Operational environment analysis and likely scenarios of employment of the Air Forces of the Armed Forces of Ukraine ; Аналіз операційного середовища та ймовірні сценарії застосування Повітряних Сил Збройних Сил України

Abstract

In the article, the main factors that determine the conditions of the operational environment for the Air Forces of the Armed Forces of Ukraine are considered. The modern capabilities for air attack and air defence as well as tendencies of their development, application and influence on the operational environment are analysed.Possible scenarios of employment of the Air Forces of the Armed Forces of Ukraine are considered, under the conditions of the present and future operational environment.The analysis of the main factors and conditions that will determine the future operational environment and the probable scenarios of the employment of the Air Forces of the Armed Forces of Ukraine indicates that the Air Forces must be ready to perform new "atypical" tasks using such new forms of actions as multi-domain operations (battles).The conditions of the operational environment will determine the directions of development of forms of actions and ways of employment of the Air Forces of the Armed Forces of Ukraine. Changing views on the employment of air forces in modern operations in accordance with the doctrines and standards of NATO countries will require the integration of forces and assets from different branches of all services into a complex multi-domain system.Intra-service integration of individual systems of intelligence, command and control, and weapons of the Air Forces in a complex system will allow to respond promptly to changes in combat situations, to adapt (change or refine) the tasks of the Air Forces leaving the enemy behind in decision-making, and in the future to integrate it into a unified system of the Services of the Armed Forces of Ukraine.Therefore, today it is necessary to determine the ways of reforming the Air Forces of the Armed Forces of Ukraine and the directions of development and modernization of their weapons and military equipment that focused on network combat employment.The implementation of the concepts of "combat operations in a common information space" and "multi-domain operation (battle)" will allow the Air Forces of the Armed Forces of Ukraine to reach a new level of actions within joint formations of forces from different Services (branches of Services). ; У статті розглянуто основні чинники, що визначають умови операційного середовища, в якому діють Повітряні Сили Збройних Сил України. Проаналізовано сучасні сили та засоби повітряного нападу, засоби протиповітряної оборони, тенденції їх розвитку, застосування та впливу на операційне середовище. Розглянуто можливі сценарії застосування Повітряних Сил Збройних Сил України в умовах сучасного та майбутнього операційного середовища.Проведений аналіз основних чинників і умов, які визначатимуть майбутнє операційне середовище та ймовірні сценарії застосування Повітряні Сили Збройних Сил України, свідчить, що потрібно бути готовими до виконання нових "нетипових" завдань в таких нових формах дій, як багатодоменні операції (битви).Саме умови операційного середовища визначатимуть напрями розвитку форм дій і способів застосування Повітряних Сил Збройних Сил України. Зміна поглядів щодо застосування повітряних сил в сучасних операціях у відповідності до доктрин та стандартів країн НАТО вимагатиме об'єднання різнорідних сил та засобів усіх видів збройних сил в складну багатодоменну систему.Внутрішньовидова інтеграція окремих систем розвідки, управління та ураження Повітряних Сил в складну систему дозволить оперативно реагувати на зміни бойової обстановки, адаптувати (змінювати або уточнювати) завдання Повітряних Сил з випередженням противника у прийнятті рішень, а в подальшому – інтегрувати її в єдину складну систему видів Збройних Сил України.Тому вже сьогодні потрібно визначити шляхи реформування Повітряних Сил Збройних Сил України та напрями розробки та модернізації їх озброєння та військової техніки, орієнтовані на мережеве бойове застосування.Реалізація концепцій "бойові дії в єдиному інформаційному просторі" та "багатодоменна операція (битва)", дозволить Повітряним Силам Збройних Сил України на якісно новому рівні вести спільні дії у складі об'єднаних угруповань різновидових, різнорідних сил.
