ЗАРУБІЖНІ ТРЕНДИ СОЦІАЛЬНОЇ ПОЛІТИКИ ЗАХИСТУ ВЕТЕРАНІВ

Abstract

Globalization and integration processes, implementation of international legal norms, unification of national legislation are current trends that exist not only in the legal field, but also shape the ideological attitude and worldview in general. The current state of external and internal factors for the Ukrainian state, in the transitional period of democratic principles formation, against the background of economic and political crisis, becomes prevalent in the choice of domestic and foreign policy courses. The state policy formation is closely linked to the main goals of citizens protecting realization from the legal and social side, ensuring the state's security development and economic well-being, because the state is responsible for the standard of living of its citizens. Population social protection has always been a state concern, and the correct construction of social policy was certainly based on the choice of system and mechanisms of public administration and economic budget opportunities of the country. Social protection of veterans is one of the national tasks related to ensuring the security of the country, forming its ideological foundations, educating young people in respect for those who defend their homeland and honor. The study of the experience of foreign countries, the historical experience of Ukrainian statehood, speaks of the possibility of developing strategic directions of social policy in the best, most reasonable and least expensive way. That is why research in this direction is attracting more and more attention, both theorists and practitioners. The presented article examines the main systemic differences in the experience of social policy of foreign countries. The concept of "social policy", conditions and factors of formation of the state social policy on protection of war veterans are analyzed by the comparative analysis. The study of national social policy trends allowed to substantiate the complexity of political mechanisms for managing the system of national social protection, to emphasize the differences in the construction of social protection in Ukraine and abroad. ; Глобалізаційні та інтеграційні процеси, імплементація міжнародно-правових норм, уніфікація національного законодавства є тенденціями сьогодення, які не лише існують у правовому полі, а й формують ідеологічне ставлення та світогляд загалом. Сучасний стан зовнішніх і внутрішніх чинників для української держави в умовах перехідного періоду становлення демократичних засад та на тлі економічної й політичної кризи стає ключовим у процесі обрання курсів внутрішньої та зовнішньої політики. Формування державної політики тісно пов'язане з реалізацією основних цілей щодо захисту своїх громадян із правового та соціального боку, забезпечення державного розвитку безпеки й економічного добробуту, адже саме держава відповідає за рівень життя своїх громадян. Соціальний захист населення завжди був державною турботою, а правильна побудова соціальної політики безумовно ґрунтувалася на обранні системи й механізмів державного управління та на економічних держбюджетних можливостях країни. Соціальний захист ветеранів війни – одне із загально-державних завдань, що пов'язане з гарантуванням безпеки країни, формуванням її ідеологічних засад, вихованням молоді в пошані до тих, хто захищає свою батьківщину та честь. Вивчення досвіду зарубіжних країн та історичного шляху українського державотворення свідчить про можливість вироблення стратегічних напрямів соціальної політики в обґрунтованому, найкращому та найменш затратному руслі. Саме тому дослідження в цьому напрямі привертають дедалі більшу увагу як теоретиків, так і практиків. У представленій статті досліджуються основні системні відмінності досвіду соціальної політики зарубіжних країн. Шляхом порівняльного аналізу розкрито поняття «соціальна політика», умови та чинники формування державної соціальної політики щодо захисту ветеранів війни. Дослідження тенденцій національної соціальної політки дало змогу обґрунтувати комплексність політичних механізмів управління системою національного соціального захисту, а також підкреслити відмінності в побудові соціального захисту в Україні та за кордоном.
