УСТОЙЧИВОЕ РАЗВИТИЕ ГОРОДОВ СЕВЕРА РОССИИ И УПРАВЛЕНЧЕСКИЕ ТЕХНОЛОГИИ ЕГО ДОСТИЖЕНИЯ

Abstract

Рассматривается значение и анализируются существующие предпосылки перехода к устойчивому развитию городов Севера России. Информационной базой анализа являются результаты анкетного опроса руководителей городов-участников Союза городов Заполярья и Крайнего Севера, а также статистические показатели их экономического и социального развития. Обосновывается необходимость использования методов стратегического управления для достижения целей устойчивого развития городских поселений ; The paper considers and analyzes the significance and current preconditions for sustainable development of Russian northern towns. The information base for the analysis are both results of the questionnaire survey of towns leaders participants of the Russian "Union of Towns of Circumpolar North", as well as statistic indicators on socio-economic development of the towns. The analysis showed that so far in the Russian urban settlements, including northern municipalities, no necessary institutional precondition for a broad movement for adoption and realization of sustainable development strategies according to the principles of the "Local Agenda 21" have been created. The paper proves the necessity of strategic management methods use by the bodies of local government alongside with the state governmental support for achievement of sustainable development goals by the urban settlements
