The Ukrainian Language as a Mean of International Communication in Multilingual Area Between the Dniester and the Danube rivers ; Українська мова як засіб міжнаціонального спілкування в полімовному межиріччі Дністра і Дунаю: напрямки роботи лінгвістів

Abstract

The article deals with the problem of unsatisfactory state of realization of languagelegislation in multilingual area between the Dniester and the Danube rivers. The authorprovides the necessity of complex (dialectological, sociolinguistic and didactical) investigationof the Ukrainian Language's dialectal and literary forms functioning in the situation of languagecontacts with the purpose of the Ukrainian Language preservation.Cooperation of sociolinguistic and dialectological methods in studying languages anddialects of area between the Danube and the Dniester rivers has been already seen at the level ofpurpose of investigation. For example, harmonization of language situation and developing ofeffective regional activities of language politics are impossible without taking into accountorigin and dynamic character of contacting dialects. Especially such important components oflanguage politics as problem of teaching of state language in multilingual areas, itstransformation in mean of international communication are also impossible without knowledgeand taking into consideration origin base of native idiom for pupil. On the other hand,dialectological, in particular arealogical, comparative-historical research of idioms isn'teffective without taking into consideration the character of language interaction.The problem of teaching languages, in particular state language, in multinational andmultilingual regions in Ukraine and in the world is facing humanity nowadays, because theresults of teaching Ukrainian ethnic Ukrainians and the representatives of national minoritiesfor 28 years are not satisfactory. So adequate using of the Ukrainian Language as a language ofinternational communication in this area has not managed yet, though according theConstitution of Ukraine it has been only one state language.The paper substantiates that one of the most important factor of realization of language'sstate status is its functioning as a mean of interethnic communication in multilingual areas ofrepresentatives of different ethnic / subethnic / language groups, in particular of the Ukrainians.The study and the monitoring of this function of the Ukrainian Language are necessary duringthe searching ways of improving language situation and with the purpose of control of theUkrainian Language state status. ; У статті констатовано незадовільність стану реалізації мовного законодавствав межиріччі Дністра і Дунаю та інших полілінгвальних регіонах України, обґрунтованонеобхідність комплексного (діалектологічного, соціолінгвістичного, дидактичного)вивчення функціонування української мови в діалектній і літературній формах у ситуаціїмовного контакту з метою збереження української мови в усіх наявних формах, а такожїї розвитку, розширення її використання полімовними індивідами в різних сферах ікомунікативних ситуаціях, задля визначення ефективних заходів реалізації мовноїполітики в полілінгвальних регіонах України, вдосконалення мовного законодавстваУкраїни. Досвід удержавлення української мови в таких регіонах, як межиріччя Дністра іДунаю потребує критичної оцінки, «роботи над помилками». Одним з найважливішихпоказників реалізації державного статусу мови автор уважає функціонування її якзасобу міжетнічного спілкування в полілінгвальних регіонах різними етнічними /субетнічними / мовними групами (зокрема й українцями). Вивчення і моніторинг вияву цієїфункції української мови необхідні як під час пошуку шляхів поліпшення мовної ситуації(доведення її до стану відповідності до мовного законодавства), так і в подальшому – зметою контролю стану удержавлення української мови.
