factors that contribute to the prevalence of the traditional argentinean pattern of equidistance towards the israeli-palestinian conflict between 1983 and 2015

Abstract

Desde hace décadas el conflicto palestino-israelí se ha convertido en un tema clave en la agenda de política internacional global. En lo que atañe a Argentina, históricamente nuestro país ha adoptado una postura equidistante frente a la disputa, inaugurada ya en 1947 al momento de votarse sobre la partición de Palestina en Naciones Unidas. Ahora bien, considerando que la política exterior argentina, más allá de ciertas tendencias profundas que se relacionan con la continuidad, ha mostrado características variables que generan inestabilidad e, incluso, impredecibilidad en cuanto a las posiciones de nuestro país como actor en el sistema internacional; llama la atención la prolongación en el tiempo de este patrón de equidistancia. En tal sentido buscamos dilucidar: ¿Cuáles son y cómo inciden los condicionantes internos y externos sobre el predominio del tradicional patrón de equidistancia argentino frente al conflicto palestino-israelí entre 1983 y 2015? En búsqueda de la respuesta identificamos los factores histórico-sociales, políticos y comerciales, internos y externos, que inciden en la formulación de la política exterior frente al caso, para luego relacionar la incidencia de dichos condicionantes con las instancias de ajuste y continuidad de la política exterior argentina. ; For decades the Israeli-Palestinian conflict has become a key issue in the global international policy agenda. With regard to Argentina, historically our country has adopted an equidistant position towards the dispute, inaugurated in 1947 at the time of voting on the partition of Palestine at the United Nations. Considering that Argentina's foreign policy, beyond some deep trends related to continuity, has showed variable features that cause instability and, even, unpredictability as regards the positions of our country as an actor in the international system; it calls our attention the extension in time of this pattern of equidistance beyond the changes in political regime. As such we ask: Which are the internal and external factors and how they impact on the prevalence of the traditional Argentinean pattern of equidistance towards the Israeli-Palestinian conflict between 1983 and 2015? In search of the answer we aim to identify the socio-historical, political and commercial, internal and external factors affecting the formulation of foreign policy towards the case, in order to be able to relate the incidence of these conditions with the instances of adjustment and continuity of Argentina's foreign policy. ; Fil: Fabani, Ornela.
