Abstract

The Spanish experience of political and administrative decentralization, initiated with the transition to democracy, has involved a deep transformation of the foundations that supported the extremely centralized administration of the previous regime. The central government has changed from being based on the provision of almost every public service to a coordination and cooperative nature. However, the process itself prevents from labelling it as such in a strict sense. Due to the very nature of the process, there are still some elements that hamper it. The cooperative system is also flawed. Certain doubts and other determinants of political nature have hindered the construction of a cooperative building on the foundations of a clear and open project. Nevertheless, nowadays cooperation is a key element on the operation of the State as a whole. The natural evolution of our State is towards a federal configuration, at least regarding its operation, aiming to enhance its effectiveness. Therefore, the historical reticences and determinants on this matter should be solved as soon as possible, in order to carry out the necessary reforms and to guarantee that it achieves a greater efficiency. And to prevent the petrifaction of a fallible State. ; La experiencia española, iniciada con la transición a la democracia, de descentralización política y administración ha supuesto una profunda transformación de las bases con las que se sustentaba la administración radicalmente centralizada del régimen anterior. La administración general ha pasado de ser prestacional en prácticamente todos los servicios públicos, a una de naturaleza coordinadora y cooperativa. El propio proceso impide, sin embargo, calificarla de tal en estricto sentido. Subsisten aún, por la propia naturaleza del proceso, elementos que lo impiden. El sistema cooperativo es también imperfecto. Las dudas y otros condicionantes de naturaleza política han impedido construir un edificio cooperativo sobre un proyecto claro y diáfano. No obstante, la cooperación es hoy un elemento fundamental en el funcionamiento del conjunto del Estado. La evolución natural de nuestro Estado es hacia una configuración federal, al menos en su funcionamiento y para profundizar en su eficacia. Por ello, las reticencias y condicionantes históricos sobre ello debieran solventarse cuanto antes para realizar las reformas necesarias y garantizar una mayor eficacia del mismo. Y evitar la petrificación de un Estado imperfecto.
