Abstract

Актуальность и цели. В нашей стране и Пензенской области в частности уделяется большое внимание развитию физической культуры и спорта. Одним из факторов их успешного функционирования является грамотно выстроенная структура управления отраслью. В статье проведен анализ реформ в системе управления физической культурой и спортом в Пензенской области в период с 1991 по 2012 г. Нижней границей исследования выступил распад СССР с последующей за ним перестройкой всей системы управления в стране. Верхняя граница обусловлена кардинальной реформой в структуре управления изучаемой сферой как на федеральном, так и на региональном уровнях. Цель статьи: изучить реформирование системы управления сферой физической культуры и спорта в указанный выше период. Материалы и методы. Реализация поставленной цели была достигнута благодаря изучению архивных источников, материалов, содержащих законодательные акты, на основе которых и были проведены реформы. Результаты. В статье приведен анализ многочисленных реформ в структуре управления сферой физической культуры и спорта, которые происходили на территории Пензенской области. Выводы. В течение данного промежутка времени в структуре управления сферой физической культуры и спорта произошло большое количество реформ. Большая часть реформ сводилась к тому, что в изучаемую сферу включались функции молодежной политики и туризма, а также менялся статус управляющего органа. ; Background. In our country and in Penza region in particular significant attention is paid to development of physical culture and sports. One of the factors of its successful functioning is a proper built structure of the sector administration. The article analyzes reforms of the physical culture and sports administration system in Penza region in the period from 1991 to 2012. The collapse of the Soviet Union followed by reconstruction of the country's administration system was used as the bottom line of the research. The top line was based on the cardinal reform in the administration structure of the studied field both at federal and regional levels. The purpose of the article is to study the restructuring in the physical culture and sports administration system during the research period mentioned above. Materials and methods. The set goal was achieved through examination of archival sources, materials, containing legislative acts that were the base of the performed reforms. Results. The article analyzes numerous reforms in the structure of the physical culture and sports administration that were performed in Penza region. Conclusions. During the given period of time a large amount of reforms was performed in the structure of the physical culture and sports administration. A major part of the reforms consisted of inserting the functions of the youth policy and tourism into the field under consideration, as well as the status of the management authority was changing.
