ADVANTAGES AND RISKS OF ARTIFICIAL INTELLIGENCE USING IN UKRAINE AND IN THE WORLD ; ПЕРЕВАГИ ТА РИЗИКИ ВИКОРИСТАННЯ ШТУЧНОГО ІНТЕЛЕКТУ В УКРАЇНІ ТА СВІТІ

Abstract

Substantial changes in lifestyle, ordering of living space, organization of work, distribution of social roles in society due to expansion of the sphere of artificial intelligence use are grounded. The possibilities and features of the use of artificial intelligence in the economic sphere are revealed. The definition of "artificial intelligence" has been refined by emphasis at the ability of automatic systems to acquire, use, process and create new knowledge. Thus the term "artificial intelligence" is proposed to be defined as "the ability of automatic systems to acquire, use, process and create new knowledge." The tendency of Ukraine to lag behind from the developed countries towards the digital economy is revealed due to the shortcomings of the relevant state policy and the weakness of the internal market of industrial innovative developments and applications. Emphasis has been placed on the growth of artificial intelligence technology over the past few years and its spread in virtually every sector of the economy. Its main features, which are most in demand and find wide-ranging use, are the ability to share knowledge, to monitor and predict the evolution of a pandemic, to assist medical personnel, and to control the population.Artificial intelligence has been shown to be an important tool in facilitating coordinated pandemic action. Examples of its use are given, and the presence of the limit of what can be achieved by this technology is noted. It is concluded that it is impossible to expect that artificial intelligence compensates for structural difficulties similar to those encountered by many medical institutions in the world. The perspectives and risks of using artificial intelligence, which include, in particular, the possibilities of robots to learn in interaction with a changing environment with a large number of variables, achievements in the field of medicine, personal security, protection and confidentiality of information, are justified.Prospects for further research in this area may be to analyze the dynamics of artificial intelligence development by sectors and sectors of the economy, to evaluate the national artificial intelligence market, the legislative framework on artificial intelligence, and to compare it with foreign countries. ; Обгрунтовано істотні зміни способу життя, упорядкування життєвого простору, організації праці, розподілу соціальних ролей у суспільстві внаслідок розширення сфери використання штучного інтелекту. Розкрито можливості та особливості застосування штучного інтелекту в економічній сфері. Удосконалено визначення поняття «штучний інтелект» через наголос на здатності автоматичних систем здобувати, використовувати, обробляти та створювати нове знання. Виявлено тенденцію відставання України від розвинених країн у напрямі просування до цифрової економіки через недоліки відповідної державної політики та слабкість внутрішнього ринку промислових інноваційних розробок та застосувань. Обгрунтовано перспективи та ризики використання штучного інтелекту, до яких, зокрема, належать: можливості роботів навчатися у взаємодії з мінливим середовищем із величезною кількістю змінних, досягнення у сфері медицини, особиста безпека, захист та конфіденційність інформації тощо.
