УЗГОДЖЕНІСТЬ ТА ВПЛИВ В ЄВРОПЕЙСЬКОМУ ПАРЛАМЕНТІ КРІЗЬ ПРИЗМУ ПОЛІТИЧНИХ ГРУП

Abstract

The article examines the role of the European Parliament at the present stage of the development of Eurointegration processes. The significance of the Treaty of Lisbon for the extension of the powers of the EP has been determined. The internal organizational structure of the EP is analyzed and the leading role of political groups in the decision-making of the European Parliament is determined. The three most important tasks of the European Parliament (legislation, approval or rejection of the budget, control over democratic institutions) are considered. The functions of the EP are analyzed. The main decision-making procedures at the European Parliament level are defined, namely: codecision, consultation, cooperation and assent. The level of cohesion of the EP according to the criterion of belonging to political groups and national delegations is determined. The predominant value of the first one is proved. ; У статті розглянуто роль Європейського парламенту на сучасному етапі розвитку євроінтеграційниз процесів. Визначено значення Лісабонського договору для розширення повноважень ЄП. Проаналізовано внутрішню організаційну структуру ЄП та визначено провідну роль політичних груп у прийнятті рішень Європарламенту. Розглянуто три найважливіші завдання Європарламенту (законодавство; затвердження або відхилення бюджету, контроль над демократичними інститутами). Проаналізовано функції ЄП. Визначені основні процедури прийняття рішень на рівні Європарламенту, а саме: спільне рішення (codecision), консультація (consultation), співпраця (cooperation) та затвердження (assent). З'ясовано рівень згуртованості ЄП за критерієм приналежності до політичних груп та до національних делегацій. Доведено переважне значення першої.
