Twin-cities of the Odesa region and Greece Republic: features of interaction in terms of cultural diplomacy ; Поріднені міста Одеської області та Грецької республіки: особливості взаємодії з позицій культурної дипломатії

Abstract

Odesa Oblast is a region that absorbed European spirit and created multi-ethnic andmulticultural world. European traditions have deep historical roots and can influence theactivity and consciousness of modern generations. The analysis shows that Odessa Oblast takesan active role in European integration processes through interregional and municipalcooperation with regions, twin cities partnership and participation in internationalorganizations and projects. Decentralization of international cultural cooperation, significantnumber of public organizations and volunteer movement made it possible to reach a qualitativelynew level. International activities and twin-ties of the Odessa Oblast and the Hellenic Republicare progressing intensively and have all the possibilities for further expansion. Twinningrelations were established between the city of Odessa and the city of Piraeus and Kilia with thecity of Farsala, the Odesa Regional Council signed the Memorandums of Understanding oncooperation with the governorates of the regions of Serres, Thessaloniki and Drama. Animportant role in the establishment of cultural contacts is played by the Branch of the HellenicFoundation for Culture, the Charitable Foundation «Buromuras Foundation», the OdessaRegional Community of the Greeks named after G. G. Marazli. Combining of the efforts of allparticipants in international cooperation allows to solve main goals of cultural diplomacy:raising awareness of Ukraine; formation of a positive image of our country and its values,providing understanding of our ideas, aspirations and opinions; attraction of foreigninvestments and political partners to solve urgent problems. At the same time, we are faced withthe problems of the initial period and the novelty of this field of activities, namely, there is nostrategy in the practical plane both by the state and local self-government bodies. The lack ofcapacity of local self-government bodies, especially in terms of financial ability, to implementlarge projects in the field of interregional, municipal cooperation, low level of development ofsocial and tourist infrastructure, etc. become inhibitory factors. Thus the practice ofinterregional and municipal partnership requires further research. ; У статті розглядається процес становлення, розвитку та сучасний станпобратимських зв'язків регіонів, міст Одеської області з містами-побратимами ГрецькоїРеспубліки. Аналізуються основні напрямки міжрегіональної міжнародної діяльності йудосконалення муніципального партнерства як складової культурної дипломатії. Авторрозкриває особливості взаємодії в контексті історичних змін, наводить таохарактеризовує форми прояву міжнародного співробітництва між містами.Стрижневою ідеєю даної статті є положення про те, що формування та реалізаціюефективної політики співробітництва України з країнами ЄС не можна покладатитільки на вищі органи державної влади і управління, яким надано право визначати основнінапрямки зовнішньої політики України. Необхідно більш активно залучати до цієїроботи, особливо в умовах агресивної російської пропаганди, місцеві органи виконавчоївлади та органи місцевого самоврядування. В умовах реалізації європейського векторарозвитку України особливо важливою є побратимська співпраця українських міст, котрірозміщені на прикордонних територіях із країнами-членами Європейського Союзу йвиступають у ролі своєрідних "мостів" між сусідніми країнами. Визначається рольгромадської ініциативи в культурній дипломатії та громадського моніторингудіяльності органів влади. Метою цього дослідження є з'ясування суті поняттякультурної або м'якої дипломатії та міжрегіонального, муніципального партнерства, наприкладі співпраці районів і міст Одеської області з грецькими побратимами.
