Abstract

Стаття присвячена аналізу викликів, що постали перед вітчизняним аграрним сектором еко- номіки у зв'язку із підписанням Угоди про асоціацію між Україною та ЄС. Розкрито проблеми, пов'язані з реалізацією ключових положень закону України з харчової безпеки в частині імплемента- ції європейських інструментів безпечності, що базуються на підходах і принципах НАССР, з урахуванням продуктової спеціалізації та розмірів потужностей операторів продовольчого ринку, зокрема підприємств харчової промисловості та господарств первинного виробництва. Проаналізовано загрози і ризики виникнення та загострення аграрної кризи, а також гальмування сільського розвитку, зокрема в умовах зволікання зі строками реалізації нормативних вимог. Розроблено конкретні пропозиції, практична реалізація яких дозволить унеможливити вплив окремих чинників, що спонукають до інерціювання аграрної кризи в умовах інтеграції національної економіки до внутрішнього ринку ЄС, та протистояти глобальним кризовим викликам. ; Amid intensified European integration processes in the national economy's agricultural sector, in particular the harmonization of technical regulation of agricultural products in terms of compliance with regulatory requirements and time bands for the implementation of methodological foundations of the worldrenowned hazard analysis and critical control points (HACCP) by agro-industrial entities, the reform of agricultural sector and its individual production chains to extend agrifood value-added chains and shape a "Made and Grown in Ukraine" brand image among European consumers is high on the agenda. A delay against the ongoing reform of agrarian sector and its raw materials integration into the European food markets with Ukrainian food producers gradually entering its narrow segments and mono-product niches will result in crisis inertia at agrarian economy regulatory levels, further contributing to the contouring of agrarian crisis. In this context, the author has classified challenges, threats and risks of emergence, exacerbation and inertia of agrarian crisis, as well as signs of institutional uncertainty and regulatory inability to ensure the sector's sustainable development using representative array of statistical and regulatory data (mindful of product specialization and capacity of food market operators, in particular food industry and primary production enterprises). It should be noted that active phase of implementation of the basic statutory requirements to ensure the European-level food safety has recently been given fresh impetus in Ukraine. However, tangible results will be available only in early 2018. Given the extremely pressing nature of this issue and the need to level down the existing information asymmetry in monitoring environment of technical regulation's harmonization, it would be expedient to conduct pilot nationwide and, where necessary, local or fieldspecific surveys of Ukraine's agrarian sector at least semi-annually. This in turn will provide the regulatory system's institutional environment with the relevant information necessary to timely take crisis prevention measures to ensure targeted correction of the system and get it back on the path of sustainable and inclusive development.
