Abstract

Пропоновану публікацію присвячено розгляду питань адаптації політики в сфері освіти з урахуванням вимог та напрямків євроінтеграційних прагнень України. Розглядаються підходи та інструменти європейської та національної стратегії підготовки наукових кадрів та тенденції у системі вищої освіти. Увагу приділено асиметрії у підходах та меті конструювання освітньої системи, а також полярності у підходах до використання наукової конкурентоспроможності. В статті застосовано порівняльний підхід у сфері законодавчого, фінансового, стратегічного забезпечення розвитку національної наукової сфери у ЄС та Україні. Наголошено на необхідності удосконалення національного законодавства з пріоритетною адаптацією його до вимог європейської стратегії розвитку. Основний висновок полягає у наявності розбіжності між потребою наукової сфери України, вимогою жорсткої бюджетної економії МВФ та європейською політикою наукового розвитку як засобу економічної стабільності. ; The article is devoted to consideration of the differences between the approach of European and national society to the issue of education of the population. In particular, in the EU, education and the level of staffing of the economy by personnel who have a complete higher education have been chosen as the basis for ensuring joint competitiveness. That is why the EU has full state funding for institutions of higher education regardless of their economic status, which is why the funding of a large number of programs of the work of the working population to the educational modules is constantly increasing, and the possibility of renewal of education and its development, regardless of age and status of the employee, is provided. The purpose of the article is to compare national and European policy in education, identify problem areas, discrepancies and discrepancies in the process of convergence of national and European educational development strategies. Methods applied in the process of research relate to general scientific, it is comparison, comparison, logical and scientific analysis. In the course of the study, European education policy and impact tools were considered, with which the positive effects were obtained. Results and conclusions. New countries seeking to join the euro area should take into account that European integration in the field of education serves the purposes of increasing the quality, diversity of professions and mobility of workers in the labor market, creating favorable conditions for the citizens to exercise the right to education of the European Union and should be accepted without adjustments and harmonization. In the process of comparing national and European policies in the educational sphere, it has been established that in Ukraine there are problems of inadequate state financing of the development of science and the process of training, the unsettled nature of the provision of services for the training of higher education graduates is increasing. Contrary to the European system, formally adopting the newest approaches (Bologna Process, Erasmus, etc.), the Ukrainian educational system is oriented towards the IMF's guidelines for reducing budget expenditures, and educational programs have become hostage to this. The latest parliamentary hearings also confirm this conclusion: numerous recommendations and proposals relate solely to administrative and restructuring measures and do not include guidance on extending the scope of financial support, the development of scientific activities, and the training of researchers.
