РАЗВИТИЕ ГОСУДАРСТВЕННО-ЧАСТНОГО ПАРТНЕРСТВА ДЛЯ ФИНАНСОВОГО ОБЕСПЕЧЕНИЯ ЖИЛИЩНОГО СТРОИТЕЛЬСТВА В УКРАИНЕ

Abstract

В статье выделены теоретические аспекты реализации государственно-частного партнерства (ГЧП) в сфере жилищного строительства. Изучено понятие государственно-частного партнерства и его трактовка в работах ученых, законодательная основа применения в Украине, базовая классификация ГЧП. Установлено, что развитие государственно-частного партнерства является необходимым механизмом обеспечения сферы жилищного строительства достаточными объемами финансовых ресурсов. Подтверждена необходимость внедрения ГЧП как механизма поддержки жилищного строительства в Украине исходя из современного состояния экономики страны и недостаточности бюджетных средств финансового обеспечения этой отрасли в полном объеме. Рассмотрен зарубежный опыт развития ГЧП и его эффективность. Выделены основные риски, возникающие в процессе развития ГЧП в Украине как для частного, так и для государственного секторов и основные методы их минимизации. Выделена роль государства и частных партнеров в отношениях государственно-частного партнерства. ; In the article the theoretical aspects of the implementing of the public-private partnership (PPP) in the field of housing are highlighted. The concept of the public-private partnership and its interpretation in the works of scholars, legislative framework of its practice in Ukraine, as well as the basic classification of PPP were studied. It was revealed that development of the public-private partnership is a mechanism to ensure the housing with the sufficient volumes of financial resources. The need for the implementation of PPP as a mechanism for supporting the housing construction in Ukraine on the basis of the current state of the economy in the country and considering the inadequacy of the budget of this industry branch in its entirety were confirmed. The foreign experience of PPP development and its efficiency were reviewed. The main risks of the development of PPP in Ukraine in both the private and the public sectors and the basic methods of minimization were highlighted. The role of the State and the private partners in the relationships of the public-private partnership was highlighted as well.
