Abstract

YÖK Tez No: 417554 ; Küreselleşme, "yerelleşme" ve "kentleşme "gibi birbiri ile yakından ilgili ve ilişkili üç kavramın, birbirlerini ve aslında her şeyi az veya çok bir şekilde etkilediği ve belirlediği günümüz dünyasında, devletleri ve dolayısı ile yapısal anlamda devletlerin örgütsel yapısını ifade eden kamu yönetim sistemlerini etkilememesi olanaksızdır. Bilindiği üzere, kamu yönetim sistemlerinin toplumun gereksinimlerini karşılayan etkin bir araç durumuna dönüştürülebilmelerinin başlıca koşullarından birisi, söz konusu bu sistemlerin gelişen ve değişen koşullara ayak uydurmasını sağlayacak şekilde ve sürekli bir biçimde yenilenerek geliştirilmesidir. Fakat Türkiye'de 2004 yılına kadar yapılan ve "yeniden düzenleme", "yeniden yapılanma" veya "idari reform" gibi farklı kavramlarla ifade edilen "idarede reform çalışmaları" dar ve kısa vadeli bir bakış açısı ile yapılmış olup, sistemin daha geniş ve daha uzun vadeli bir bakış açısı ile ele alınması ise ancak bu tarihten sonra mümkün olmuştur. "Vizyon" olarak da isimlendirilen bu yeni ve farklı bakış açısı ile hazırlanan "2023 Türkiye Vizyonu" kapsamında başlatılan idari reform çalışmaları ise Türk idari ve siyasi hayatını büyük ölçüde etkilemiştir. Çünkü söz konusu bu reformlar sonucunda «Kocaeli Modeli» ismi ile bilinen yeni bir yerel yönetim modeli Türk siyasi ve idari hayatına girmiştir. Kamuoyunca da bir yerel yönetim reformu olarak bilinen ve on yıl süre ile İstanbul ile birlikte Kocaeli ilinde de uygulandıktan sonra yirmi sekiz büyükşehirde daha uygulanmaya başlayan bu yeni yerel yönetim modeli aslında, Türk Devlet geleneğinde ve devletin görev ile sorumluluklarının dayanağı olan devlet felsefesinde köklü değişikliklere neden olacak bir reform çalışması niteliğine sahip bir çalışma olmuştur. Bu tez çalışmasının ana temasını, Kocaeli Modeli olarak adlandırılan ve yakın bir gelecekte ülkenin tamamında uygulanması beklenen söz konusu bu yerel yönetim modelinin sadece geleneksel yerel yönetim anlayışını ve yapısını değiştirmekle kalmayıp, Türk idari yapısının geleneksel yönetim felsefesini ve genel yönetim yapısını da etkileyeceği ve değişime zorlayacağı iddiaları oluşturmuştur. Ayrıca, bu model için İstanbul ve Kocaeli illerinin seçilmesinin nedenleri ile Türk yerel yönetim geleneğinin halen oluşamaması gibi daha birçok konu da bu çalışmada ana tema ile ilişkili olacak bir biçimde ele alınmaya çalışılmıştır. Neticede ise köklü bir yerel yönetim geleneği bulunmamasına rağmen oldukça uzun sayılabilecek bir süre örgütlenme tecrübesine ve bunun sonucunda ise merkeziyetçi bir yönetim geleneğine ve buna uygun bir örgüt yapısına sahip olan Türk Devletinin bu yapısının, söz konusu bu reform çalışmalarından genel olarak olumsuz etkilendiği/etkileneceği görülmüştür. The main theme of this thesis, Kocaeli Model, which is expected to be applied throughout the country and in the near future this question will not only change the structure of local governance and local traditional management model,but also Turkish administrative structure that will force to change and affect the structure and general management philosophy traditional management of claims constituted. Also, reasons for the selection of this model for the provinces of Kocaeli and İstanbul with The Turkish tradition of local Government still not occur as many more that will be associated with the main theme in the study in a way that tried to be addressed. After all, although there is not a deeply rooted tradition of a local government, the Organization for quite a lengthy time of experience and as a result, the tradition of a centralized management structure and the organizational structure of the Turkish state appropriately, which has overall negative influencers that would be affected by the reform in question was observed.
