ЭНЕРГЕТИЧЕСКАЯ БЕЗОПАСНОСТЬ В СРЕДИЗЕМНОМОРЬЕ И РЕГИОНАЛЬНАЯ ПОЛИТИКА ИТАЛИИ В КОНЦЕ XX – НАЧАЛЕ XXI вв

Abstract

Одним из важнейших условий для формирования системы безопасности в Средиземноморье в конце XX – начале XXI вв. являлось обеспечение экономической стабильности всех государств региона. При наличии существенного дисбаланса в субрегиональном развитии главным инструментом, который обеспечил достижение данного со-стояния, было многостороннее сотрудничество в сфере торгово-экономического взаимодействия и выстраивания энергодиалога. Традиционный дефицит энергоресурсов в странах ЕС и, напротив, их наличие на территории неевропейских государств бассейна Средиземного моря определяли характер и формы взаимоотношений между участниками политических процессов в регионе. Современное развитие процессов решения проблем энергобезопасности в регионе и необходимость формирования модели мирового энергобаланса во многом определяются теми факторами и параметрами, которые были заложены в рамках изучаемого исторического этапа. Стремление отдельных государств к установлению монополии в экономическом и политическом компонентах региональной политики было связано, прежде всего, с потребностью в организации системы контроля в сфере добычи и распределения энергоресурсов. Таким образом, ресурсная составляющая, а именно энергетический аспект, напрямую определял параметры модели региональной системы безопасности в целом. ; One of the most important conditions for the security system in the Mediterranean at the period 20 ‒ beginning of the 21-st centuries it was an ensuring the economic stability for all of states in the region. There was a signifi-cant imbalance in the development of the countries of sub-region. Because of this reason the main instrument, which ensured the achievement of this condition, there were multilateral cooperation in the field of trade and the building of energy-dialogue. Traditionally energy short-ages in the EU-countries and, on the contrary, the availa-bility of energy resources on the territory of non-European countries of the Mediterranean basin deter-mined the nature and forms of relationships between participants of political processes in the region. Modern development processes addressing energy security in the region and the necessity to build a model of the glob-al energy balance is largely determined by the factors and parameters that were incorporated as a part of the studied historical period. The desire of some states to a monopoly in economic and political components of the regional policy was due primarily to the requirement for internal control in the sphere of production and distribu-tion of energy resources. Thus, the resource component, namely the energy aspect, directly determined the pa-rameters of the model of regional security system, in general.
