ВЛИЯНИЕ ЭКОЛОГИЧЕСКИХ ФАКТОРОВ НА СОЦИАЛЬНО‑ЭКОНОМИЧЕСКОЕ РАЗВИТИЕ

Abstract

Экологические аспекты экономического развития давно находятся в центре внимания не только ученых и политиков, но и всего общества. Возрастание антропогенной нагрузки привело в ряде случаев к необратимым климатическим изменениям, к ухудшению условий жизнедеятельности миллионов людей. Не случайно, что поиск решений, способствующих устранению дилеммы «экономический рост – ухудшение экологии», и сейчас, и в будущем будут относиться к самым актуальным направлениям научных исследований. При этом коррупционная составляющая экологических проблем до недавнего времени «выпадала» из внимания исследователей, хотя связь высокого уровня коррупции и негативного влияния на экологию производственной деятельности всегда воспринималась в обществе как один из самых болезненных недостатков системы государственного управления. В статье рассматриваются проблемы в области социально-экономических систем и институтов, касающиеся обеспечения устойчивого и экологически безопасного экономического роста. Автором представлены результаты анализа механизма взаимодействия макроэкономических процессов и системы управления устойчивым социально-экономическим развитием страны, в рамках которого описывается влияние экологического фактора на производство и демографию, дается характеристика коррупционным процессам, затрагиваются актуальные вопросы формирования в России благоприятной институциональной среды и участия в экономическом развитии институтов развития. Автором внесены предложения по разработке бюджетной целевой программы в рамках государственной системы управления устойчивым развитием, которая будет структурировать финансирование российских институтов развития, что позволит достичь высокой эффективности управления общественными финансами и высоких показателей развития экономики. Автором сделано заключение, что при использовании систематизированного механизма институтов развития появляется возможность сбалансированного управления социально-экономическими процессами с учетом влияние экологических и демографических факторов. ; Ecological aspects of economic development for a long time are in the center of attention not only scientists and politicians, but also all society. In some cases growth of anthropogenic load has led to irreversible climatic changes and deterioration of the conditions of human life for millions people. Now and in the future search of the decisions promoting elimination of a dilemma between economic growth and ecology deterioration will make importance directions of the scientific researches. At the same time, corruption component of environmental problems until recently was lost for attention of researchers. Connection of a high level of corruption and negative influence on ecology of industrial activity was always perceived by society as one of the unhealthiest problems of public administration. Problems of socio-economic systems and the institutes concerning maintenance of stable and ecologically safe economic growth are considered in the article. The author presents results of the analysis of the mechanism of interaction of macroeconomic processes and management system of sustainable socio-economic development of the country. Influence of the ecological factor on production and on demography is also described. The characteristic of corruption processes also is given. Author is raising a topical questions of formation favorable institutional environment in Russia and participation in economic advancement the institutes of development. The author makes suggestions about development of a purpose-oriented programme in the budget for the management system of sustainable socio-economic development which will structure financing the Russian institutes of development. It will allow to succeed a high management efficiency the public finance and high parameters of economy development. The author makes the conclusion, that at use of the arranged mechanism of institutes of development there is an opportunity of the balanced management of social and economic processes, considering influence of the ecological and demographic factors.
