ЗАРУБЕЖНЫЙ ОПЫТ ГОСУДАРСТВЕННОГО УПРАВЛЕНИЯ ЗЕМЛЯМИ КРУПНЫХ ГОРОДОВ

Abstract

Анализ законодательной базы США и Евросоюза показывает, что в этих государствах в основу организации управления земельными ресурсами в городах положена система государственного регулирования земельных отношений в различных типах населенных пунктов, они различаются по форме и принципам правовой реализации законодательной базы страны. Практически во всех странах Евросоюза и США в конституции закреплены основные принципы регулирования земельно-имущественными отношениями. Также введены жесткие условия по целевому использованию земель различных категорий определенные с учетом зонирования территории поселения и правил землепользования и застройки, а также соблюдения процедуры продажи государственных земель и выкупа земель у частных лиц для государственных нужд и национальной безопасности. На современном этапе развития мировой экономики, рынок земли является мощным средством стимулирования роста производительности и инвестиций, так как земельный оборот способствует сосредоточению земельных ресурсов в руках наиболее эффективных пользователей, конкурентоспособных землепользователей.The analysis of the legal framework of the U.S. and the European Union while-indicates that in these States the basis for the organization of land management in cities based on the system of state regulation of land-relations in different types of settlements, they differ in form and legal principles implementation of the legislative framework of the country.
