Abstract

Urgency of the research. Public-private partnership is a mechanism for higher education and science to improve the efficiency of the HEI functioning through the development of partnerships between the state, business partners and HEI. Target setting. To use the benefits of interaction between the state and business through the implementation of the public-private partnership mechanism with the aim of solving strategic problems of the higher education and science development in Ukraine. Actual scientific researches and issues analysis. The research of the essence, conditions and benefits of the mechanism of public-private partnership in the field of education are studied in the works by such scholars as Dzhandosova R. D. Taking into account the peculiarities of the organization of educational process and scientific activity in higher education institutions, considering the interests and opportunities of business partners, the direction of projects in the field of public-private partnership to meet the interests of third parties, the conclusion on the need for targeted search of potential private part-ners, which requires improvement of the process of practical implementation of such projects was made. The research objective. Improvement of the implementation mechanism of public-private partnership taking into account the peculiarities of such projects in the field of higher education and science. The statement of basic materials. A series of procedures for implementing public-private partnership projects is proposed to improve the of implementation efficiency of public-private partnership projects in the field of higher education in Ukraine; the necessity of improvement and development of the corresponding support (legislative, organizational, normative-legal, human resources) is substantiated. Conclusions. Since public-private partnership is a mechanism whose implementation involves private investment in the educational sphere, an important condition for the effectiveness of its implementation and functioning is the improvement of the relevant procedures, the creation of the necessary legislative, regulatory, resource and organizational support. ; Актуальність теми дослідження. Державно-приватне партнерство є механізмом, застосування якого у сфері вищої освіти та науки дозволяє підвищити ефективність функціонування ЗВО на основі розвитку партнерських відносин між державою, бізнес-партнерами та ЗВО. Постановка проблеми. Використання переваг від взаємодії держави і бізнесу через застосування механізму державно-приватного партнерства з метою вирішення стратегічних завдань розвитку вищої освіти та науки в Україні. Аналіз останніх досліджень і публікацій. Дослідженню сутності, умов і переваг застосування механізму державно-приватного партнерства у сфері освіти присвячено праці таких науковців, як: Джандосова Р. Д. [1], Сьянов О. В., Степанов О. О. [2], Дмитрієва Є. О. [3], Іванова Ю. В. [4], Захаров М.М., Черданцев В. П., Тронина М. В. [5], Ляховець О. О. [6]. Виділення недосліджених частин загальної проблеми. Зважаючи на особливості організації освітнього процесу та наукової діяльності в закладах вищої освіти, враховуючи інтереси та можливості бізнес-партнерів, спрямованість проектів у сфері державно-приватного партнерства на задоволення інтересів третіх осіб, зроблено висновок про необхідність цілеспрямованого пошуку потенційних приватних партнерів, що потребує удосконалення процесу практичної реалізації таких проектів. Постановка завдання. Удосконалення процесу реалізації механізму державно-приватного партнерства з урахуванням особливостей таких проектів у сфері вищої освіти та науки. Викладення основного матеріалу. Для підвищення ефективності процесу імплементації проектів державно-приватного партнерства у сфері вищої освіти в Україні запропоновано послідовність процедур реалізації проектів державно-приватного партнерства; обґрунтовано необхідність удосконалення та розвитку відповідного забезпечення (законодавчого, організаційного, нормативно-правового, кадрового). Висновки. Оскільки державно-приватне партнерство є механізмом, реалізація якого передбачає здійснення приватних інвестицій у освітню сферу, то важливою умовою ефективності його імплементації та функціонування є удосконалення відповідних процедур, створення необхідного законодавчого, нормативно-правового, ресурсного та організаційного забезпечення.
