DEVELOPMENT OF FUNCTIONAL RELATIONSHIPS OF HIGHER METALLURGICAL EDUCATION IN SECTORAL SYSTEM OF INNOVATION
Abstract
The article deals with the problems and the development of functional relationships of higher metallurgical education in the sectoral system of innovation. An assessment of the current return on investment in higher metallurgical education shows a higher efficiency than the return on higher education in the whole national economy. The results of an expert survey of metallurgists illustrate the main problems of professional training in the industry and the experience of cooperation between universities and leading companies in the steel industry. We prove the need to apply a systematic approach to the problem of improving sectoral competitiveness. According to this, an effective sectoral system of innovation is to be established to provide an interaction of economic agents in the generation, dissemination and use of knowledge. We prove a key role of the state support in the development of higher education as a part of the steel industry innovation system due to the special nature of higher education and innovation. The government should give the priority to indirect tools of the state influence, focused on the motivation of metallurgical enterprises to build relationships with universities. As a result, we propose an algorithm of the development of higher education in the sectoral system of innovation by the example of steel industry
